POLK COUNTY LWRD: Coon Lake Biological Study & Community Education

Purpose

Polk County is sponsoring a two-phase project on Coon Lake to assess watershed, water quality, zooplankton, and aquatic plant conditions; determine nutrient loads and model lake response; distribute and analyze a sociological survey; educate public through library reading program and lake fair; inventory exotic species; coordinate stakeholder participation and planning; develop APM, storm water and lake management plans. Deliverables include education materials developed; agendas for workshops or attendance lists, fairs and meetings; lake management plan including methodologies, results, and management alternatives discussion and implementation plan. Interim deliverables for each phase include progress reports, maps, spreadsheets, and data collected. Phase 1 tasks include: 1) Algae and zooplankton sampling and analysis; 2) Mid summer point-intercept aquatic plant survey and APM plan development including public participation/meetings; 3) Education and outreach including Library reading program and Lake Fair; 4) Sociological survey of riparian and Village citizens. Special Conditions: 1) WDNR\2019s Aquatic Plant Management in Wisconsin guidance must be followed for PI survey monitoring and APM plan development. Two sets of aquatic plant vouchers should be collected, one set for DNR distribution to Dr. Freckmann and one set for the lake group or village. The NOR Native Plant Protection Strategy should be integrated into the APM plan; 2) Draft sociological/user surveys must be reviewed and approved by the DNR before being initiated; 3) The sponsor shall immediately contact the DNR if a new Aquatic Invasive Species population is found. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the DNR in a format specified by the Lake Coordinator.
