BALSAM LAKE P & R DISTRICT: Curlyleaf Pondweed and Purple Loosestrife Management

Purpose

Balsam Lake P&R District is sponsoring a 3-yr project to implement approved activities from the Balsam Lake Aquatic Plant Management Plan. Project deliverables include GIS data & maps of areas monitored, aquatic plant & turion monitoring results, examples of AIS education & outreach, AIS monitoring data in SWIMS, management/treatment summaries. Specific project activities include: 1) Curly-leaf pondweed herbicide control; 2) Purple loosestrife control; 3) Pre-post treatment aquatic plant monitoring; 4) CLP bed mapping; 5) Turion monitoring; 6) Herbicide concentration monitoring; 7) AIS monitoring & education. Special Conditions: 1) WDNR\2019s Aquatic Plant Management in Wisconsin guidance shall be followed for aquatic plant monitoring; 2) Sponsor shall contact DNR immediately if a new AIS is found; 3) AIS monitoring and watercraft inspection personnel shall be trained and follow DNR approved protocols; 4) AIS monitoring data shall be entered in SWIMS; 5) Education materials shall be consistent with the Department\2019s statewide education strategy for preventing and controlling AIS. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lakes Biologist.

Curly-leaf pondweed (Potamogeton crispus) (CLP) is an invasive exotic plant that is common to abundant in parts of Balsam Lake. In their 2010 and 2015 Wisconsin Department of Natural Resources (WDNR) approved Aquatic Plant Management Plans (APMP), the Balsam Lake Protection and Rehabilitation District’s (BLPRD) identified a) reducing overall lake coverage of CLP to <20 acres and b) relieving navigation impairment caused by canopied CLP beds as management goals.
The Balsam Lake Protection and Rehabilitation District (BLPRD) and the Wisconsin Department of Natural Resources (WDNR) commissioned a series of 2018 boat landing/ exotic invasive plant species surveys in accordance with the lake’s 2015 Aquatic Plant Management Plan (Clemens 2015). This report is the summary analysis of the five landing inspections surveys conducted on June 12th, July 11th, August 2nd, September 9th and October 8th, 2018.
Prior to the planned 2018 herbicide application, we conducted a pretreatment survey of the lake on May 17th to determine initial CLP levels and finalize treatment areas. Because this survey found little CLP, it was decided to cancel the 2018 treatment. However, in order to see how CLP and native plant populations responded to skipping treatment, it was requested that we do a follow-up survey on June 9th. We also returned to the lake on June 12-13th and mapped all CLP beds found within the visible littoral zone. These maps were used to guide mechanical harvesting in 2018, and they will also be used to help plan for future management in 2019. This report is the summary analysis of these three field surveys.
