Dane County WQM Plan FY16

Purpose

Water Quality Planning Work Program. The work program reflects a continuing water quality planning program directed primarily at the essential sewer service area, environmental corridor and point source facility planning needs, and urban storm water Management assistance. The total cost of the proposed 2015-2016 work program activities is estimated to be $183,570 DNR provides only a portion of this funding..

Objective

Work element 3141 will include adoption of the update of Appendix C of the Dane County Water Quality Plan (Point Source Inventory and Analysis) last updated in 2004, and needing to be updated based on 2010 Census data and new 2040 population projections for all service areas. This work had continued through 2014 and slowed due to delayed availability of population and employment projections for each service area. We expect to have a draft report by the end of 2015 with adoption by the end of the contract period.

Work element 3143 will include completing work on adopting an update of the Environmental Corridors Report (the policy and technical document establishing the guidelines for the identification and delineation of environmentally sensitive areas, last updated in 1996) as an appendix of the Dane County Water Quality Plan. A draft report is expected to be completed by the end of 2015 , with adoption by the end of the contract period .

Substantial time will be devoted to working with WDNR staff to create the revised work flow for the service area boundary amendment process to meet the 90-day process requirement of the new law adopted by the legislature as part of the budget bill.

Work element 3155 will result in the adoption of an update of the technical appendix of the water quality plan that deals with groundwater protection. This effort was started in 2013 awaiting population projections to model the impacts as increased groundwater withdrawal to serve the newly projected populations. The plan update will use the Regional Hydrologic Model update by WGNHS and USGS, and uses the output of this new model to update the Groundwater Protection Plan. Draft report by the end of 2015.

Finally, based on the adopted updates of the technical appendixes of the Dane County Water Quality Plan, work in 2015-2016 will include the start of the update of the Water Quality Plan Summary last updated in 2004.

Funding for work element 3151 is essential to support our continuing strategic role in storm water management and work with developers and municipalities to elevate their storm water standards and implementation to meet the challenges of TMDL targets and to ensure that new development does not worsen flooding in the region. This approach ensures the implementation of state-of-the art Best Management Practices that are responsive to the mitigation needs of affected resources, and incorporates these into new development based on site-specific requirements. Due to limitations in funding we will postpone our ongoing work on developing a framework for wetland protection planning under 3154. The framework will identify steps and information needed to develop a wetland protection plan, and we will return to that work in the 2016-2017 contract the WDNR wetlands program has completed its monitoring, metrics and assessment work and data inventory.
