Yellow River Watershed

Details

The Yellow River watershed drains the area around the Yellow River and a portion of the Red Cedar River. The watershed primarily spans central Barron County with very small sections extending into Washburn and Burnett counties. The watershed is close to the major population centers in Barron County. The watershed's land use shows a significant change from forested to agricultural lands. Public use of the watershed's streams and lakes is very high. The watershed contains hgh quality warm water fishery streams as well as 39 miles of trout streams. The northern third of the watershed is composed of glacial pitted outwash and end moraines. The great majority of the watershed's lakes are located in this area. A fairly even mix of forested and agricultural land is present. The southern two-thirds of the watershed is ground moraine with an area of pitted outwash centered around the cities of Barron and Cameron. Drainage patterns are more developed and fewer lakes are present. Land use is mostly agricultural. There are 24 lakes in the watershed, many of which have considerable shoreline development. Several State Fishery Areas are on various stretches of the Yellow River above Barron.

Ecological Landscapes for Yellow River Watershed

Ecological Landscapes

The Yellow River Watershed is located primarily in the Forest Transition Ecological Landscape which lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone.

Wildlife and Habitat

One endangered dragonfly species and three of special concern in Wisconsin have been found in this watershed. These insects require clean, fast-moving streams, since the first phase of their life begins in water. The existence of these dragonflies indicates good water quality. Deterioration of water quality would harm these populations. Two threatened fish species, the greater redhorse and ozark minnow, and one of special concern, the weed shiner, have been documented in the lakes and streams of this watershed. The habitat needs of these fish varies from weedy shores to gravel, sand or mud bottoms. All, however, need clear water.

Deliverables include: 1) Final Report summarizing project accomplishments/progress including Watercraft Inspection report including time and number of people reached and CB/CW survey results. Daily CB/CW results will be entered into the DNR SWIMS database; 2) AIS related materials generated or paid for by this grant.

Beaver Dam Lake Management District: Hlk-Beaver Dam Lake Fish Stick Project: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Burnett County Land Conservation Department: Lmi-Shoreland & Shallows Citizen Based Social Marketing Pilot: Burnett County Land & Water Conservation Department in partnership with UW-Extension, and Long and Des Moines Lakes property owners will design and implement a Community Based Social Marketing (CBSM) project. The purposes of the project are 1) to develop a CBSM strategy that will improve lake protection, particularly near-shore habitat and 2) to increase participation in the Shoreline Incentives Program. Multiple partners will collaborate on the following activities: literature review; focus group and survey design/implementation; pre- and post- structure mapping and shoreline assessments; marketing tool design/implementation; and project reporting. WiLMS modeling and paleoecological information will be analyzed for past, present, and future lake conditions. Because this is one of two CBSM pilots in the state, project leaders will continually share updates and results with local and statewide audiences.

Long Lake Preservation Association: Lmi-Implementing Stormwater Bmp'S In The Long Lake Watershed: The Long Lake Preservation Association (LLPA) will sponsor a project to implement recommendations contained in the Long Lake Management Plan. The project will install structural Best Management Practices (BMP's), publicize and promote the use of BMP's, educate the public on the importance of runoff management control for lake water quality. Other components of this project include the education of boaters on the issues of prevention of invasive species introduction and lake-friendly boating in the channel areas to minimize sediment disturbance.

BMP's to be installed through this project include three rain gardens (vegetated stormwater infiltration basins), grassed waterways, alterations to landscaping to enhance stormwater infiltration. The Hunt Hill Audubon Preserve will be the BMP installation site for onsite stormwater management and will provide a location to promote the use of these practices. Educational activities associated with this project include the use of newsletters, web page, the development of a watershed stewardship manual/calendar, public participation in the design and installation of the BMP's, an other educational efforts.

Seven boat landing kiosks will be developed and installed, which will include information on invasive species prevention and lake-friendly boating.

LLPA will hire a part-time project coordinator to assist in the administration of these project activities as well as other parts of the LLPA's strategic plan.

Project deliverables for this project include a final report listing all project accomplishments. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of all project products and periodic reports on the progress of the project.

Washburn County: Res-Shell Lake Riparian Buffer Restoration Project: Washburn County will implement an assistance project to work with Shell Lake lakeshore owners, as the water level recedes, to return as much waterfront as possible to its natural condition through planted restoration projects and through protection of areas that will regenerate naturally.

Shell Lake has experienced flood conditions the past 3-4 years as a result of unusually high water levels on this 2600 acre "seepage" lake. There is currently no existing natural outlet for this lake. Recently, the City of Shell Lake has installed a "pipeline" outlet and the water levels are beginning to recede to a more "normal" level.

This program will provide for technical assistance to individual shoreline property owners with the potential for shoreline renewal and/or protection of native vegetation. Cost sharing will be provided for site assessment and evaluation, site design for restoration/preservation, and preparation/planting of vegetation. The project goal is to restore native vegetation on a minimum of 90 lots on the lake.

Project deliverables for this project include a final report listing all project accomplishments including the number of parcels or lots participating in the program.

Special Conditions:
All shoreline habitat restoration activities conducted under this grant will be subject to the conditions specified in Wis. Adm. Code NR191.24(3)(a) to Wis. Adm. Code NR191.24(3)(j).

Washburn County: Acq-Hallstrom Woods Property Acquisition: Washburn County is proposing to purchase a parcel of land called "Hallstrom Woods". The parcel completely encompasses the frontage and access of a 44.5 acre wild lake and several wetlands in addition to a majority of the upland watershed for the lake. The property is approximately 596 acres in size and is presently owned by the Izaak Walton League. Granite Lake Association Inc.: Water Quality Survey Of Granite Lake: The Granite Lake Association is sponsoring a 1-year small-scale planning grant to generally appraise water quality conditions in the lake. This project will collect water quality data from an additional surface water location designated by the Citizen Lake Monitoring Network, and at two stream sites, one above the lake inlet and one below the lake outlet. Water samples will be analyzed for a suite of inorganic water quality parameters by the Wisconsin State Lab of Hygiene. In addition, a one time top/bottom paleolimnological core will be collected and evaluated. Watershed analysis data provided by Barron County will be evaluated to determine areas of concern within the watershed. Data from this grant will be combined with existing and future data to help determine the best way to manage Granite Lake to improve or maintain water quality, lake-user satisfaction, and the overall health of the system.

Dummy Lake Management District: Little Dummy Lake Plant Survey: The Dummy Lake Management District will sponsor a project including a lake point-intercept aquatic plant survey on Little Dummy Lake using the standardized methods outlined by the WI-DNR to compliment the point intercept-survey completed on Big Dummy Lake by a DNR research team in 2006. Upon completion of the aquatic plant survey, the Lake District will have the complete plant information needed to develop an aquatic plant management plan for both lakes. Included in this project is an early season survey of Little Dummy Lake specifically looking for curly-leaf pondweed and Eurasian watermilfoil. Also included, within the seasonal time frame allotted by the DNR, is a full point-intercept aquatic plant survey of 122 points generated by the DNR ISS lakes survey team. A consultant will complete both surveys. In addition, the consultant will summarize in greater detail and in a format similar to the Little Dummy report, the results of the 2006 Big Dummy Lake point-intercept survey including species distribution maps.

Deliverables include: 1. Collection and preparation of two sets of plant vouchers for all species found in Little Dummy Lake, one for the DNR and one for the Lake District. 2. Statistical Analysis of Little Dummy Lake plant data including plant species maps generated in Arc View. 3. A final report on the survey including point-intercept grids and coordinates, plant species distribution maps, and lake summary documents in paper and digital format. 4. Statistical Analysis and report of aquatic plant data for Big Dummy Lake collected in 2006 by DNR.

Special conditions for this project: The project sponsor shall immediately contact the proper DNR authorities in the event of a new aquatic invasive species infestation is discovered. All deliverables will be in print and in a digital format recognizable by the DNR.

Granite Lake Association Inc.: Water Quality Survey Of Granite Lake: The Granite Lake Association is sponsoring a 1-year small-scale planning grant to generally appraise water quality conditions in the lake. This project will collect water quality data from an additional surface water location designated by the Citizen Lake Monitoring Network, and at two stream sites, one above the lake inlet and one below the lake outlet. Water samples will be analyzed for a suite of inorganic water quality parameters by the Wisconsin State Lab of Hygiene. In addition, a one time top/bottom paleolimnological core will be collected and evaluated. Watershed analysis data provided by Barron County will be evaluated to determine areas of concern within the watershed. Data from this grant will be combined with existing and future data to help determine the best way to manage Granite Lake to improve or maintain water quality, lake-user satisfaction, and the overall health of the system.

Deliverables include paper and electronic (digital) copies of the Comprehensive Report including: 1) Final Report summarizing the accomplishments of the grant; 2) A Summary document of the results and evaluation of the paleo-core; 3) All raw data pertaining to lake and stream water quality monitoring, including data from the two surface water sites being submitted to the Wisconsin Surface Water Inventory Management System (SWIMS); 4) Copies of and evaluation of the original Barron County Granite Lake watershed analysis to be used to assist in future development of a hydrologic and nutrient budget for the lake.

Yellow River WatershedWatershed History Note

The City of Barron is located along the banks of the Yellow River in Barron County. Prior to 1860, the area that is now Barron was home to Native Americans who enjoyed fishing in the many lakes and hunting in the game-filled white pine and hardwood forests. In 1860, John Quarderer built a logging camp on the south bank of what is now known as Quarderer’s Creek. He later increased his real estate holdings with a small company store and a hotel. Development led to the construction of a Court House on the Square in 1876, followed by a jail in 1878. In 1881 a dam was constructed across the Yellow River, which provided sufficient power to run a flour mill, a woolen mill and three large saw and stave mills. By 1891, these various industries employed scores of men and a railroad came to town in 1884. In 1887 the City of Barron was incorporated, and a fire engine was purchased in Beloit for $275, and used by the volunteer fire department. A newspaper came into being, followed by telephone service in 1896. A men’s club of Barron established the first public library in 1909, but in 1913, Andrew Carnegie gave $6500 for the construction of a new library which still stands today.
