Details

The Black and Hay Creeks watershed is located primarily in Eau Claire County, but also in parts of Chippewa, Clark and Jackson Counties. The watershed is approximatley 102,328 acres in size and consists of 289 miles of streams and rivers, 1,005 acres of lakes and 19,248 acres of wetlands. The watershed is dominated by forests (49%) and agriculture (21%) and is ranked medium for nonpoint source issues affecting groundwater.

Ecological Landscapes for Black and Hay Creeks Watershed

Ecological Landscapes

The Black Hay Creek Watershed is located primarily in two ecological landscapes: the Forest Transition and the Central Sand Plains. The Forest Transition Ecological Landscape lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone. The Central Sand Plains Ecological Landscape, located in central Wisconsin, occurs on a flat, sandy lake plain, and supports agriculture, forestry, recreation, and wildlife management. The Ecological Landscape formed in and around what was once Glacial Lake Wisconsin, which contained glacial meltwater extending over 1.1 million acres at its highest stage. Soils are primarily sandy lake deposits, some with silt-loam loess caps. Sandstone buttes carved by rapid drainage of the glacial lake, or by wave action when they existed as islands in the lake, are distinctive features of this landscape. The historic vegetation of the area included extensive wetlands of many types, including open bogs, shrub swamps, and sedge meadows. Prairies, oak forests, savannas and barrens also occurred in the Ecological Landscape. An area of more mesic forest with white pine and hemlock was found in the northwest portion, including a significant pinery in eastern Jackson County. Today, nearly half of the Ecological Landscape is nonforested, in agriculture and grassland. Most of the historic wetlands were drained early in the 1900s and are now used for vegetable cropping. The forested portion is mostly oak-dominated forest, followed by aspen and pines. A minor portion is maple-basswood forest and lowland hardwoods.

West Wisconsin Land Trust: Acq-Axe Handle Easement: WWLT is seeking $200,000 in Lake Protection Grant funding to contribute to the cost of a conservation easement designed to protect a 48.55-acre parcel on Axe Handle Lake from development into rural residential housing (up to 31 lots possible under current Chippewa Co. shoreland zoning). The easement would permanently restrict future development to no more than two residential lots, require that all stormwater from development be infiltrated prior to reaching the lake, and require maintenance of a 100-foot forested vegetative buffer to protect the lake's water quality and natural scenic beauty. The owners of the property have offered to donate the remaining value of the easement (est. $575,000). No public access is provided via the easement other than one educational tour per year. Hunting allowed by owners permission.

The purpose of this project is to prevent sedimentation of an important wildlife and fish habitat area known as "the rookery" on the east end of Lake Eau Claire. The primary objective is to stabilize a 400-foot shoreline in order to prevent erosion into the lake. Prevention of erosion in this area will improve water quality and restore lost habitat.

Project final deliverables include: A final report including final engineering plan, photos before, during and after the project, and analysis of the success of the project.

Specific project activities include: Access improvements, engineering, preparing and shaping the project site, bank stabilization, erosion control, project evaluation.
Special Conditions: The grantee shall enter into a cost-share agreement with all landowners and record the cot-share agreement at the register of deeds office in the county where the property is located. The recorded agreement must contain a 20-year operation and maintenance plan.

City Of Eau Claire: Lmi-Alum Treatment Half Moon Lake: The City of Eau Claire is sponsoring a Lake Management Planning Implementation project aimed to control internal sediment phosphorus loading in Halfmoon Lake by applying alum. The lake received an initial AL treatment in 2011 and was effective at maintaining TP WQ goals for three years, however after five years the effects have diminished. The initial alum treatment dosage was adequate however the floc did not sink into the upper sediment due to higher bulk density characteristics allowing upward P diffusion and decreasing binding efficiency of phosphorus. The second treatment is needed to bind available TP limiting the amount available to algae uptake. The City continues to address other sources of TP including stormwater management, rain gardens etc.

Project activities include: Apply a buffered AL dose to the western arm of Half Moon Lake that is encompassed by the 10 foot contour in late May or early June 2017. Dosage is based on sequestering the annual sediment P flux rate of 0.4g/m2 for 2 to 3 years and factors in an Al binding efficiency of 60% (James 2016 and 2017).

Project deliverables: The outcome of AL treatment to the western arm will be control of internal P loading and reduction of cyanobaceterial biomanss and chlorophyll to target levels. Limnological monitoring will be conducted to verify outcomes.

Special conditions:
1. The Half moon lake Team consisting of DNR, UW Stout, City of EC and Friends of Halfmoon Lake meet quarterly to assess current lake management actions. There continues to be open and ongoing communication with the group to inform residents on current lake conditions and management decisions.
2. All necessary permits must be issued prior to the project being implemented.

West Wisconsin Land Trust: Acq-Herde Iii, Triple Lakes Easements: WWLT is seeking $200,000 in Lake Protection funding to contribute to the cost of two conservation easements: one secured on a 30-acre parcel on Herde Lake, and the other on a 740-acre parcel that includes frontage on, or entirely encompasses, 14 lakes including the Triple Lakes, and Henneman, Logger, Chick, Calkins North and Taylor lakes in Chippewa County. The Herde Lake easement allows no development on the property (which had been subdivided to accommodate 11 condominium lots) and requires maintenance of a 100 ft. forested vegetative shoreline buffer strip to protect the lake's water quality and natural scenic beauty. The Triple Lakes easement extinguishes a condominium plat approval allowing for development of up to 181 lakefront lots allowing, instead, development of 13 residential lots and requiring maintenance of 75' (min.) vegetative buffer strips on all lake shorelines.

Lake Eau Claire Association, Inc.: Lake Eau Claire Restoration Feasibility Study: Perform a lake restoration feasibility study that results in a plan and addresses the following: dredging channels in Hay and Muskrat Creek estuaries to restore boat access, reopening channels in the eastern protion of the lake where sloughs and backwaters used to be accessible, dredging out access to the southeast boat landing, and similar activities that could be accomplished over the next 20 years. The study should include:
1. An estimate of the amount of material to be removed from the lake bed.
2. Location of appropriatye disposal sites for the removed material.
3. An estimate of design costs of sand and silt traps and the means to maintain them.
4. An estimate of costs of the initial restoration of the lake bed and the construction of the sand and silt traps.
5. An estimate of maintenance costs and future restoration costs.
6. An analysis of financial assistance programs that may be available to support planned restoration activities.
7. An update of the contour map of the lake.
Prepare a final report summarizing the results of the above tasks.
Disseminate information on the project results to the public by newsletter, fact sheet distribution, entire report mailing, public meeting, summary report mailing, newpaper article, tv/radio spots, and poster display. Amendment 1: Delete: Prepare a final report summarizing the results of the above tasks. Add: Prepare a draft report of the assessment of the situation to be managed.

Eau Claire County: Lake Eau Claire Water Quality Study Task 3 Of 3: Eau Claire County, Land Conservation Division, proposes to conduct a complete evaluation of nutrient loading and water quality study on Lake Eau Claire. This part of the overall three phase project will describe the overall results of the studies and an interpretation of all the data. The following will be included in the report; water quality trends, variations in loading, trophic state index evaluation, and nutrient/seston budgetary information. Also included in the final report will be a modeling evaluation of the impacts of P loading reduction scenarios on chlorophyll a concentrations in Lake Eau Claire. Eau Claire County: Lake Eau Claire Water Quality Study Task Ii: Eau Claire County, Land Conservation Division, proposes to conduct an evaluation of internal nutrient loading and water quality study on Lake Eau Claire. Eau County will enter a partnership involving, Lake Eau Claire Association, August High School Biology Class and the Army Corp of Engineers.In-lake stations will be monitored biweekly during ice-free conditions, with samples taken at 1 meter intervals between the surface and the bottom. Phytoplankton samples will also be taken once a month. In-lake samples and sediment core sample will be studied in detail for phosphorous as stated in the application. This is task two of a three part task. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. Little Lake Wissota is a 400-acre eutrophic embayment of Lake Wissota, an impoundment of the Chippewa River near Chippewa Falls, Wisconsin (Hydrologic Unit Code 07050005, Wisconsin Waterbody Identification Code 2152800). The embayment has a maximum depth of 43 feet and a drainage area of approximately 67 square miles. Paint Creek is the primary source of surface water inflow to Little Lake Wissota. The Little Lake Wissota watershed is located in the North Central Hardwood Forest Ecoregion (Omernick and Gallant, 1988). This EPA Ecoregion is characterized by nearly level to rolling glacial till plains, significant agricultural land use and lakes with phosphorus concentrations greater than 50 ppb, indicative of eutrophic conditions. The lake was placed on the Wisconsin 303(d) impaired waters list in 1998 with a high priority ranking due to eutrophication and pH criteria exceedances. In addition, recreational uses are limited during the summer due to poor water quality from excess phosphorus (P) and sediment loading. Land cover in the watershed is primarily agricultural and forest. The goal of this TMDL is to reduce levels of phosphorus and sediment loading and decrease the extent and severity of summer algal blooms in Little Lake Wissota.

Black and Hay Creeks WatershedWatershed History Note

Fairchild is a village in Eau Claire County in the Black and Hay Creeks watershed. The community was named after the tenth governor of Wisconsin - Lucius Fairchild. Lucius Fairchild was born in 1831 in Ohio and enlisted in the Wisconsin volunteer infantry in 1861. He served in the famed Iron Brigade and rose through the ranks to colonel of the 2nd Wisconsin Volunteer Infantry Regiment. At the Battle of Gettysburg in 1863, he was wounded in the first day’s fighting and lost his left arm. He was later promoted to Brigadier General before being mustered out of the service. From 1864 to 1866, Fairchild was the Secretary of State in Wisconsin and then was elected governor of Wisconsin for three terms from 1866 to 1872. After his time as governor, Fairchild was appointed U.S. consul in Liverpool, England in 1871 and then consul general in Paris. From 1880 to 1881, Fairchild was Envoy Extraordinary and Minister Plenipotentiary to Spain. He died in 1896 at the age of 64 and is buried in Forest Hill Cemetery in Madison, Wisconsin
