PIKE LAKE PROTECT & REHAB DISTRICT: Pike Lake Flow Diversion

Purpose

The Pike Lake Rehabilitation District will hire a contractor to develop alternatives to reduce phosphorus inputs into Pike Lake. The project will evaluate alternatives for flow diversion of the Rubicon River to replicate a more natural flow that existed prior to the urban development of Slinger. The final report will contain the following elements: 1) Summary of initial scoping meeting with DNR water management staff, 2) Review of USGS data survey on nutrient loading on the Rubicon, 3) Inspection and determination as to why previous design and channel plugs failed, 4) Identification of design parameters, to include low flows needed to reduce phosphorus inputs, discharge rate from wastewater treatment plants, high flow that must be stored, stream velocities during a range of flow conditions, land ownership potential construction sites and budget for construction, 5) Evaluation of alternatives such as: replace channel plugs in certain area, new channels, diversion pipe and extension of wastewater plant discharge further downstream, 6) Preparation of cost estimates for each alternative, 7) Results of citizen monitoring for TSI data, 8) Minutes from the public meeting regarding the findings of the study. Two paper copies and one electronic copy of the final plan will be provided to the department. Exact details for all deliverables are described in the project description of grant application.
