POLK COUNTY LWRD: Coon Lake Management Study, Phase 2

Purpose

Polk County is sponsoring a two-phase project on Coon Lake to assess watershed, water quality, zooplankton, and aquatic plant conditions; determine nutrient loads and model lake response; distribute and analyze a sociological survey; educate public through library reading program and lake fair; inventory exotic species; coordinate stakeholder participation and planning; develop APM, storm water and lake management plans. Deliverables will be education materials developed, agendas or attendance lists for workshops, fairs and meetings, and a lake management plan including methodologies, results, and management alternatives discussion with implementation plan. Interim deliverables for each phase include a progress reports including maps, spreadsheets, and collected data. Phase 2 tasks include: 1) Expanded monthly water quality monitoring at Deep Hole; 2) Spring and fall turn over monitoring; 3) Water quality and flow monitoring on north and south tributaries; 4) Daily lake level and precipitation monitoring; 5) Storm water monitoring at 5 sites for 3 events; 6) Watershed delineation and lake response modeling; 7) Storm water conveyance system review, mapping, modeling, and recommendations; 8) Nutrient budget development; 9) Lake management plan development including public participation/meetings. Special Conditions: 1) CLMN efforts should not be duplicated, and these data should be included in the trends analysis and final reporting; 2) The sponsor shall immediately contact the DNR if a new Aquatic Invasive Species population is found. This scope summarizes the detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the DNR in a format specified by the Lake Coordinator.
