Monroe SSA Plan

Purpose

The City of Monroe completed a Comprehensive Plan in August 1996. This Sanitary Sewer Service Area Plan is intended to complement previous planning efforts and provide a framework for guiding future development in the area in order to protect the water quality of the watershed. The Plan takes into account the technical, environmental and growth projections of the City in establishing the sewer service area. This Plan also identifies and seeks to protect environmentally sensitive areas including, but not limited to, wetlands, floodplains, shorelands, steep slopes, and highly erodible soils from indiscriminate urban growth. These areas are excluded from the sanitary sewer serv1ce area.

Objective

The City of Monroe owns and operates a wastewater treatment plant, which discharges to the Honey Creek. The existing facility was constructed in 1983 and consists of raw sewage pumping facilities, grit removal, primary clarifiers, aeration tanks, final clarifiers, intermediate screw pumps, sand filters, chlorine disinfection system, and sludge thickening, digestion, dewatering, and storage facilities. Phosphorous removal facilities were added in 1999. The City has undertaken numerous small projects to improve the efficiency of operations over the years.
