Overview
The contributing watershed to Frame Park Creek has numerous industries, municipal waste yards, and NPS contributions. These sources of pollutants, along a documented spill and associated fish kill (2006), significant historical habitat modification and stream enclosure, have contributed to the degradation of the biological community of Frame Park Creek. Frame Park Creek is listed on the Impaired Waters List for degraded habitat, chronic toxicity, temperature, and low dissolved oxygen, due to point and non-point source discharges. Historical sediment monitoring and recent Whole Effluent Toxicity, Fish Community, and Habitat surveys support the continued listing of this waterbody, with an expansion to the list of pollutants and sources of impairments.
Headwaters (43.0098, -88.2041, WGS-84) to mouth at Barstow Impoundment (42.0203, -88.2041, WGS-84). Note: the Creek is enclosed by a culvert for approximately 560 meters in length, with the culvert mouth approximately 100 meters upstream of the Creek convergence with the Barstow Impoundment.

General Condition
On 303d List since 1998. Sediment Survey, Frame Park Creek (W. Wawrzyn, Aartila, T., 1998) Stations: Frame Park Creek Mouth, North Branch, South Branch Parameters: Metals, PAHs, PCBs Results: Comparison with Consensus Based Sediment Quality Guidelines (WDNR, CBSQGs, 2004) shows Probable Effect Concentration exceedances for multiple PAHs at all sites, and for metals at Mouth and North Branch sites. (C. Helker, Hudak, A., Bolha, D., 2007) Stations: Mouth (SWIMS Station: 10020563), North Branch (SWIMS Station: 10020562), South Branch (SWIMS Station: 10020564) Results: Fish IBI scores very poor at all stations, with the two upstream stations having one and no fish, respectively. Habitat is degraded, with all sites channelized and significant sedimentation at upstream sites.

Condition
Wisconsin has over 84,000 miles of streams, 15,000 lakes and milllions of acres of wetlands. Assessing the condition of this vast amount of water is challenging. The state's water monitoring program uses a media-based, cross-program approach to analyze water condition. An updated monitoring strategy (2015-2020) is now available. Compliance with Clean Water Act fishable, swimmable standards are located in the Executive Summary of Water Condition in 2018. See also the 'monitoring and projects' tab.

Recommendations
Monitor Targeted Area
A fish community assessment will be conducted at three sampling sites on Frame Park Creek. A macroinvertebrate kick sample will be collected in from each sampling site. Quantitative habitat assessments will be conducted at each sampling site. Instantaneous water temperature, DO, pH, Conductivity, transparency tube, and flow will be collected twice at each sampling site. Thermisters will be deployed at each location. A single surficial grab sediment sample will be taken and tested from each site.
Management Goals
Wisconsin's Water Quality Standards provide qualitative and quantitative goals for waters that are protective of Fishable, Swimmable conditions [Learn more]. Waters that do not meet water quality standards are considered impaired and restoration actions are planned and carried out until the water is once again fishable and swimmable
Management goals can include creation or implementation of a Total Maximum Daily Load analysis, a Nine Key Element Plan, or other restoration work, education and outreach and more. If specific recommendations exist for this water, they will be displayed below online.
Monitoring
Monitoring the condition of a river, stream, or lake includes gathering physical, chemical, biological, and habitat data. Comprehensive studies often gather all these parameters in great detail, while lighter assessment events will involve sampling physical, chemical and biological data such as macroinvertebrates. Aquatic macroinvertebrates and fish communities integrate watershed or catchment condition, providing great insight into overall ecosystem health. Chemical and habitat parameters tell researchers more about human induced problems including contaminated runoff, point source dischargers, or habitat issues that foster or limit the potential of aquatic communities to thrive in a given area. Wisconsin's Water Monitoring Strategy was recenty updated.
