The Operation, Maintenance, and Monitoring (OM&M) phase of the Upland Remedial Action (RA) project, including operation of the Biosparge and Soil Vapor Extraction (SVE) systems continued over this reporting period. Quarterly monitoring was performed on the following dates: Q3 was performed from September 16 through September 20, Q4 was performed from November 11 through November 15 and the Biosparge Systems Monitoring, System Shutdown and Winterization was performed from November 18 through November 22.
SWL&P and Foth participated in biweekly meetings with WDNR and USEPA, under the Great Lakes Legacy Act (GLLA) program, to advance the remedial design (RD) for sediment within the “C Street Slip.” Foth and SWL&P, with support from WDNR, prepared and submitted a 60% RD Report to the Agencies for review on September 24, 2024. SWL&P and the WDNR prepared the application to apply as non-federal sponsors (NFS) for the GLLA to undertake RA at the C Street Slip and presented the 60% RD to the Technical Review Committee (TRC) on October 11, 2024. Agency comments on the 60% RD Report were received in November 2024 and comment resolution discussions have been on-going since. Foth is in the process of preparing the updated Draft Final RD Report for submittal to the Agencies in February 2025. The current schedule anticipates completing the in-water sediment remedial design in April 2025, with remedial action likely to follow in 2026, after the USEPA GLLA contracting process is complete.
