Hudson SSA Plan (1998 to 2020)

Purpose

The Hudson Urban Area is located in the southwestern quadrant of St. Croix County which lies in West Central Wisconsin. This rapidly urbanizing area is about 18 miles east of the Cities of Minneapolis and St. Paul, and about 66 miles west of Eau Claire, Wisconsin. Minneapolis and St. Paul are the central cities of the Minneapolis-St. Paul Metropolitan Statistical Area which encompasses St. Croix County. The City of Eau Claire is the central city of the Chippewa-Eau Claire Metropolitan Statistical Area which includes all of Chippewa and Eau Claire Counties. The City of Hudson, which has a land area of approximately 3.6 square miles, and to its north, the Village of North Hudson, about 1.5 square miles in size, lie at the western edge of the Town of Hudson. The Town of Hudson covers approximately 28.8 square miles and lies between the Town of St. Joseph to the north (34.94 square miles) and the Town of Troy to the south (41.71 square miles). The First Ward of the City of River Falls extends north from Pierce County into the Town of Troy. The Town of Warren (approximately 35.6 square miles) is directly east of the Town of Hudson and the southern one-third of the Town of St. Joseph, and contains the Village of Roberts.

Objective

The establishment of a planning area assists in focusing sewer service area study efforts to a well defined geographic area and facilitates a comprehensive examination of data needed in the planning effort. The criteria used in delineating the Planning Area included:
  • The recognition of areawide land use trends and patterns;
  • The recognition that water quality and growth problems are areawide concerns; and,
  • The delineation of planning areas in previous planning efforts.
Based on these criteria the Hudson Area Urban Sewer Service Planning Committee selected as the study or planning area for the sewer service area plan update the area encompassing all of the Towns of Hudson, St. Joseph and Troy, and the incorporated areas of the City of Hudson and the Village of North Hudson. In addition, the western half of the Town of Warren will be a supplemental study area regarding the potential for sanitary sewer service. Not all of the data collected for the Planning Area contains information for the western half of the Town of Warren. Hence, the plan focuses on the Towns of Hudson, St. Joseph and Troy, and the City of Hudson and the Village of North Hudson. The Planning Area encompasses approximately 83,000 acres. Map 1 outlines the Planning Area boundary and the municipality boundaries. For the purpose of the Plan, the Planning Area will also be referred to as the Hudson Urban Area or Hudson Area.
