Overview
The Dummy lakes are seepage lakes about two miles northeast of Cumberland. The 11 1-acre Big Dummy Lake consists of two distinct basins. The east basin contains a conical depression with a maximum depth of 54 feet. The west basin is flat, shallow, muck-bottomed and subject to dense growths of rooted aquatic plants. The south and west shores of Big Dummy Lake are ringed with a fringe of wetland shoreline. Little Dummy Lake spans 3 1 acres, has a maximum depth of 44 feet and a substantial amount of wetland shoreline bordering the north and south ends. An excavated non-navigable channel connects the two lakes.
The Dummy Lakes Management District was formed in 1981 and applied for assistance in 1982 to design a feasibility study under the lake management program of the WDNR's Office of Inland Lake Renewal. The feasibility study was not implemented and the Office of Inland Lake Renewal and its programs were eliminated shortly thereafter.
Water quality data was collected on the lakes during the water quality assessment period for the Yellow River Priority Watershed Project. This data, plus Secchi disk information collected by self-help volunteers suggests high water quality in these lakes. Trophic state index values of 49 for Big Dummy Lake and 48 for Little Dummy Lake have been documented. Despite the good water quality as reflected by the TSI values, portions of these lakes are prone to dense growths of rooted aquatic vegetation. These weed beds may be primarily due to physical habitat features rather than trophic responses to accelerated nutrient loading. The residents of the Dummy Lakes Management District have employed mechanical aquatic vegetation cutter-harvesters to enable recreational uses of these heavily vegetated areas. The Dummy Lakes should receive a high priority for a lake management planning grant and the lake management organization assisted in applying for such a grant to continue working to complete a comprehensive lake management plan.

A soft water seepage lake, landlocked and having a fish population of northern pike, largemouth bass, bluegills, bullheads, carp and white suckers. Most of the lakeshore is conifer and hardwood uplands, and the remainder is tag alder and tamarack marsh. A 149 -acre wetland area provides habitat for muskrat, mallards, black ducks, wood ducks and mergansers.. There is no public access and public frontage amounts to 0.35 miles of state land on the northwest shore of the lake, and is part of the remnant warm water fish habitat acquisition project. The island in Dummy Lake is owned by the Conservation Department. Private development consists of two cottages and a number of others are being constructed.

Impaired Waters
Big Dummy Lake (WBIC 1835100) was placed on the impaired waters list in 2014 for total phosphorus. This lake was assessed during the 2018 listing cycle; new chlorophyll sample data were clearly below 2018 WisCALM listing thresholds for the Recreation use and the Fish and Aquatic Life use. Total Phosphorus sample data were not clearly below listing thresholds. Based on the most updated information, no change in the existing impaired waters listing was needed.

Big Dummy Lake (1835100) was placed on the impaired waters list in 2014 for total phosphorus. The 2016 assessments showed continued impairment by phosphorus; total phosphorus sample data exceed 2016 WisCALM listing thresholds for the Recreation use, however, chlorophyll data do not exceed REC thresholds. Total phosphorus and chlorophyll data do not exceed Fish and Aquatic Life thresholds. Based on the most updated information, no change in existing impaired waters listing is needed.

Condition
Wisconsin has over 84,000 miles of streams, 15,000 lakes and milllions of acres of wetlands. Assessing the condition of this vast amount of water is challenging. The state's water monitoring program uses a media-based, cross-program approach to analyze water condition. An updated monitoring strategy (2015-2020) is now available. Aquatic Plant Management Plan
Dummy Lakes Management District is sponsoring a project to develop an aquatic plant management (APM) plan including public participation / meetings. The final deliverables include agendas and minutes for planning meetings, an APM plan that includes methodologies, results, and management alternatives discussion with an implementation plan.
Management Goals
Wisconsin's Water Quality Standards provide qualitative and quantitative goals for waters that are protective of Fishable, Swimmable conditions [Learn more]. Waters that do not meet water quality standards are considered impaired and restoration actions are planned and carried out until the water is once again fishable and swimmable
Management goals can include creation or implementation of a Total Maximum Daily Load analysis, a Nine Key Element Plan, or other restoration work, education and outreach and more. If specific recommendations exist for this water, they will be displayed below online.
Monitoring
Monitoring the condition of a river, stream, or lake includes gathering physical, chemical, biological, and habitat data. Comprehensive studies often gather all these parameters in great detail, while lighter assessment events will involve sampling physical, chemical and biological data such as macroinvertebrates. Aquatic macroinvertebrates and fish communities integrate watershed or catchment condition, providing great insight into overall ecosystem health. Chemical and habitat parameters tell researchers more about human induced problems including contaminated runoff, point source dischargers, or habitat issues that foster or limit the potential of aquatic communities to thrive in a given area.
