Details

The 245-square mile Wilson Creek watershed contains many sources of polluted runoff documented to harm surface waters. The main problem in this watershed is streambank pasturing, whlch degrades in-stream habitat and increases the levels of bacteria in the stream. Streambank grazing may also contribute to increased stream temperatures by reducing the amount of shade. The Red Cedar River below Lake Menornin supported blue sucker (threatened), crystal darter (endangered), american eel (special concern in Wisconsin), and lake sturgeon (protected) 20 to 30 years ago. There is no recent data on all these species. Fish managers observed numerous bluesucker in the fragmented limestone area of the lower Red Cedar River in 1992 (IZngel 1994).

Ecological Landscapes for Wilson Creek Watershed

Ecological Landscapes

The Wilson Creek Watershed is located primarily in the Western Coulee and Ridges Ecological Landscape in southwestern and west central Wisconsin which is characterized by its highly eroded, driftless topography and relatively extensive forested landscape. Soils are silt loams (loess) and sandy loams over sandstone residuum over dolomite. Several large rivers including the Wisconsin, Mississippi, Chippewa, Kickapoo and Black flow through or border the Ecological Landscape. Historical vegetation consisted of southern hardwood forests, oak savanna, scattered prairies, and floodplain forests and marshes along the major rivers. With Euro-American settlement, most of the land on ridgetops and valley bottoms was cleared of oak savanna, prairie, and level forest for agriculture. The steep slopes between valley bottom and ridgetop, unsuitable for raising crops, grew into oak-dominated forests after the ubiquitous presettlement wildfires were suppressed. Current vegetation is a mix of forest (40%), agriculture, and grassland with some wetlands in the river valleys. The primary forest cover is oak-hickory (51%) dominated by oak species and shagbark hickory. Maple-basswood forests (28%), dominated by sugar maple, basswood and red maple, are common in areas that were not subjected to repeated presettlement wildfires. Bottomland hardwoods (10%) are common in the valley bottoms of major rivers and are dominated by silver maple, ashes, elms, cottonwood, and red maple. Relict conifer forests including white pine, hemlock and yellow birch are a rarer natural community in the cooler, steep, north slope microclimates.

Bass Lake Rehabilitation District: Lmi-Bass Lake Management Plan Implementation: : Bass Lake Management District is sponsoring a Lake Management Planning Implementation project aimed at reducing phosphorus loads and protecting and improving diverse aquatic life through shoreland restoration projects and BMP installations.

Project activities include: Conduct site analysis and design for storm water runoff management, fisheries, and shoreland restoration practices. The county purchase of the Onstott property will include 100 feet of shoreline at the north end of the property on Perch Lake.

268 feet of shoreline on Perch Lake at the south end of the Onstott property will be protected with the purchase of a conservation easement on 9.2 acres of the property. This prroperty will be referred to as the conservation easement.

These two acquisitions will protect an additional 368 feet of lake front giving more protection to Perch Lake and better management of the ecosystem.

Whitefish Lake Conservation Organization, In: Res-Renewal & Retention Of Native Vegetation: The Whitefish Lake Property Owners Association, Inc. will implement a lakewide project to renew and protect vegetation that extends landward and lakeward from the ordinary high water mark of Whitefish Lake. This program will provide for an initial site evaluation/assissment of shoreline properities with the potential for shoreline renewal and /or protection of native vegetation. Cost sharing will be provided for site assessment and evaluation, site design for restoration, and preparation/planting of vegetation. Shallow water areas contiguous with renewal sites will be protected as a "no disturbance zone". The project goal is to renew native vegetation on 45 sites (1/2 of current development) and retain and protect native vegetation on the remaining sites. A$3,000 cost share cap will be implemented per individual renewal site. All properties participating in this program will receive a departmnet approved deed restriction that permanently establishes the vegetative buffer on the parcel. Shoreland restoration projects will be designed and installed in accordance with the NRCS Best Management Practices Definition and Conditions.

Participants in this program will post their property with signs and will allow other lakeshore owners to visit their property for educational purposes. Additional activities will include an information and education program involving Whitefish Lake residents, local and county governments, other lake associations, school children, and conservation groups.

Project deliverables include a final report listing project accomplishments including the number of parcels or lots participating in the program. The Department of Natural Resources will be provided with a paper copy and an electonic copy of all project products. Project results will be disseminated to the public by newsletter(s), public meeting(s), and/or local newspaper article(s).

City Of Menomonie: Lake Menomin Planning Project: The City of Menomonie proposes to gather information necessary to prepare a baseline water quality data for Lake Menomin and ultimately strive for a comprehensive lake management plan.

The project activities include: 1) water quality lab analysis, 2) sediment analysis,sensitive area and macrophyte study, 3) map lake watershed sub watershed boundaries 4) sociological survey of landowners, lake users, community members and district members.

Information collected will be disseminated to the public through news releases, public meetings, presentations and a summary mailing to Lake Menomin shore owners and City Staff. The Department will be provided with an electronic and paper copy of the final report.

Dunn County: Tainter Lake Nutrient Loading & Phosphorus Reduction Study: 1) Determine nutrient loading to Tainter Lake from each of two contributing watersheds; the South Fork Hay River Watershed, and the Pine Creek and Red Cedar River Watershed. Project will involve remote sensing using aerial photography and analysisthrough a computerized Geographic Information System (GIS). Animal unit concentrations and their locations will be used as an index. Relative phosphorus loads will be projected by watershed. Two representative subwatersheds will undergo a more detailedland use analysis. 2) Determine landowner willingness to volintarily cooperate in phosphorus reduction by a random mailing of questionaires in both watersheds. The watershed selected for a concentrated effort at phosphorus reduction will have aquestionnaire sent to every landowner. 3) Final report will be prepared to include; - which watershed is the greater contributor of phosphorus to Tainter Lake, -whether landowners are willing to voluntarily cooperate with cleanup, - an array of resoucemaps, (topographic, solis, land use, etc.). Data reporting format to be worked out in consultation with Buzz Sorge, DNR district contact. Project results will be reposited at the Dunn County Land Conservation Dept. and the DNR District Office. Amendment 2: establish a school electronic bulletin board system on water quality and monitor phosphorus loading from Jerome Foods turkey manaure disposal practices. Amendment 4: develop 2 shoreline landscaping demonstration projects, include mailing costs for the lake related educational information.

Tainter/Menomin Lake Improvement Association: Lake Tainter Sociological Survey & Educationl Strategies Dev: Establish baseline survey data on Landowner's knowledge of water quality, horticulture practices, construction site erosion and septic systems. Educate lakeshore owners on shoreline zoning, lake and water ecology, good horticulture practices, how septicsystems work, and the importance of household water testing and the interpretation of those results. Conduct 100 household water testing samples and interpret the results showing what action can be taken to improve drinking water quality.Conduct workshops for local officials, contractors dealing with water issues. The Wisconsin Department of Natural Resources (WDNR) developed a TMDL for phosphorus for Cedar Lake. The TMDL addresses the nutrient impacts and impairments which were identified on the Wisconsin 2002 303(d) list. The Lake is nutrient (phosphorus (P)) impaired as a result of agriculture, internal loading and local land use. Water quality in Cedar Lake is generally poor to very poor, falling into the eutrophic to hypereutrophic category. Summer algal blooms result in foul odors and an unsightly build-up of algae biomass on the shoreline. In addition, trophic conditions in the lake limit rooting depth for emergent vegetation used by the resident fish populations. As a result, these impairments impact the recreational/aesthetic value of the lake and stress sport fish populations.

Phosphorus TMDLs for Lakes Menomin and Tainter were completed in May 2012 and approved by the EPA on September 14, 2012. These "lakes" are impoundments of the Red Cedar River. The Red Cedar River drains portions of seven counties; land use is primarily agriculture which contributes to excess phosphorus leading to recreational impairments (unsightly blue-green algal blooms that limit wading, swimming and boating) in Lake Menomin and Tainter Lake. Wilson Creek WatershedWatershed History Note

The City of Menomonie in Dunn County is located within the Wilson Creek Watershed. One of the city’s most beautiful buildings is The Mabel Tainter Theater, originally named the Mabel Tainter Memorial Building, which is a historic landmark in Menomonie, Wisconsin, and is registered on the U.S. National Register of Historic Places. The building was commissioned by Captain and Mrs. Andrew Tainter to honor their late-daughter Mabel Tainter, who died in 1886 at age 19. The lumber baron's daughter had enjoyed music and the arts, so the building was designed to serve those pursuits and no expense was spared by the parents. Designed by Harvey Ellis, the building was completed in 1889. The exterior stone is Dunnville sandstone quarried from along the Red Cedar River. Ellis used Moorish influences in addition to the Romanesque style that guided most of his work. The interior contains hand-stenciled walls and ceilings, marble staircase and floors, stained glass windows, four fireplaces, brass fixtures and walnut and oak woodwork. The building still has its original pipe organ, with a total of 1597 pipes and 28 stops; originally water-powered, it was eventually converted to electric power and completely restored. The building included both an ornate 313-seat theater and a reading room. The facility is home to the Menomonie Theatre Guild. The Reading Room was originally part of the Menomonie Public Library; the library moved in 1986, but the room remains a public reading room with various periodicals. The building was listed on the National Register of Historic Places in 1974, is a charter member of the League of Historic American Theatres and a designated Wisconsin Historical Marker Site.
