AIS Follow Up and Compliance Work - Red Swamp Crayfish, Starry Stonewort, Harvesting Compliance and Contract Harvesting Inspections

Purpose

AIS work in the past five years has hampered the ability of the FTE (Heidi Bunk) and the LTE (Samm Posnanski) to complete core work such as long term trends monitoring, issuing APM permits and APM supervisions. The workload presented by AIS cannot be completed within normal working hours and has resulted in the FTE working extra hours on nights and weekends. Additional LTE assistance is needed for two projects: Follow up monitoring on Red Swamp Crayfish on Esquire Estates and inspections of contractor harvesting equipment (typically 24 to 30 in a 3 month period). These contractors travel from lake to lake, often visiting two lakes a week. The contractors are required to clean their equipment but do need to be inspected to make sure that all plants and animals have been removed from small spaces. Most inspections take place at boat launches or at the storage facilities owned by the contract harvesters. Starry Stonewort provided a large amount of unexpected workload in 2015. Tasks for this project need to continue in 2016. Mileage dollars are needed to support the summer LTE hired for this project, as well as the FTE and the existing LTE (Posnanski). Salary dollars are needed to hire the summer LTE. An AIS core work activity has not been able to take place in recent years, which is providing oversight and customer service to holders of NR 109 permits. The hiring of a second LTE will allow the FTE and existing LTE the time needed to provide better oversight and customer service on NR 109 permits.

Objective

Red Swamp Crayfish: A very large scale eradication attempt was conducted in three waterbodies in Germantown WI, from 2009 through 2013 at a cost of approximately $600,000 (staff time, construction, chemical treatments, design, materials, etc). The project was largely successful. Follow up monitoring in 2014 and 2015 yielded only 6 crayfish in all of 2014 and 2 crayfish in all of 2015. Long term success of the project is only ensured by catching any remaining crayfish. The LTE hired for this position will conduct the follow up monitoring in 2016. The LTE hired for this position will conduct the majority of the inspections of contractor harvesting equipment, freeing up the existing LTE (Posnanski) and the FTE to focus on core monitoring and AIS work. The FTE and existing LTE (Posnanski) will provide customer service and checkups on 4 harvesting operations (Phantom, Beulah, Lauderdale and one lake to be named). Phantom and Lauderdale actually requested the customer service; Beulah is a follow up on reported potential violations).

Outcome

First Outcome: 30 traps will be placed in Esquire Estates, Germantown, and checked twice a week by the LTE hired for this project. The traps will be set the last week in May and removed immediately after Labor Day. Any fish, native crayfish, amphibians and RSC will be counted and tabulated in an excel spreadsheet. All RSC found will be examined by Heidi Bunk (and removed from Esquire Estates). The project deliverable will be the spreadsheet with the field data tabulated. The spreadsheet will be loaded into SWIMS. Second Outcome: The LTE hired for this position will conduct the majority of inspections of contract harvester equipment. The project deliverable will be the set of inspections forms. One form will be filled out for each inspection. Three different contractors will be regularly inspected. The FTE and existing LTE (Posnanski) will conduct a few of the inspections. Third Outcome: The FTE and existing LTE (Posnanski) will conduct harvesting inspections and follow up customer service to four harvesting programs. The project deliverable will be an inspection report for each of the four lakes. The only cost to be recovered by this local needs project for this task is mileage. Fourth Outcome: The FTE and existing LTE (Posnanski) will provide customer service support for the Starry Stonewort project. A number of management activities are planned for 2016 and require attendance at planning meetings, public meetings, supervisions of chemical treatments, plant survey work, permit meetings and analysis of data collected. The only cost to be recovered by this local needs project for this task is mileage. The project deliverable will be a short report detailing the accomplishments for Starry Stonewort management on five area lakes.

Study Design

The 30 traps to be placed in Esquire Estates is a continuation of a previous study design. Relevant budget codes include WYEJ for the harvesting customer service; WYEC for the RSC monitoring; WYRR for the Starry Stonewort and WYEA for the contract harvesting inspections.
