Lower Fox River - Illinois Watershed

Details

The Lower Fox River Watershed lies in parts of Racine and Kenosha Counties, with a very small portion falling in Walworth County. The City of Burlington and the Villages of Silver Lake and Twin Lakes are the incorporated areas in this watershed. Rural uses cover most of the land area in this watershed. Agriculture is dominant, covering about 47 percent of the land area, followed by forests (15%), wetlands (13%) and grasslands (11%). Urban uses cover fewer than two percent of the land area. There are over 90 miles of perennial streams within the watershed. The main branch of the Fox River dominates the area. At this point the Fox is a large river and can carry considerable amounts of water. Small streams in this sub-basin include Hoosier Creek, Wind Lake Canal and Eagle Creek. These small streams drain into the main branch of the Fox and, in areas, are heavily impacted by agriculture, tiling and ditching. The main stem carries the impacts from the large watershed above and experiences bank erosion and sometimes flashy water level conditions. The Fox River still supports a modest fishery with many different forage and game species present. There is a diverse and relatively abundant mussel population in the Fox River that should be thoroughly studied. No streams in this watershed are listed on the 303(d) list. Agriculture, ditching, development, impoundments, industrial discharges and stormwater runoff are the main impacts to the resources in this area. Implementation of conservation practices and restoration in the sub-basins that feed the Fox River would have positive impacts on the resources that eventually cross the border to our south. There are thirteen lakes in the watershed, the largest being Silver Lake in Kenosha County (464 acres). Six lakes have participants in the Self Help Lake Monitoring Program.

Ecological Landscapes for Lower Fox River - Illinois Watershed

Ecological Landscapes

The western two thirds of the Lower Fox River - Illinois Watershed is located in the Southeast Glacial Plains Ecological Landscape which makes up the bulk of the non-coastal land area in southeast Wisconsin. The eastern third of the watershed is located in the Southern Lake Michigan Coastal Landscape. The Southeast Glacial Plains Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression. The Southern Lake Michigan Coastal Ecological Landscape is located in the southeastern corner of Wisconsin along Lake Michigan. The landforms in this Ecological Landscape are characteristic of glacial lake influence, with ridge and swale topography, clay bluffs, and lake plain along Lake Michigan. Further inland, ground moraine is the dominant landform. Soils typically have a silt-loam surface overlying loamy and clayey tills. The historic vegetation in the northern part of this Ecological Landscape was dominated by sugar maple-basswood-beech forests with some oak while the southern part was dominated by oak forest, oak savanna and prairies. Wet, wet-mesic, and lake plain prairies were common in this area. Black ash and relict cedar and tamarack swamps were found in this Ecological Landscape. Today, most of the area is dominated by dairy and cash grain agriculture and intense urban development. Only about 8% of the Ecological Landscape is forested. Maple-beech forests are about half of the remaining forest types with the remainder split equally between oak-hickory and lowland hardwood forest types. There are some areas of wet-mesic and wet prairie but only small preserves remain since the landscape is heavily disturbed and fragmented. Because of this isolation, fragmentation, and high level of disturbance, non-native plants are abundant.

Silver Lake Protection Association: Ewm Control Project: The Silver Lake Prot. Assoc. will conduct a 3 year aquatic chemical treatment plan. The plan's goal is to greatly reduce the frequency of occurrence of Eurasian water milfoil, an established aquatic invasive plant and to eliminate Curly Leaf Pondweed. Chemical treatment will take place in spring 2014, 2015 and 2016. Point intercept plant surveys (following WDNR Hauxwell protocols) will be conducted both pre and post chemical treatment each year. Water quality monitoring, native plantings, CBCW, educational mailings and meetings and installation of boat trailer cleaning equip.and signage will also be part of the project. Chemical treatment areas will be determined each year based on the previous year\2019s plant surveys. The project deliverable is a report that includes 1) all raw plant survey data; 2) yearly maps of proposed and actual treatment areas; 3) density/distribution maps for EWM, CLP and the top 5 native plants found each year in the plant surveys; 4) statistical analysis of the plant survey data each year and a comparison between years, to include freq. of occurrence, actual density, relative density as described in the Hauxwell protocol; 5) a written assess. of the success of the chemical treatment plan implementation; 6) a written assess. of the shifts in the plant community over the 3 years of the project; 7) recommendations for future management; 8) entry of all watercraft inspection data into SWIMS; 9) installation of boat trailer cleaning equip.and signage; 10) a short report summarizing the 2014, 2015 and 2016 CBCW inspection prog. (# of boats inspected, any difficulties encountered, and a log of the dates/times/hours worked); 10) summary and analysis of the water quality data; and 11) a description of the chara redistribution native plantings project. 2 paper copies and 1 electronic copy of the final plan will be provided to the department. Bohners Lake Sanitary District: Baumeister Mitigation Site: The Bohner\2019s Lake Sanitary District is sponsoring a project to develop a focused management plan for restoring the Baumeister wetland mitigation site located along Spring Brook, a tributary to Bohner\2019s Lake.

Project final deliverables include: a final report/focused management plan that contains all data compiled and collected, the IPM plan, the alternatives analysis, the long term monitoring plan and all comments from the 21 day public comment period.

Specific project activities include: 1) Compilation of existing WISCALM data for Spring Brook; 2) Compilation of existing vegetation monitoring data on the Baumeister site; 3) Development of an IPM plan for the Baumeister site including chemical treatment, burning, mowing and seeding; 4) Development of an alternatives analysis and a discussion of methods rejected for the project; 5) participation in a 21 day public comment period for the focused management plan and 6) outline of a monitoring strategy to measure long term success of the project.

Town Of Wheatland: Lilly Lake Apm: The Town of Wheatland will hire a contractor to conduct a plant survey and develop an aquatic plant management plan for Lily Lake. The plant survey will be a point intercept survey with 225 points. The lake will be sampled in mid-summer. The final report will contain the following elements: 1)Results of the points sampled, including sediment type found and maximum rooting depth 2)Results of a general lake survey to map general plant beds, map localized plant beds, map species distribution and a list of plant species found 3)An aquatic plant management plan that meets the requirements of NR 109.09 4)Minutes from the public meeting regarding aquatic plant issues 5)Plants not collected in earlier survey will be collected 6)Lake ordinances will be reviewed and recommendations for plant control activities will be made 7)10 copies of the report will be provided to the District and a summary of the results will be mailed by the Town to the District residents

Silver Lake Management District: Silver Lake - Aquatic Plant Management Plan Update: The Silver Lake Management District is sponsoring a project to update the Aquatic Plant Management (APM) Plan and conduct a lake user survey for Silver Lake in Kenosha County, WI.

Project final deliverables include: all data collected, agendas and minutes for planning meetings, and an APM plan that includes methodologies, results, and management alternatives discussion with an implementation plan.

Delavan Lake Sd: Lmi-Permeable Paver Roadway - Delavan Lake Association, Inc.: The Delavan Lake Sanitary District will partner with the Assembly Park subdivision to facilitate the installation of 243,000 square feet of permeable pavers for a 25.4 acre subdivision. Approximately 5 acres of local paved roads will be removed and replaced with permeable pavers. Assembly Park will enter into a 10 year maintenance agreement with the Delavan Lake Sanitary District to retain the pavers. The project deliverables include a narrative detailing the installation of the pavers and a photo essay documenting each step of the construction project.

Delavan Lake Sd: Acq-Brown'S Channel Watershed Land Acquisition #1: The Delavan Lake Sanitary District (DLSD) will use this grant to pay for part of the purchase of 18 lots along Browns Channel, part of Delavan Lake, located in the Town of Delavan. The project includes the Brown parcel (1.38 acres) and the Odling Parcel (0.30 acre), zoned Lowland Conservation District (C4). The parcel borders other DLSD lands under protection.

The DLSD will manage two invasive species, buckthorn and bush honeysuckle and other woody vegetation through yearly removal or cutting, with the goal of removing 80% within three years of property purchase. Native species will be planted in areas that non- native species are removed. Bank stabilization and stream channel habitat improvement projects will also take place.

All maintenance and improvement activities will be the responsibility of the DLSD in accordance with the Land Management Plan, dated January 22nd, 2015.

The project deliverable is the completed land purchase of 1.68 acres of land (the Brown and Odling parcels) in South Shore Manor 1st Addition.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Project final deliverables include: a copy of the final plans and specifications and a photo essay showing before and after pictures of each BMP element.
Specific project activities include: 1) development of design and final plans for the project; 2) installation of approximately 10 BMP elements along the unnamed tributary to Delavan Lake.

Special Conditions: 1) All data shall be entered into the SWIMS database; 2) Volunteer lists, equipment use lists and signatures shall be maintained for reporting in kind volunteer labor and equipment.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

The Grantee should provide the DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.

Lauderdale Lakes Management District: Lauderdale Lakes Wetland Restoration-Mill: The Lauderdale Lakes Management District will continue wetland/shoreland restoration activities on a property they own. 100 feet of shoreline will be stabilized with a combination of deltalock and biolog and planted with native aquatic plants. The approximately 7 acre wetland property will be restored where necessary. Approximately half of the wetland property needs enhancement. Invasive species will be removed. The site will be prepared and planted with native wetland plants. The project deliverable will be a short report detailing the restoration methods used. The report should contain a few before/after pictures. Department staff will tour the completed restoration site before closing the grant and issuing the final grant payment.

Town Of Delavan: Lmi - Delavan Town Park Bmp Project: The Town of Delavan is sponsoring a project to install Best Management Practices along an unnamed tributary to Delavan Lake that terminates in the Town Park.

Bohners Lake Sanitary District: Sediment Movement Study: Eight sets of samples will be taken at the Bohners Lake inlet. Samples will be analyzed for total mass weight, particle size analysis and percent organic matter. A stream flow measurement will be taken on each of the eight sampling dates. The samples will be taken with a Helley Smith Sampler. Three sets of samples will be taken under baseflow conditions and five will be taken during storm events. The project deliverable will be a report containing 1) all of the data collected (flow, total mass weight, particle size analysis and percent organic matter) for each of the eight sampling dates and 2) calculations and discussion of the total mass of material moving down the stream on an annual basis. Bohners Lake Sanitary District: Sediment Movement Study: Eight sets of samples will be taken at the Bohners Lake inlet. Samples will be analyzed for total mass weight, particle size analysis and percent organic matter. A stream flow measurement will be taken on each of the eight sampling dates. The samples will be taken with a Helley Smith Sampler. Three sets of samples will be taken under baseflow conditions and five will be taken during storm events. The project deliverable will be a report containing 1) all of the data collected (flow, total mass weight, particle size analysis and percent organic matter) for each of the eight sampling dates and 2) calculations and discussion of the total mass of material moving down the stream on an annual basis. Two paper copies and one electronic copy of the report will be provided to the DNR before the project can be closed out.

Voltz Lake Management District: Voltz Lake Plant Study: Voltz Lake Management District will contract with SEWRPC to review the current lake management plan, recreational use survey, assess the lake and land use, quantify the water quality conditions, aquatic plant management and hold public information sessions about Voltz Lake .

The DNR will be provided with both a paper copy and an electronic copy of the final report. Information will be disseminated to the public as described in the grant application.

Voltz Lake Management District: Voltz Lake Management District: The Voltz Lake Management District is sponsoring a project to develop a lake management plan for Voltz Lake.

Project final deliverables include: all data collected, agendas and minutes for public meetings, and a lake management plan that includes methodologies, results, and management alternatives discussion with an implementation plan.

Specific project activities include: 1) water quality and nutrient sampling at the deep hole; 2) full lake P/I survey; 3) spring and fall AIS surveys and mapping of beds of non native aquatic plants; 4) WiLMS modeling to determine sediment and phosphorus and other nutrients entering the lake annually; 5) compilation of existing fisheries data; 6) stakeholder survey; and 7) a report containing the results of all sampling, surveying, and modeling as well as analysis of the data.

Special Conditions: 1) All data shall be entered into the SWIMS database. 2) Draft sociological/user surveys and shoreline assessments must be reviewed and approved by the Department before being initiated.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.

Walworth Cnty Land Use & Res Mgt: Lake Community Planning Inventory-Walworth Co.: The Walworth County Land Use and Resource Management Department will develop a survey to send out to 99 units of government and lake associations in Walworth County that are directly involved with the 36 lakes in Walworth County. The survey will inquire about institutional tools, laws, ordinances, studies and educational programs that currently exist or are needed. The project deliverables include a copy of the survey and the final report containing the analysis of the completed surveys.

Grantee provide final report to DNR Lake Coordinator. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.

Walworth Cnty Land Use & Res Mgt: Lakehore Landowners Survey Grant-Walworth Co.: The Walworth County Land Use and Resource Management Department will develop a survey to send out to approximately 6000 lakeshore landowners. The survey will inquire about landowner knowledge, views, perceptions and interest in water quality problems and water quality protection measures. The project deliverables include a copy of the survey and the final report containing the analysis of the completed surveys.

The Southeastern Wisconsin Regional Planning Commission will conduct a storm water management study for the city of Burlington. The study shall identify the location and destination of current storm water flows, identify city and private property owners that have storm water capacity issues, and provide recommendations for eliminating flooding at the city's major businesses.

Lower Fox River - Illinois WatershedWatershed History Note

Within the Lower Fox River watershed in Kenosha County sits the Richard Bong State Recreation Area, which has an interesting history. In the mid 1950’s, during the Cold War, the United States Air Force chose this area to build a base which would house two fighter interceptor squadrons to protect the cities of Milwaukee and Chicago from attack by Soviet bombers. Construction had barely begun in 1956 when the Air Defense Command decided that the location might no longer be suitable, although by that time the base had already been named after Major Richard Ira Bong, a Wisconsin World War II flying ace. Over the next few years, a series of different military groups used the base, but on October 1, 1959, the Air Force announced that Bong would be closed for good. At that date, the 12,900-foot asphalt runway was just three days from having the concrete poured over it. That same day, all construction was halted. After it was closed, the base sat in disuse for many years. After becoming the hotspot for biker gangs and criminal activity, the state of Wisconsin finally bought the site in 1974. It was then turned into a park, called the Richard Bong Recreation Area. It was the state's first recreation area and encompasses 4,515 acres of rolling grassland, savanna, wetlands and scattered woodland.
