Details

The Fond du Lac River watershed is located primarily in Fond du Lac County, but extends north to the southeast corner of Winnebago County along the western shore of Lake Winnebago. The watershed is 156,632 acres in size and contains 461 miles of streams and rivers, 991 acres of lakes and 16,649 acres of wetlands. The watershed is dominated by agriculture (66%), grasslands (12%) and wetlands (11%) and is ranked high for nonpoint source issues affecting streams and groundwater.

Population, Land Use

The watershed is dominated by agriculture (68%), wetlands (14%) and is ranked high for nonpoint source issues affecting streams and groundwater. Municipalities in the watershed include Fond du Lac, North Fond du Lac, Oakfield, Rosendale, and portions of Oshkosh. The Rosendale and Oakfield wastewater treatment facilities discharge into the watershed. Additionally, a number of industrial facilities also discharge into the watershed. There are large and growing urban areas in the watershed; however these currently only make up 3% of the watershed. Major urban areas in the watershed include large parts of the Cities of Fond du Lac and Oshkosh and a corridor along the lakeshore and U.S. Highway 41 between Oshkosh and Fond du Lac. Other urban areas in the watershed include North Fond du Lac, Oakfield, and Rosendale.

Ecological Landscapes for Fond du Lac River Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

The East Branch of the Fond du Lac River (WBIC 135900) begins in south central Fond du Lac County and flows northeasterly to its junction with the West Branch in the City of Fond du Lac. There is intense agriculture throughout much of the watershed. Runoff from plowed fields and barnyards and erosion of heavily grazed and exposed stream banks along the East Branch and its tributaries are adding tons of sediment and nutrients to the river and to Lake Winnebago. Critical soil erosion rate from agricultural lands has been estimated as being 6 tons per acre per year. The East Branch is the largest single sediment contributor to Lake Winnebago (Bruch, 1988).

Lakes and Impoundments

There are no named lakes in the Fond du Lac River watershed and only about 775 lake surface acres, according to the National Land Cover Dataset. Most of the lakes are small, shallow, man-made ponds or small impoundments of the numerous streams in the watershed.

Wetland Health

Wetland Status The Fond du Lac River watershed is located primarily in Fond du Lac County, but extends north to the southeast corner of Winnebago County along the western shore of Lake Winnebago. Wetlands compromise 9% of the current land uses in the watershed. It is estimated that about 28% of the original wetlands in the watershed currently exist. Of these wetlands, emergent wetlands (68%), which include wet meadows and marshes, and forested wetlands (19%) dominate the landscape. Wetland Condition Little is known about the condition of the remaining wetlands but estimates of reed canary grass infestations, an opportunistic aquatic invasive wetland plant, into different wetland types has been estimated based on satellite imagery. This information shows that reed canary grass dominates 87% of the existing emergent wetlands, which include wet meadows and marshes, and 9% of the remaining shrub wetlands. Reed Canary Grass domination inhibits successful establishment of native wetland species. Wetland Restorability Of the 38,677 acres of estimated lost wetlands in the watershed, approximately 68% are considered potentially restorable based on modeled data, including soil types, land use and land cover (Chris Smith, DNR, 2009).

Impaired Waters

A number of rivers and streams in the watershed are currently on Wisconsin's impaired waters list as required by section 303(d) of the federal Clean Water Act. A majority of these suffer from low dissolved oxygen and degraded habitat due to nonpoint source pollution impairment. The Fond du Lac River has elevated levels of polychlorinated biphenols (PCBs) which results in contaminated fish tissue and chronic aquatic toxicity. A Total Maximum Daily Load (TMDL) has been developed for Parsons Creek and its unnamed east tributary. This TMDL was approved by EPA in 2007 but some additional refinements need to be done with regards to waste load allocations.

Groundwater

Groundwater use appears to be a serious concern in specific areas of the watershed, such as near Campground Creek. High capacity wells, such as those of the City of Fond du Lac and several area Concentrated Animal Feeding Operations (CAFOs) may be having a significant impact on the flows of springs feeding steams. This needs to be extensively studied to develop water use determinations. Groundwater protection areas need to be formally identified for the springs that feed Campground Creek. The origin spring area of Campground Cr. is a major source of cold water for that area of the Creek and is important in that it has potential to meet cold trout water conditions. This needs to be protected and restored.

Project deliverables will be chemical treatment of Miller's Bay in Mid-May to early June of 2008-2009.

As an enumeration in the FY 2008 State budget, the department of natural resources shall provide a $25,000 grant in fiscal year 2007?08 to the city of Oshkosh to fund aquatic invasive species education, prevention, and control activities in Miller\FFFDs Bay and the adjacent waters of Lake Winnebago.

University Of Wisconsin - Oshkosh: Impacts Of Zebra Mussels On P Uptake In Lake Winnebago: UW-Oshkosh is sponsoring a grant to study the impacts of zebra mussels on phosphorus uptake and conversion in Lake Winnebago. 1) Zebra mussel density and biomass will be monitored using scuba divers at ten rocky littoral sites and five offshore reefs twice per summer during 2018 and 2019. Maps of zebra mussel density and biomass will be created. 2) Mesocosms with lake water will be set up along the shoreline in 2018 and 2019 at five sites and zebra mussels attached to rocks from the site will be added. Total phosphorus (TP) clearance from the mesocosm water will be measured. Then the excretion rate of soluble reactive phosphorus (SRP) from individual zebra mussels from the mesocosms will be measured in smaller containers of filtered lake water. 3) Whole-lake estimates of zebra mussel TP clearance and SRP excretion will be developed using the zebra mussel survey data and phosphorus conversion rates from the mesocosm studies. SRP loading estimates will be compared with known sources of SRP through collaboration with those working on the Upper Fox River TMDL. The information collected during this study will be provided to the TMDL team. Department liason(s) will oversee the proposed studies. Biannual check-in meetings will occur and progress reports will be presented to Department staff. The first check-in meeting will occur before project work begins. Results will be shared at professional meetings (including the Wisconsin Lakes Convention) and published in peer-reviewed scientific journals. A short management brief, summarizing study findings for the general public, will be developed in collaboration with the Department. Calumet County: Winnebago Lake Project:
Calumet County is sponsoring a Large Scale Planning Grant associated to the Lake Winnebago System. This multi-phased project will involve, but not be limited to, the following work activities:

1) The review of all known plans / reports for the system. This review will result in the creation of a summary report detailing past work and identifying data gaps and or needs.
2) Establish a core team representative of the local stakeholders (possibly including fisherman, sporting groups, farmers, recreational boaters, county staff, DNR Resource Biologists, etc.)
3) Meet with and survey stakeholders, as identified by Core Team, on issues of importance to stakeholders.
a. Conduct a minimum of three citizen surveys.
b. Conduct a minimum of two focused discussion groups.

4) County to host one educational meeting in December 2012 with Calumet County farmers regarding soil erosion, farming practices, programs and funding which can help minimize sedimentation into Lake Winnebago.

6) Submit a preliminary Draft Report of County inventory, plan/report summaries, and phase 1 of stakeholder survey findings no later than February 1, 2013.

City Of Fond Du Lac: Lake Winnebago Stormwater Exfiltrat. Stdy/Bp Monitoring: The City of Fond Du Lac proposes to do a stormwater study and bypass monitoring on Lake Winnebago. This project will identify potential sources of stormwater exfiltration from storm sewers into sanitary sewers, evaluate alternatives and recommend ways to alleviate the problem. Some of the activities included in this grant will include: 1) review stormwater pumping station plans and storm sewer system plans, 2) field viewing and structural reviews of storm sewer systems, 3) analysis and monitoring of pump station and storm sewer system capacities and water quality monitoring during at least two bypass events, 4) evaluate and recommend alternative improvements. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. City Of Menasha: Lake Winnebago Menasha Residential Channel Water Quality: The City of Manasha proposes to conduct a historic water study as well as study the current conditions of the navigation channels in Menasha that lead to Lake Winnebago. Lake Poygan Sportsman'S Club: Winnebago Remote Sensing & Trophic Monitoring Project: The Lake Poygan Sportsman Club proposes to conduct Remote Sensing Analysis on the Lake Winnebago System The product of this grant component will be a database of physical and chemical parameters to include total phosphorous, Chlorophyll a, Suspended solids; Volatile suspended solids, nitrate-nitrite, and Kjeldahl nitrogen. Eight sampling events will be scheduled to correspond with satellite flyovers. The PSC is sponsoring one year of lab analysis of water samples and travel expenses to conduct the lake appraisals on Winnebago, Winneconne, Poygan and Butte Des Mort.

This project is a component of a larger partnership with UW-Madison remote Sensing Lab, NASA, and the Green Bay Metropolitan Sewer District that will develop a software toolkit for the regional and local application of remote sensing technology. This application may involve the appraisal of trophic conditions within the lakes using satellite imaging, tracking aquatic vegetation coverage, and guiding lake use during bloom conditions.

AMENDMENT #1: Additional objectives will include the printing and distribution of a recently completed Lake Winnegago System Water Quality Report. This report integrates with the remote sensing project.

Channel Preservation Assn: Winnebago Channel Apm Plan: The Channel Preservation Assn proposes to develop an Aquatic Management Plan for "the channels" of Lake Winnebago. The project deliverables will include (1) review of plant management alternatives relative to the channel; (2) two distinct surveys of plants conducted in June and August, 2003, by rake survey methodology, and include an apppraisal report; (3) a public participation session with a report on significant public input events; and (4) develop srategies for the management of the nuisance plant conditions while preserving tghe functional and structural habitat value of this backwater complex . This could include land or water strategies. A final report will be developed and shared with the DNR.

Identify and reduce sediment and nutrient loads from agricultural and urban sources. Identify opportunities for wetland restoration and reestablishment. Originally identified in 2010.

Area stakeholders should capitalize on the efforts of the Wisconsin DNR, Fond du Lac County LCD, and NRCS in the subwatersheds by applying for grants and other funding to implement best management practices (BMPs) such as stream bank restoration, sediment basins, vegetative buffers, and related where needed. These actions will significantly improve water quality in the Fond du Lac River Watershed.

Promote the use of high quality vegetative buffers as the type of vegetation in buffers is critical in reducing sediment and nutrients reaching creeks described in the project area. For example, a combination of forest and native grass buffers may have better nutrient reduction success than the use of strictly grassed buffers.

The poor habitat downstream from Rose Eld Road should be restored. It was heavily ditched in the past, which has had a negative impact on the biota. Also, there was a small dam upstream from the Mascoutin Valley State Trail that could be a boundary for fish migration. There is also an impoundment downstream from State Highway 23 in Rosendale that is a clear boundary to fish migration. The removal of this dam could allow seasonal migration of game fish like northern pike to move all the way to the wetland upstream from the Village Park for spawning.

Section III has significant problems. The ditched area below E. Rose Bd. Rd. resulted in very poor habitat with little conditions for quality macroinvertebrates or quality fishery. There was a small dam in Site R6 that could have been a boundary for fish migration. Also, the impoundment above Site R5 was a clear boundary to fish migration. A restoration of the habitat in the ditched area at and below Site R8 and elimination of the impoundment would result in a seasonal potential classification of WWGF in Sections II and III and could provide migration in the spring to the wetland area above the Village of Rosendale.

The overall goal of this plan is to improve and protect water quality in the basin. This Targeted Watershed Assessment monitoring project provided substantial data to analyze current conditions and to make recommendations for future management actions in the area. This plan is designed to present monitoring study results, identify issues or concerns in the area found during the project and to make recommendations to improve or protect water quality consistent with Clean Water Act guidelines and state water quality standards.

Watershed History Note

The Fond du Lac River watershed drains the western portion of the City of Fond du Lac, at the southern tip of Lake Winnebago. The historical Octogon House can be found here. The site of the house was part of a Native American village in the early 1800s. It was originally on the banks of the Fond du Lac River, but the river has been rerouted since then and so no longer flows past the building. In 1956, Isaac Brown, a carpenter and trader with the Native Americans, grew concerned about his safety, so he built an Orson Fowler-designed eight-sided house which was designed for hiding. The house was a wedding gift to Isaac's son, Edwin Brown and his bride, Ruth Pier. It was their home until his death in the battle of Antietam in 1862. The house contained secret passageways, and a tunnel was built between the house and a woodshed. This tunnel and woodshed were later used to hide slaves as they made their way north to safety on the Underground Railway. Although the house was placed on the National Register of historic places in 1972, it was just days away from demolition when a private buyer placed a bid on the house and saved it from being destroyed. Marlene Hansen and her family have restored the house, and it is open for private tours.
