Description of Incident/General Comments
A COMPLAINT WAS INVESTIGATED FROM MR. BILL HIMMLER, 1112 HIGH ST, FORT ATKINSON, OF AN OIL SLICK AT THE NEAR STORM SEWER CULVERT AT ROGERS ST. WHEN COMPLAINT WAS INVESTIGATED AT 8:30 AM, NOVEMBER 12TH, THERE WAS A SLIGHT, ALMOST INVISIBLE OIL FILM ON THE WATER NEAR THE CULVERT. SMALL SILVER GLOBULES OF OIL WERE COMING FROM THE STORM SEWER. THOMAS INDUSTRIES AND LORMAN IRON AND METAL COMPANY INC ARE THE TWO INDUSTRIES ON THE STORM SEWER LINE. THERE APPEARED TO BE NO PROBLEM WITH THOMAS INDUSTRIES DISCHARGE. THERE WAS A SMALL AMOUNT OF OIL IN THE DITCH WHICH DRAINS THE LORMAN YARD. MR. MILTON LORMAN, WHO WAS MOST COOPERATIVE, SURVEYED THE GROUNDS. NEAR THE DRAINAGE DITCH, A SMALL BARREL OF A PETROLEUM PRODUCT HAD SPILLED INTO A DEPRESSION. RAINS DURING THE WEEKEND HAD PROBABLY FLUSHED PART OF THE OIL INTO THE STORM SEWER AND SUBSEQUENTLY INTO THE ROCK RIVER. MR. LORMAN AGREED TO PUMP OUT THE REMAINING OIL AS WELL AS CLEAR THE DITCH AREA FROM OTHER DEBRIS. HE WAS UNSURE WHERE THE BARREL HAD COME FROM AND POINTED OUT THAT SINCE HIS COMPANY PROCESSED INDUSTRIAL SCRAP METALS, RATHER THAN SCRAP CARS, THEY GENERALLY DID NOT HAVE AN OIL PROBLEM.
