LAKESHORE NATURAL RESOURCES PARTNERSHIP INC.: Carstens Lake Management Plan

Purpose

Lakeshore Natural Resources Partnership (LNRP) is sponsoring a project to update the Carstens Lake comprehensive lake management plan. Project final deliverables include: all data collected, agendas and minutes for planning meetings, and a lake management plan that includes methodologies, results, and management alternatives discussion with an implementation plan. Specific project activities include: 1) Provide a detailed historical assessment of water quality problems or threats to lake water quality from nonpoint source pollution; 2) Collect watershed-specific baseline information and model nonpoint source pollution input to the lake; 3) Develop and implement data sharing procedures and collaboration between all project partners; 4) Seek public involvement throughout all phases of this project; 5) Creation of a public supported updated comprehensive lake management plan that includes an implementation strategy. This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist. If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request

Approval letter for the Lake Management Plan on Carstens Lake in Manitowoc County.
In 2000, Manitowoc County Lakes Association (MCLA) developed a lake management plan which identified key sources of phosphorus inputs, and laid out goals for a watershed-scale approach to improving water quality in Carstens Lake. This revised Carstens Lake Management Plan (“the Plan”) is being developed to build on previous plans and studies, to recommend on-the-ground conservation measures within the watershed, and provide a framework to implement these measures. The Plan includes additional data collection, modeling of nutrient loading, and will establish target objectives for watershed and water quality improvements for Carstens Lake. The Plan will work to create alliances and partnerships between community members, lake users, landowners, scientists, and agencies to leverage funding and implement strategic conservation practices. The desired outcomes will include benefits to these stakeholders, and success will be built on collaboration among a wide range of local community members.
