Details

The Rock River/Milton watershed is approximately 31,205 acres is size and consists of 32 miles of streams and rivers, 124 acres of lakes and 250 acres of wetlands. The watershed is dominated by agriculture (57%), forest (16%) and grassland (12%). The Rock River/Milton watershed has high susceptibility for groundwater contamination based on WDNR groundwater susceptibility mapping.

Population, Land Use

The city of Janesville is a medium-to-large-sized urban center located along the main stem of the Rock River. Portions of the city fall in the Rock River/Milton Creek watershed (LR04), Blackhawk Creek watershed (LR02) and the Bass Creek watershed (LR03). In year 2000, the City of Janesville grew to a population of 59,500, a 6% growth rate from 1995 to 2000. A 1993 population analysis by the city of Janesville predicted the year 2000 population at 57,600 (an underestimate of nearly 2,000 people) at a growth rate of about 1 percent per year. Like many other metropolitan area, Janesville is experiencing migration from the city to the suburbs and outlying rural areas. Densities in the city have gradually decreased as more land has been annexed and the population has grown. The city is now in the process of updating its sewer service area plan to reflect shifts in urban/suburban growth.

Ecological Landscapes for Rock River - Milton Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in the special condistions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required. The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: a project summary including data requirements, pre/post photographs, and confirmation of completed design work and landowner contracts. A Healthy Lakes & Rivers Example Report is available to assist you.

Rock-Koshkonong Lake District: Res-Lake Koshkonong/Mud Lake Wetland Restoration: The Rock Koshkonong Lake District will use dredge spoils from a nearby location on the lake to re-create an eroded barrier of land that protects the Mud Lake wetland from the main lake\2019s wave action, arm the barrier with riprap, and re-create a wetland behind the barrier. This restored wetland is the subject of the grant, as well as the Mud Lake wetland complex which is being protected. Another facet of protecting the Mud Lake wetland from carp congregating there, the District will also build a navigation-friendly carp barrier between the lake and the wetland. In the spring, without such a barrier, carp migrate in great numbers into Mud Lake, creating disturbance to aquatic plants and displacing other fish spawning.

Rock River Coalition, Inc: Rock River Basin-Phosphorus Sampling Initiative: The primary goal of this project is the initial planning and development of a comprehensive phosphorus sampling plan for the Rock River Basin using volunteers. Objectives include: 1) developing a ranked list of sampling sites; and 2) developing a complete monitoring plan to include sites, final protocols, partners, responsibilities, etc.

Please note: Final report deliverables help us ensure that the grant has been satisfactorily completed, and that state dollars are being spent wisely. Every deliverable, no matter how minor, must be completed in order to receive full reimbursement for the state share of costs. Ranking questions used to obtain this award, and specific deliverables mentioned in your grant description, constitute final report deliverables. If any deliverable is not adequately provided in the final report, only partial reimbursement, at the department's discretion, will be made. The only exception will be if there is a well-justified and department-approved scope amendment. Rock River Coalition, Inc: Rock River Basin-Water Star Community Program: The primary goal of this Rock River Basin project is to improve/protect water quality by promoting urban stormwater management through a program to recognize communities that conduct a stormwater managment program that meets performance standards as well as enhance groundwater protection, habitat protection, and human health. Objectives include: 1) Organizing a statewide partnership of stakeholders concerned about urban stormwater/urban environment; 2) developing "star water program" elements, activities, point structure, incentives, etc., and 3) establishing at least three pilot Water Star Communities within the Rock River Basin.

Rock River Coalition, Inc: Linking Communities To The Waters Of The Rock River Basin: The Rock River Coalition plans to use 2 different groups to collect water quality data using probes and canoes along the entire length of the Rock River. The data will be presented to various civic groups and organizations to increase public awareness of water quality issues in the Rock River Basin. By connecting the public with the River, the goal is to increase public participation in the actions necessary to improve water quality throughout the Basin.

Project deliverables are as follows:

1. Develop presentation on the Rock River water quality issues, the upcoming paddle event, the DNR Rock River Recovery effort and the efforts of the sponsoring organizations.
2. Give presentations at 15 community organizations in a variety of locations along the proposed route.
3. Develop sponsor placard
4. Purchase items for probe assembly
5. Test probe by paddling in various situations
6. Develop visual methods of displaying water quality probe data with a GIS application, in conjunction with UW-Whitewater staff.
7. Develop at least two different media releases/newsletter articles about the project.
8. Finalize plans for the paddle event to be held in spring 2016

Fish Passageway: The Friends of Beckman Mill, Inc. will construct a natural looking fish passageway that will protect the threatened and endangered species found in the stream. The fish passageway will also increase public awarenes about fish behavior and solutions to fish migration around obstructions.

Rock River - Milton WatershedWatershed History Note

The western half of the City of Milton is located within the Rock River - Milton Watershed. In 1844, Joseph Goodrich, who founded Milton, built and founded Milton Academy, originally a high school, which evolved into Milton College. It eventually grew to encompass 16 buildings and encompass over 24 acres. Its music department was renowned, and the student body was culturally diverse. For 138 years it was a prestigious private institution until financial troubles caused it to close in 1982. It had been the oldest college in the State of Wisconsin. Today, several of the college buildings have been converted into antique shops, offices, apartments, and the city library.
