The Hayton Area Remediation Project (HARP) is located in Calumet County, Wisconsin, and has been divided into four operable units (OUs). Significant source removal (greater than 98% mass removal) and restoration efforts have been completed in OU1 through OU4/Upper. OU1, OU2 and OU3/Upper has received closure. To confirm the effectiveness of remediation activities and to evaluate closure of OU3/Lower and OU4/Upper, post-remediation soft sediment samples were collected in OU3/Lower and OU4/Upper and evaluated consistent with the Three-Tier Closure Process agreed to among the parties. The results were submitted to WDNR in December 2018. Wetland restoration maintenance and monitoring continued in 2018. Wetland monitoring reports were submitted to the WDNR and Army Corps.
In November 2018, WDNR, Tecumseh and TRC Environmental Corporation (TRC) executed a Negotiated Agreement (Agreement) to cover the remaining known response actions and containing a schedule to conduct non-emergency actions under Wis. Stats. Section 292.11(3). This Agreement terminated the 2004 Consent Order for HARP.
