BLACK OTTER LAKE PROT & REHABILITATION DIST: Black Otter Comprehensive Lake Management Plan

Purpose

Gather of physical, chemical and biological lake information which will include: 1) physical survey of the lake depth, area, contours, and hydraulic residence time, 2) chemical sampling as referenced in the project description of the application,3) biological inventory of aquatic plants. Investigation and assessment of several potential management options. Preparation of an up-to-date land use map for the lake's watershed, as described in the application. Description of current governmentaljurisdictional boundaries within the watershed, and their regulatory authority concerning lake use. Examine adequacy and propose changes if necessary. Gathering of sociological information including two public forums and a questionnaire. Preparation,printing, and dissemination of a final reportby newsletter mailings, fact sheet mailings, public meetings, local newspaper articles and poster displays. Project results will be reposited at Hortonville library and Hortonville Village Hall.

In 1989, Black Otter Lake was drained and 120,000 cubic yards of sediment removed from the lake. This removed about 56% of the sediment in the lake. Since 1982, work has been underway to implement additional strategies such as aeration, BMP implementation and storm water retention basins. This grant further assessed the progress made so far and identified next steps.
