Comments: Construction of the remedy in the upland area was completed between April 17, 2023, and November 30, 2023. Active remediation included excavation of 13,880 cy of impacted soil and removal of an additional 1,350 tons of concrete debris and trench excavation soils. Biosparge/SVE systems on the east and west side of the BNSF railroad were installed and started up for treatment of soil and groundwater. The biosparge/SVE systems construction included 130 biosparge wells and 16 horizontal soil vapor extraction wells. WDNR participated in the pre-final construction walk-through inspection on October 18, 2023 and construction items were completed prior to construction contractor demobilization from the Site on October 23, 2023. Treatment equipment was operationally tested by Foth and SWL&P and activities to winterize the site were completed between August 28, 2023 and November 30, 2023. A Draft Upland Area Remedial Action Construction Completion Report is being prepared to describe and document construction of the remedy in the upland areas of the SWL&P former MGP Site. In addition, SWL&P and Foth continued discussions with WDNR and USEPA on the Project Agreement and Statement of Work (SOW) with GLNPO under the Great Lakes Legacy Act (GLLA) program. This included participating in monthly project collaboration meetings with WDNR and USEPA to advance the selection of a preferred remedial action option to address impacted sediment within the “C-Street Slip,” adjacent to the former MGP Site. A collaborative approach is underway to complete the Remedial Action Options Report in early 2024. The current schedule anticipates completing the in-water sediment remedial design in 2024 and remedial action in 2025.
