Burnett County Land Conservation Department: Lmi-Shoreland & Shallows Citizen Based Social Marketing Pilot: Burnett County Land & Water Conservation Department in partnership with UW-Extension, and Long and Des Moines Lakes property owners will design and implement a Community Based Social Marketing (CBSM) project. The purposes of the project are 1) to develop a CBSM strategy that will improve lake protection, particularly near-shore habitat and 2) to increase participation in the Shoreline Incentives Program. Multiple partners will collaborate on the following activities: literature review; focus group and survey design/implementation; pre- and post- structure mapping and shoreline assessments; marketing tool design/implementation; and project reporting. WiLMS modeling and paleoecological information will be analyzed for past, present, and future lake conditions. Because this is one of two CBSM pilots in the state, project leaders will continually share updates and results with local and statewide audiences.

Project deliverables include: a final CBSM case study report summarizing project methodology, implementation, and results; educational materials developed; media coverage; and monitoring/modeling results.

Douglas County: Acq-Upper St Croix Flowage Land Acquisition-Bell Trust/Wilcox Is: Douglas County will acquire approximately 128 acres (six parcels) of land located on the Gordon/St. Croix Flowage to protect the headwaters of the St. Croix Scenic Riverway. The properties include primarily wooded acreage located along both the southern shore of the flowage and Wilcox Island along the northern shore. A legal description of the parcels is attached. The property will be managed by the County Forestry Department as either special use areas to preserve and protect the water quality and wildlife habitat of the flowage or as county forest lands. The primary goals of the property's management plan are 1) to preserve and protect the water quality of the flowage and the high quality fishery and wildlife habitat, rich in both aquatic and terrestial bio-diversity 2) to protect the southern shoreline of the flowage from further development, and 3) to protect and maintain as a unique benchmark stand the old growth red and white pine stand on Wilcox Island. The property will be open for public access and use but intensive access or recreational provisions are not planned.

Whitefish Lake Conservation Organization, In: Lmi-Whitefish Lake Diagnostic & Feasibility Study: The Whitefish Lake Conservation Organization, in cooperation with the US Geological Survey, Wis. Dept. of Nat. Res., and private consultants, will conduct a comprehensive diagnostic/feasibility study of Silver Lake and it's watershed and develop a lake management plan.

The project includes the following activities; (1) the USGS will conduct an assessment of the lake's hydrology and water quality and model lake responses to management scenarios, (2) the DNR [Integ. Sci. Serv.] will conduct a lake bottom sediment core study to determine historical conditions and changes in lake water quality over time, (3) consultant Susan Cray Borman will conduct an aquatic plant survey and develop management recommendations, and (4) consultant Eric Olson will coordinate and compile the results of these studies into planning reports and action plans as well as provide for project public communication, input (through surveys and working groups) and education.

Project deliverables include: l. Detailed hydrologic and nutrient budgets, including simulations of alternative development scenarios in a published technical report. 2. Detailed aquatic plant survey and report. 3. A lake core paleoecological study and report. 4. Two interim planning reports synthesizing and summarizing the findings of the other studies, and 5. A comprehensive lake management plan for Whitefish Lake.

Specific conditions for this project include: The installation of all stream and lake gauging stations must receive the approval and/or permit from the Department of Natural Resources water regulation section.

Amnicon/Dowling Lake Management District: Amnicon Lake Management Planning: Conduct water quality sampling. Conduct aquatic plant survey of lake. Amnicon/Dowling Lake Management District: Amnicon Lake Water Quality Monitoring And Assessment: The Amnicon/Dowling Lake Management and Sanitary District proposes to continue the water quality monitoring on Amnicon lake and continue their lake management planning process. Project activities include 1) monitoring lake water quality from April to November, 2) monitoring and evaluating four "Hot Spot" sites for potential harmful runoff during precipitation events, 3) monitoring eight existing shoreline wells to characterize groundwater quality and potential lake impacts, 4) install eight seepage meters around the lake and monitor quality of groundwater entering the lake, 5) evaluate previously identified areas of concern and make recommendations for the implementation of "Best Management Practices" where indicated, and 6) analyze and characterize the lake sediments. A final report will be prepared describing the project results. A paper copy and an electronic copy of the final report will be provided to the Department of Natural Resources. Information on the project will be disseminated to the public by newsletter, public meeting, and summary report mailing.

Town Of Swiss: Town Of Swiss Comprehensive Land Use Plan: The Town of Swiss proposes will conduct a land use planning project addressing resource protection for all lakes, streams, shorelands, wetlands, watersheds and other lands in the Township of Swiss in Burnett County. Project activities will include a community survey, conducting I & E and listening public meetings, developing goals and policies for long-range land use and shorelands protection planning, inventory and analysis of the town's water, land, natural and cultural resources, identification of implementation and protection tools, review of the county's shoreline development recommendations for applicability, and development of short and long-range land use and planning recommendations.

Specific deliverables for this grant project include:
Copies of meetings notes, I & E materials, survey results, and newspaper notices.
Copies of all resource maps developed during project
A copy of the final report for this project, including the town land use plan

The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated to the public by newsletter(s), public meeting(s), and local newspaper articles.

River Country Rc&D Council, Inc: Green Development Conference: River Country RC&D proposes to conduct a conference entitled "The Nuts and Bolts of Green Development" in conjunction with the St. Croix Basin Partnership Team. Objective of the conference and associated bus tours will be to provide riparian owners, interested citizens, and municipal operators and engineers with information useful to the development of small-scale and community-wide stormwater management practices.

St. Croix County: St. Croix Nutrient River Conference: St. Croix County Land and Water Conservation Department proposes to sponsor a conference in Februrary of 2004 to identify and begin to address factors contributing to the pollution of Lake St. Croix. The goal is to bring together wastewater treatment managers, local officials, water resource professionals, land developers and watershed manager to allow networking and sharing of information associated with nutrient and sediment loading in the lake. The DNR will be provided with both a paper copy and electronic copy of the final report.

St. Croix County: St. Croix Basin Conference: St Croix County proposes to sponsor an informational and educational conference relating to the protection and management of Lake St. Croix.

Major project elements to include: 1) conference costs associated with printing mailing, provision of lunch and transportation, 2) staff coordination.
