SEWRPC AWQMP Contract, Reports 2015

Purpose

SEWRPC is a designated planning agency for the multi-county area covering SE Wisconsin. SEWRPC's budget for this work is $1,457,765, with a fraction coming from the WDNR in the form of "pass through contracts," approximately $170-200K per year. In recent years, funding has declined due to budget cutbacks. The 2015 period covers approximately $170K of federal and state grant funding through WDNR and many thousands of dollars in local and regional funding. SEWRPC's work deliverables and contract reports are below.

Objective

During 2015, it is proposed that the Commission maintain a staff capability designed to respond to a variety of requests for assistance in implementing the regional water quality management plan. For the most part, these activities will be conducted in direct response to requests submitted by designated management agencies.

Under this project, (among many other duties), Commission staff attend meetings and prepare reports relating to the regional water quality management plan and its implementation recommendations. Such meetings and reports involve all of the elements of theadopted regional water quality management plan.

This project will include assisting local communities in resolving water quality problems through effective stormwater management planning and analysis integrating nonpoint source pollution abatement measures. .

This project will also include the provision of all sewerage system facility planning assistance and review, as well as the preparation of amendments to the regional water quality management plan. Such assistance typically includes provision of data, review of plans, and attendance at meetings..

In 2015, the Commission staff will (also see 300-4000):.

• Continue to serve in an advisory role to the MMSD study team developing third party Total Maximum Daily Loads (TMDLs) for the Kinnickinnic, Menomonee, and Milwaukee River watersheds and the Milwaukee Harbor estuary and for the development of a TMDL implementation plan,.

• Work with WDNR and USEPA to obtain their determination that the Root River watershed restoration plan (SEWRPC Community Assistance Planning Report No. 316, July 2014), which was developed within the framework of the RWQMPU for the greater Milwaukee watersheds (see 300-4000), is consistent with the USEPA nine elements of a watershed plan, and.

• Continue technical assistance to the WDNR staff in redefining beneficial use impairments within the Milwaukee River basin area of concern (AOC) with the ultimate goal of delisting the AOC.
