TWIN LAKES P & R DISTRICT: Twin Lakes Management Plan Update

Purpose

Twin Lakes Lake Protection & Rehabilitation District, contracting with SEWRPC, is sponsoring a project to update their Lake Management Plan as it relates to the development of the 2014 spillway and the effect on lake health, and include updated lake data to develop best management practices. Activities: 1) analyze the design, functionality, and performance of new spillway compared to old dam; 2) evaluate public sources of historical weather conditions including temperature, wind, and precipitation patterns; 3) amend lake water elevation database; 4) update lake water quality database; 5) evaluate factors influencing runoff water quality and quantity; 6) examine water level control policies and infrastructure; 7) determine land use changes, runoff, and stormwater sources affecting Lakes Deliverables: An updated Lake Management Plan that includes: 1) comparison of the new spillway and the old dam and their influence on lake levels; 2) evaluation of historical weather patterns and effect on lake levels and winter ice; 3) report on lake level data comparing water levels to relative ice damage; 4) all data summarized in maps, graphs and/or tables as appropriate; 5) discussion of changes in water quality, factors influencing water quality and quantity, water level control policies and infrastructure, land use changes, runoff and stormwater sources, and their implications for management. Specific project conditions: WDNR to review a draft of the final report; WDNR will be provided electronic and hard copies of data and reports/plans, in a format specified by the Lake Coordinator, generated as a result of this project. If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.
