Barr was retained by the Town of St. Joseph to conduct a feasibility study for the drawdown of Bass Lake water levels in light of new discharge requirements from the Wisconsin Department of Natural Resources (WDNR), including requirements to manage aquatic invasive species (AIS), including zebra mussels, and manage the discharge water quality such that it meets the requirements established by the WDNR.

Purpose: The Town of St Joseph is sponsoring a project to complete a feasibility study to determine options, cost estimates for each option and an overall project recommendation for a system that will allow the Town and Rehabilitation District to obtain the necessary DNR permit to pump down the lake level. Project activities include: Feasibility analysis of using drawdown to lower surface water levels and remove phosphorus from the hypolimnion in Bass Lake. Feasibility study team meetings.
