CITY OF MADISON: Eradication of Invasive Water Celery

Purpose
City of Madison is sponsoring monitoring and control for the Water Celery verified along Starkweather Creek in October 2022. This project includes monitoring by staff, contractors, and trained volunteers to determine the population, planning and implementation of control activities, post-treatment monitoring, native plantings and annual reporting. Deliverables: all data and pictures; Pesticide Application Record Forms; invoices from contracted ecological restoration firm; time logs for city staff; annual progress reports including description of staff/volunteer recruitment and training efforts, monitoring efforts and results, control actions, and native plant actions Activities 1) Monitoring by city staff, contractors, and volunteers using WDNR-approved early-detection methods to determine water celery population extent in City of Madison and adjacent land 2) Monitoring of sites post-treatment 3) Recruitment and training of local volunteers to assist in monitoring 4) Identify control methods and conduct control activities on known and identified areas of water celery 5) Replant native vegetation and maintain these plantings at sites post treatment Special Conditions 1) All new potential Water Celery (Oenanthe javonica) findings will be promptly reported to the WDNR Regional Aquatic Invasive Species Coordinator 2) All data shall be entered into the SWIMS database Scope summarizes the project detail provided in the application and does not negate tasks/deliverables described. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the Regional Aquatic Invasive Species Coordinator.
