FRIENDS OF THE ST CROIX HEADWATERS, INC.: LMI-Creating Regional Watershed Models for Local Use - Upper St. Croix/Eau Claire River

Purpose

Friends of the St. Croix Headwaters in partnership with several lake/river groups, government agencies, non-profit conservation organizations, will undertake an expansive project to monitor, model, and provide information and education throughout the Upper St. Croix Watershed, which spans Douglas and Bayfield Counties. The purposes of the watershed project are: 1) inventory the hydrologic, water quality, and biological conditions of the majority of lakes, streams, and rivers; 2) develop a land protection strategy that targets and educates property owners adjacent to critical habitat sites; and 3) provide information and education opportunities for the public and government officials. Strategic planning is outside the scope/budget of this project. A Memorandum of Understanding that identifies partner roles, responsibilities, and project milestones will be developed to guide the project. Project deliverables include: annual monitoring report summarizing data collection/results; final report with historical and current data summaries, modeling results, and recommendations; land protection strategy results/report; and information and education activities summary with examples of education materials developed. This scope is intended to summarize the detailed project scope provided in the application and does not supersede those application tasks/deliverables. Data, records, reports, and education materials, including GIS-based maps and digital images, must be submitted to the Department in a format specified by the regional Lake Coordinator. Grantee or consultant will provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR shall receive both paper and electronic copies of the deliverables along with, or prior to submission of grantee's final payment request.

A watershed study was performed for the St. Croix Headwaters Watershed, including all areas upstream of Gordon Dam near Gordon, WI. The study focused on priority water resource issues identified through collaboration with the local sponsor and stakeholders. This included evaluating existing conditions for river and lake water quality; wetlands presence and function; aquatic habitat; fish passage; aquatic invasive species and St. Croix Flowage Management. The potential for future development was also assessed, including the potential impact of this development on priority water resources. Finally, recommendations were made to direct future watershed management.
