Purpose

The East River Watershed is a subwatershed of the Lower Fox River Watershed and is located in east central Wisconsin in Brown, Calumet, and Manitowoc counties. The East River stretches from Wrightstown and empties into the Fox River in the City of Green Bay. The East River watershed is further divided into two subwatersheds the Upper and Lower East River Watersheds. The Upper East River Watershed drains approximately 22,992 acres. Excessive sediment loads and increased algal blooms in the Lower Fox River and Bay of Green Bay prompted the need for action to be taken in the Lower Fox River Basin. A Total Maximum Daily Load was approved for the Lower Fox River and its tributaries in 2012. The development of implementation plans for the subwatersheds of the Lower Fox River Basin are necessary to meet the assigned daily loads of the TMDL.

Objective

Goal #1: Improve surface water quality to meet the TMDL limits for total phosphorus and sediment. Goal #2: Increase citizens’ awareness of water quality issues and active participation in stewardship of the watershed. Goal #3: Reduce flood levels during peak storm events. Goal #4: Improve streambank stability and reduce amount of streambank degradation.

Outcome

Meeting the goals for the Upper East River watershed will be challenging. Watershed planning and implementation is primarily a voluntary effort with limited enforcement for “non-compliant” sites that will need to be supported by focused technical and financial assistance. It will require widespread cooperation and commitment of the watershed community to improve the water quality and condition of the watershed. This plan needs to be adaptable to the many challenges, changes, and lessons that will be found in this watershed area.
