HALF MOON LAKE PROTECTION & REHAB DIST: Half Moon Lake Management Planning Project, Phase 1

Purpose

Half Moon Lake P&R District is sponsoring a project to assess watershed, water quality, shoreline, and aquatic plant conditions; determine nutrient budget, loads, and model lake response; distribute and analyze a sociological survey; inventory exotic species; compile historic fisheries data; coordinate stakeholder participation and planning; develop a lake management plan including aquatic plant recommendations, with public participation/meetings. Deliverables include meeting agendas and attendance lists; lake management plan including methodologies, results, and management alternatives discussion with implementation plan. Interim deliverables include progress reports with maps, spreadsheets, and data collected. Project tasks: 1) Water quality monitoring (deep hole); 2) Watershed delineation & modeling; 3) Shoreline assessment; 4) Early season CLP meander survey; 5) Mid summer point-intercept (PI) aquatic plant survey; 6) Sociological survey of riparians; 7) Lake Management plan with aquatic plant recommendations, including public participation/meetings. Special Conditions: 1) CLMN efforts shall not be duplicated, data shall be included in the trends analysis and final reporting; 2) WDNR\2019s Aquatic Plant Management in Wisconsin guidance shall be followed for PI survey and aquatic plant management plan development. Two sets of aquatic plant vouchers shall be collected one set for DNR distribution to Dr. Freckmann and one set for the lake group. NOR Native Plant Protection Strategy shall be integrated into the APM plan; 3) Draft sociological/user surveys must be reviewed and approved by DNR before being initiated; 4) Project sponsor shall immediately contact DNR if a new AIS is found. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the Lake Coordinator.
