UPPER NEMAHBIN LAKE MANAGEMENT DISTRICT: Upper Nemahbin Pre Design for Dam Removal and H2O Monitoring

Purpose

Scope: The Upper Nemahbin Lake Management District will undertake a project to complete the following: 1)Update lake management plan; 2) Conduct a plant survey; 3) Examination and analysis of issues relating to the Roller Mills Dam and the CTH P wier; and 4) Recreational use survey. Project deliverables will be a report that includes the following elements: Results of WILMS and UAL modeling Compilation and analysis of existing water quality data Results from data loggers including thermal profiles and assessment of fisheries potential in the stream Results of plant survey including the raw data and plant distribution maps Results of recreational use survey Evaluation of CTH P wier replacement potential - new elevation or operational changes Evaluation of the potential removal of Roller Mills Dam, Assess potential for downstream sediment movement,Preliminary channel design for Bark River if the Roller Mills dam is removed,Preliminary plan to restore fish and aquatic habitat, Minutes/notices from two public information meetings Department staff are improving the quality of grant reports by making sure applicants know very clearly ahead of time that ranking points ARE deliverables. We interpret the ranking questions very literally. In rare cases, an equivalent effort is considered; it should be clarified by the justification/explanation given with the ranking point and equivalent effort must be approved by Department staff. When the grant is complete, the Department will look for every single deliverable, even minor ones, and if they are not adequately addressed, only partial reimbursement (at the department's discretion) will be made to the applicant. A full description of the project scope and deliverables is available in the grant application, which is part of this agreement. The DNR will be provided with two paper copies and an electronic copy of the final report. Information will be disseminated to the public as described in the grant application.
