White River Watershed

Details

The White River Watershed is located primarily in Waushara County but extends south to Green Lake and Marquette counties. The watershed is 95,879 acres in size and contains 156 miles of streams and rivers, 1,017 acres of lakes and 18,495 acres of wetlands. The watershed is dominated by forest (29%), grassland (27%), agriculture (21%) and wetlands (19%), and is ranked high for nonpoint source issues affected groundwater.

Ecological Landscapes for White River Watershed

Ecological Landscapes

The White River Watershed is primarily covered by the Central Sand Hills Ecological Landscape which is located in central Wisconsin at the eastern edge of what was once Glacial Lake Wisconsin. The landforms in this Ecological Landscape are a series of glacial moraines that were later partially covered by glacial outwash. The area is characterized by a mixture of farmland, woodlots, wetlands, small kettle lakes, and cold water streams, all on sandy soils. The mosaic of glacial moraine and pitted outwash throughout this Ecological Landscape has given rise to extensive wetlands in the outwash areas, and the headwaters of coldwater streams that originate in glacial moraines. The growing season is long enough for agriculture but the sandy soils limit agricultural productivity somewhat. Historic upland vegetation consisted of oak-forest, oak savanna, and tallgrass prairie. Fens were common in this Ecological Landscape and occurred along with wet-mesic prairie, wet prairie, and rare coastal plain marshes. Current vegetation is composed of more than one-third agricultural crops, and almost 20% grasslands with smaller amounts of open wetland, open water, shrubs, barren, and urban areas. The major forested type is oak-hickory, with smaller amounts of white-red-jack pine, maple-basswood, lowland hardwoods, aspen-birch, and spruce-fir.

If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practices will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of the Healthy Lakes initiative, if applicable.

Green Lake Sanitary District: Lmi-Df-Big Green Lake Loading Feasibility Study: The Green Lake Sanitary District proposes to conduct a feasibility study to assess nutrient loadings on Big Green Lake. The project will lay the foundation for reducing nutrient and sediment loads with the lake andits tributaries. Major components will be a watershed inventory, develop watershed/lake models for predicting trophic impacts, study long-term historical influences, develop objectives and public education and awareness alternatives.

AMENDMENT #1: The Green Lake Sanitary District proposes to conduct information/education workshops, compile a partnership resource list and develop pilot shoreland restoration on five demonstration sites. ADDS $30k TO TOTAL GRANT AWARD.

AMENDMENT #2: The Green Lake Sanitary District proposes to continue with their RSVP project, requiring the funding for the shoreland technician who has been instrumental in this project. This will allow a smooth transition from a Lake grant funded temporary to a Sanitary District funded position.

Little Green Lake P & R District: Res-Little Green Lake Destratification Project: The Little Green Lake Protection & Rehabilitation District proposes to install a circulation system consisting of compressors, air delivery lines, filter system, and a housing structure. The circulation system is designed to ensure sufficient oxygen concentrations in the deep-water areas of the lake. Oxygen in deep-water areas of the lake will reduce the release of phosphorous from the lake sediment and decrease the level of lake fertilization. This will result in improved water clarity and algae conditions thereby improving water quality conditions for recreation and aesthetics.

Local resources to be provided include volunteer services during installatiotn, volunteer services regarding project management, and financial contribution from Green Lake County.

The project deliverables will include design and installation of a system of compressors and airline sufficient to circulate lake water in the deepest portions of the lake generally greater than 15 feet; report of evaluation monitoring of lake nutrient and mixing conditions after the system becomes operational; and, conduct pre and post operation public informational meetings and prepare fact sheets (current lake conditions, descriptions of circ system, goals/benefits/ecological effects).

Spring Lake Management District: Hlk - Spring Lake Waushara County Healthy Lakes Grant: Partnering with property owners, Spring Lake Management District is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes & Rivers Action Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: a project summary including data requirements, pre/post photographs, and confirmation of completed design work and landowner contracts. A Healthy Lakes Example Report is available to assist you.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Marl Lake P & R District: Marl Lake Comprehensive Management Plan: Marl Lake District proposes to development of a comprehensive lake management plan that would be used as a guide for the future management, enhancement, and protection of Marl Lake and its watershed. Specifically, the project will delineate the lakes watershed and existing land use, collect baseline water quality conditions, conduct a comprehensive aquatic vegetation survey, and provide an information and education component.

A report in the form of a comprehensive lake management plan will be provided to the Department of Natural Resources in both a paper copy and an electronic copy. White River Flowage Assn: White River Flowage Apm Plan: The White River Flowage Association proposes to develop an aquatic plant management plan and conduct an aquatic plant survey. The survey will include 15 transects with 2 plant collections archived, one with the consultant Aron and Assoc, and one with White River Flowage Assoc. The aquatic plant management plan (APM plan) will follow existing DNR guidelines (rake coverage method*) and include: goals and objectives reached via a public participation process; a description of the public participation process utilized for goal and objectives setting; historical overview of White River Flowage (WRF) plant management; maps of the plant community, general lake structure, and sensitive areas; review of aesthetic qualities; review of lake use and lake use issues and any lake use ordinances specific to WRF; a review of APM alternatives specific to WRF; aquatic plant survey data, summary and GPS coordinates of all sampling points; a watershed overview with analysis relative to watershed factors that influence the WRF plant community.

The DNR will be adopting a revised plant survey protocol, including a "Point Intercept" method based on a grid rather than transects. The WRF is encouraged, but not required under this grant, to adopt this methodology. More information can be obtained by contacting you APM coordinator.

Fox Valley Trout Unlimited: West Branch White River Restoration At Younglove Easement: This project restores trout habitat in the West Branch of the White River to sustain populations by providing shelter, feeding and spawning habitat, reduces bank erosion and removes old structures enabling natural stream flow reconnected to its floodplain.

Project final deliverables include: 1,749 feet of stream restoration and 2,535 feet of improved fisher access by December 31st, 2023

Specific project activities include: 1) Install 6 brush bundle complexes 2) Install 4 log sills 3) Install 1 weir 4) remove or modify 10 old habitat structures 5) Improve fisher access along 2,535 feet of riparian corridor

Special Conditions: 1) Send DNR Water Quality staff before and after photos of structures, streambank erosion and brush bundle installation and riparian corridor restoration. Report annual updates on project progress and a final report to the DNR Water Quality and EGS staff by December 31st, 2023

White River WatershedWatershed History Note

The Village of Neshkoro and the City of Wautoma are located within the White River Watershed. Wisconsin was described as having similar climate and soil to that of Germany, and so, in 1847-48 with government land available, German immigrants came to the Neshkoro area. Some of the area's early industries included a foundry, brick manufacturer, harness shop, meat market, mercantile shop, woolen mill, grist mill, hotels and diners. Agriculture and farming also played a large part in Neshkoro's early history. The completion of the railroad in 1901 accounted for the continuing progress in Neshkoro's economy and growth. The building of the White River Power Company dates back to 1924 and included a concrete dam, tile powerhouse building, home and bridge across the lower White River, thus giving Neshkoro the nickname "the Old Mill Town".
