Comments: In the current reporting period, the activities related to this BRRTS number have included work to complete the Focused Feasibility Study (FFS) for Howard's Bay. The FFS has been prepared through a Great Lakes Legacy Act (GLLA) project partnership involving Fraser Shipyards, WDNR, the City of Superior and EPA. The USACE is working as a technical advisor to EPA. The FFS identifies a range of options to remediate sediment and proposes Alternative 4, which has recently been accepted as the consensus preferred project among the Fraser, WDNR and EPA project managers. Alternative 4 involves dredging much of Howard's Bay. The scope and cost of Alternative 4 will be refined through the remedial design phase and is subject to change based on new data collected in fall 2014 and summer 2015 by WDNR and also re-interpretation of existing data. The project partners have agreed to work together to develop a project that fits within budgetary amounts. Related activities include a study of source controls and recontamination potential by WDNR, and an update to the Fraser Shipyard Storm water Pollution Prevention Plan. All of the project partners continue to work together toward remediation of Howard's Bay, including the east end of bay known as Howard's Pocket, that is where AOC #14 is located.
