TOWN OF TOWNSEND: Townsend Flowage APM Plan Development

Purpose
The Town of Townsend, on behalf of the Townsend Flowage Association, proposes to develop an Aquatic Plant Management (APM) Plan in 2006, which will focus on native plant management and development of contingency plans for aquatic invasive species (AIS) management, and conduct activities to prevent the introduction of AIS. The project elements and deliverables are specified in the Town of Townsend's Aquatic Invasive Species Control Grant application, dated January 24, 2006. The project includes conducting point-intercept aquatic plant surveys on Townsend Flowage and McCaslin Brook, following DNR protocols; mapping the distribution and acreage of nuisance aquatic plants; conducting a water quality assessment, including water quality monitoring and determining the Trophic State Index; conducting a watershed assessment, including determining land uses and cover types within the watershed, and identifying potential nutrient and pollutant sources within the watershed; preparing and developing an APM Plan consistent with DNR guidelines, including an AIS prevention and contingency control plan; educating lake users of native plant value, nutrient management, habitat protection, and AIS prevention and control measures; and implementing the "Clean Boats, Clean Waters" watercraft inspection program. Watercraft inspection records will be entered into the State's online Watercraft Inspection Database. The final report will include the Townsend Flowage Aquatic Plant Management Plan that conforms to DNR's Aquatic Plant Management Guidance. If consultant is to provide the final report, it is recommended the Grantee provide the DNR Aquatic Invasive Species Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to, submission of grantee's final payment request.
