CITY OF CUMBERLAND: ACQ-Library Lake - Neurer Acquisition

Purpose

The City of Cumberland is sponsoring a land acquisition project to acquire a permanent limited easement on the Richard and Lorrain Neurer property. This acquisition project is part of a mulit phase stormwater management project within the City. The Neurer easement is for the purpose of installing a stormwater best management practice on the eased property. Special conditions for this project: the draft permanent limited easement must be reviewed by the Department prior to signing.

Library Lake is a shallow, 12.8-acre lake located in the city of Cumberland (T35N R 13W S7) in Northwest Wisconsin (WBIC 2081500). A map of the project area is shown as Figure I. Library Lake is connected to Beaver Dam Lake by a box culvert under Grove Street. Aquatic plants cover nearly the entire lake bottom with emergent plants along the shoreline and in shallow water; floating plants at moderate depths; and submerged vegetation in the deepest water. The maximum lake depth is approximately 20.5 feet at normal water levels.
Library Lake was once a pristine, sand-bottom recreational treasure oflhe City of Cumberland, providing visilorswilh their first "signature view" of the Island City. Baby boomers recall the 1960s, when Library Lake was used for swimming, waterskiing, fishing, and boats could dock and use businesses In town. It was the gateway to Beaver Dam Lake, the envy of every visitor who drove through Cumberland; a vibrant part of the community and a major source of civic pride.
