This appears to be based on a 1993 recommendation from Marty Engle that an additional 1.5 mi. of stream that was WWFF had the potential to be Cold II (see attached).

From 2001 Basin Report (just area above Lake George): Existing use is Cold III (4.5 mi.), WWFF (12.2 mi.), potential use is Cold II (4.5 mi.) WWFF (12.2 mi.), and codified use is Cold III (4.5 mi.) WWWF (12.2 mi.)
