Little Peshtigo River Watershed

Details

The North Branch of Beaver Creek is an 11.86 mile long tributary to the Peshtigo River located within the Little Peshtigo River watershed in southern Marinette County. The North Branch Beaver Creek sub-watershed is 20.8 square miles in size and supports mainly cool to cold water streams. The North Branch Beaver Creek is an excellent brown and brook trout stream with hard, clear, and slightly alkaline water conducive to high productivity.

Walker Creek, and a smaller unnamed headwater stream, comprise the surrounding waters capable of supporting trout and mottled sculpin. These waters are designated Outstanding Resource Waters (see Outstanding Waters, NR 102 Wisconsin Adm. Code). No waterways are currently known to be impaired in the subwatershed. Currently, there are no permitted wastewater dischargers in the area; however, one concentrated animal feeding operation (CAFO) is located just north of, and outside of, the watershed boundary.

Land use in the North Branch Beaver Creek sub-watershed is primarily forested wetlands with some agricultural production along the southern and northern borders of the watershed. The land use along the creek’s riparian corridor is largely conifer wetlands comprised of white cedar. Like most of southern Marinette County, historical logging practices followed by fire and subsequent agricultural development have led to what are called “legacy impacts” on area streams. These include susceptibility to erosion, hydrologic modification, and an elevated level of turbidity compared to what may have existed prior to human induced landscape change. Conservation work to protect the stream dates back to the 1950’s when the first project to fence the stream (to reduce streambank erosion from trampling banks by livestock) occurred. Since that time, the state has acquired significant land ownership within the watershed, which has reduced degradation of stream quality due to land uses in stream corridors. The headwaters of the North Branch of Beaver Creek are of special importance. Williston Springs, the origin of Beaver Creek, is joined downstream by a series of spring seeps along the banks of the river to form the headwaters.

The village of Coleman operates a wastewater treatment plant which discharges to the Little Peshtigo River. Friday Canning discharges can cooling water and boiler blowdown to an unnamed tributary to the Little Peshtigo River. Four dams have been constructed in this watershed.

Ecological Landscapes for Little Peshtigo River Watershed

Ecological Landscapes

The Little Pestigo River Watershed is located primarily within the Northern Lake Michigan Coastal Ecological Landscape which is located in northeastern Wisconsin, and includes Green Bay and the northern part of the Door Peninsula. Its landforms consist of the Niagara escarpment, a prominent dolomite outcropping along the east side of Green Bay, a lacustrine plain along the west side of Green Bay, and ground moraine elsewhere. Low sand dunes and beach ridges that support Great Lakes endemics and many other rare species are found along the Great Lakes shoreline. The influence of Lake Michigan moderates extreme temperatures. Soils are very diverse; in some areas, lacustrine sands are found overlying clays or bedrock within only a few feet of the surface. In the Door Peninsula, soils are typically stony loamy sands to loams. Poorly drained sands are common in the lake plain or in depressions between dunes and beach ridges. On the western side of Green Bay, the ground moraine is composed mostly of moderately well drained, rocky sandy loams, interspersed with lacustrine sands and clays, and peat and muck also common. Historic vegetation included maple-basswood-beech forest, hemlock-hardwood forest, northern white cedar swamp, hardwood-conifer swamp, wet meadows, and coastal marshes. Conifer dominated upland forests that resemble the boreal forest were present along Lake Michigan; they contain a significant component of white spruce and balsam fir. Cliffs, sinkholes, and dolomite ledges are associated with the Niagara Escarpment. Current vegetation consists of more than 60% non-forested land, most of which is in agricultural crops, with smaller amounts of grassland, wetland, shrubland, and urbanized areas. Forested lands are dominated by maple-basswood, with smaller amounts of lowland hardwoods, aspen-birch, and lowland conifers. High quality areas of exposed alkaline bedrock beach occur on the northern Door Peninsula, providing habitat for many rare plants. Several islands lie off the Door Peninsula and these also provide critical habitat for rare species and colonially nesting birds.

White Potato Lake Sportsman Club: White Potato Lake Ewm Emergency Response: The White Potato Lake Sportsman\2019s Club proposes to control Eurasian Watermilfoil in White Potato Lake by implementing surveying and control measures during the period 2019-2020. The project elements and deliverables are specified in the White Potato Lake Sportsman\2019s Club\2019s Aquatic Invasive Species Emergency Response Grant application, dated May 1, 2019.

The project includes conducting early season Aquatic Invasive Species surveys (AIS), biomass late summer surveys, and one point intercept survey, using the DNR Aquatic Plant Treatment Evaluation Protocol http://www4.uwsp.edu/cnr/uwexlakes/ecology/APM/Appendix-D.pdf. Additionally, Eurasian Watermilfoil will be controlled using DASH (diver assisted suction harvesting) and/or hand pulling. Annual progress reports and a final report summarizing the 2-year project will be provided to DNR. The project final deliverables of Oconto County Lake Study and Planning, Phase 2, Grant 11 is to create lake management plans for Green, Shay, Star, Ucil, Underwood, and Wescott Lakes. The plans will include the review elements listed in NR 191.45 with brief interpretations written for a citizen audience with sections on water quality, the aquatic plant community, AIS, shorelands, fisheries, lake settings, and watersheds with associated land uses. Overall, this project also proposes to assess the capacity of groups and lake front property owners through Meet Your Scientist/Capacity Building Meetings. The DNR Biologists will conduct Aquatic Plant Point Intercept Surveys, Woody Habitat Surveys, Shoreline Surveys, Aquatic Invasive Species Surveys, Water Quality Sampling, and will update lake bathymetry.

Pickerel Chain Lakes Association: Lmi - Little Pickerel Aeration Implementation Project: The Pickerel Chain Association proposes to install an aerator in Little Pickerel Lake. The project elements and deliverables are specified in the Pickerel Lake\2019s Protection Grant application, dated February 1, 2017.

This grant will fund the installation of an aeration system in Little Pickerel Lake. The aeration system will be installed in 2017 using PCLA members and assisted by the Oconto County WDNR fisheries staff for placing the airline and diffusers. Providing electric power and completing the on-shore preparation work to house the system compressors will occur in late summer/fall. Placement of the system airlines and diffusers into the lake will occur in the fall of 2017. Signing at all public access points to all three lakes of the chain will be placed prior to the ground freezing and the lake forming an ice cover. Open water safety fencing will be installed using the same type fencing system used on Pickerel Lake and will be placed by PCLA members once safe ice for foot travel is present.

Chute Lake P & R District: Hlk - Chute Pond Healthy Lakes 2017: Partnering with property owners, Chute Lake Protection & Rehabilitation District #1 is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Pickerel Chain Lakes Association: Lmi - Little Pickerel Aeration Implementation Project: The Pickerel Chain Association proposes to install an aerator in Little Pickerel Lake. The project elements and deliverables are specified in the Pickerel Lake\2019s Protection Grant application, dated February 1, 2017.

This grant will fund the installation of an aeration system in Little Pickerel Lake. The aeration system will be installed in 2017 using PCLA members and assisted by the Oconto County WDNR fisheries staff for placing the airline and diffusers. Providing electric power and completing the on-shore preparation work to house the system compressors will occur in late summer/fall. Placement of the system airlines and diffusers into the lake will occur in the fall of 2017. Signing at all public access points to all three lakes of the chain will be placed prior to the ground freezing and the lake forming an ice cover. Open water safety fencing will be installed using the same type fencing system used on Pickerel Lake and will be placed by PCLA members once safe ice for foot travel is present.

If consultant is to provide the final report, it is recommended that the Grantee provide the DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR will be provided both paper and electronic .pdf copies of the final report along with, or prior to, submission of grantee\2019s final payment request. Trout Unlimited Inc: Mcdonald Creek At Parkway Road Aquatic Habitat Reconnection Project: Trout Unlimited is sponsoring a project that will implement a Coldwater habitat connectivity project on McDonald Creek in Oconto county. The project will replace an undersized and perched culvert with a new crossing structure that will benefit native Brook Trout and other aquatic organism passage.

Specific project activities include: 1) Complete final design plans for crossing at Parkway Road 2) Remove old perched and undersized crossing 3) install new crossing using stream simulation design methods

Project final deliverables include: Final design plans, pre/post photographs of crossing, and a final summary report will be provided comparing pre-post construction fish passage scores, velocity, flows, and bed compositions.

Watershed History Note

The communities of Coleman and Pound are located in the Little Peshtigo River watershed. The villages were named after Thaddeus Coleman Pound, a Wisconsin state politician who was the grandfather of the poet, Ezra Pound. Between 1870 until the turn of the century, four distinct settlements made up the village: to the north were the Scandinavian people, to the South, in and around Coleman, were the French, east of Pound was a well known German settlement, and later the Polish people settled in the West. Among these, there were many families that came from New York, who were affectionately referred to as "The Down-Easters." Most of these people migrated to this area after the famous Peshtigo Fire of 1871. This was the beginning of a new town. In those early days, life was extremely hard. Several days were set aside for a shopping trip to nearby stores in Peshtigo or Marinette. Some of these trips were made by foot, others by horse and buggy. In 1882, the dreams of the Coleman area settlers were answered when a new railroad track was laid between Coleman and Pound. The tracks brought settlers closer to markets in other cities and provided a shorter route for lumber to travel. In 1884 the rails extended from Coleman and Pound and eventually to Crivitz and Marinette, which brought in more goods and more settlers. In 1903 the Village of Coleman was incorporated, with 562 residents living in a one square mile radius.
