Lower Peshtigo River Watershed

Details

The Lower Peshtigo River Watershed is situated in southeastern Marinette County. The Peshtigo River (WBIC: 515500) is the major surface waterbody in the watershed. The community of Peshtigo and part of the city of Marinette are located in this watershed. Soils in the watershed are primarily poorly drained, sandy and mucky soils in glacial lake basins. Wetlands are abundant around Gravelly and Mud brooks in the north and along the Green Bay shoreline in the southwestern portion of the watershed.

In 2018 a targeted watershed approach plan was published. This Targeted Watershed Assessment monitoring project provided substantial data to analyze current conditions and to make recommendations for future management actions in the area. For more information go to the TWA Project Online.

Nonpoint and Point Sources

Point source dischargers in the watershed include Badger Paper Company and the city of Peshtigo WWTP. There is a perception by many members of the public that a dioxin problem exists in the lower portion of the Peshtigo River. DNR does not have data which indicate that such a problem exists

Ecological Landscapes for Lower Peshtigo River Watershed

Ecological Landscapes

The Lower Peshtigo River Watershed is located primarily within the Northern Lake Michigan Coastal Ecological Landscape which is located in northeastern Wisconsin, and includes Green Bay and the northern part of the Door Peninsula. Its landforms consist of the Niagara escarpment, a prominent dolomite outcropping along the east side of Green Bay, a lacustrine plain along the west side of Green Bay, and ground moraine elsewhere. Low sand dunes and beach ridges that support Great Lakes endemics and many other rare species are found along the Great Lakes shoreline. The influence of Lake Michigan moderates extreme temperatures. Soils are very diverse; in some areas, lacustrine sands are found overlying clays or bedrock within only a few feet of the surface. In the Door Peninsula, soils are typically stony loamy sands to loams. Poorly drained sands are common in the lake plain or in depressions between dunes and beach ridges. On the western side of Green Bay, the ground moraine is composed mostly of moderately well drained, rocky sandy loams, interspersed with lacustrine sands and clays, and peat and muck also common. Historic vegetation included maple-basswood-beech forest, hemlock-hardwood forest, northern white cedar swamp, hardwood-conifer swamp, wet meadows, and coastal marshes. Conifer dominated upland forests that resemble the boreal forest were present along Lake Michigan; they contain a significant component of white spruce and balsam fir. Cliffs, sinkholes, and dolomite ledges are associated with the Niagara Escarpment. Current vegetation consists of more than 60% non-forested land, most of which is in agricultural crops, with smaller amounts of grassland, wetland, shrubland, and urbanized areas. Forested lands are dominated by maple-basswood, with smaller amounts of lowland hardwoods, aspen-birch, and lowland conifers. High quality areas of exposed alkaline bedrock beach occur on the northern Door Peninsula, providing habitat for many rare plants. Several islands lie off the Door Peninsula and these also provide critical habitat for rare species and colonially nesting birds.

City Of Peshtigo: Peshtigo Flowage Ais Education, Planning & Prevention Project: The City of Peshtigo proposes to develop a Comprehensive Aquatic Plant Management (APM) by December 2011, which will focus on native plant protection and prevention, and control of aquatic invasive species (AIS). The project elements and deliverables are specified in the City of Peshtigo\2019s Aquatic Invasive Species Control Grant application, dated July 22, 2009. The project will; conduct a point/intercept survey of the aquatic plant community in Peshtigo Flowage using WDNR aquatic plant survey methodology; determine the extent, distribution and density of Eurasian water-milfoil and any other AIS; prepare and develop an APM Plan consistent with DNR guidelines, including an AIS prevention and control plan; educate lake users of native plant protection and AIS prevention and control measures; and implement the \201CClean Boats, Clean Waters\201D watercraft inspection program. Watercraft inspectors will attend a current \201CClean Boats, Clean Waters\201D training session sponsored by UW-Extension staff. Watercraft inspection records will be entered into the State\2019s online Watercraft Inspection Database. The final report will include the Peshtigo Flowage\2019s Aquatic Plant Management Plan that meets the requirements of Wisconsin Chapter NR198.43(1). If consultant is to provide the final report, it is recommended the Grantee provide the DNR Aquatic Invasive Species Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Winegar Pond Invasive Species Control In A Green Bay Wetland: Winegar Pond is a 120-acre Lake Michigan coastal wetland located near the mouth of the Peshtigo River in the Green Bay of Wisconsin. The wetland is owned and managed by the Wisconsin Department of Natural Resources as part of the Green Bay West Shores Wildlife Area - Peshtigo Harbor Unit. The wetland has a natural hydrologic connection to the Peshtigo River through a narrow tributary channel and to Green Bay through an approximately 100 foot shallow swale. We intend to install two fish passage structures that will prevent seasonal migration by carp but allow adult native gamefish to reproduce and annually recruit juvenile gamefish with access to the Peshtigo River and Green Bay. Each spring, adult non-native common carp (Cyprinus carpio) invade Winegar Pond to spawn. Shallow depths and warm spring run-off events that flow through Winegar Pond make it an attractive area for increased carp spawning activity. As a result, carp uproot vegetation and reduce water quality via increased turbidity, destroying native emergent and submerged aquatic plant communities. This has also promoted the invasion of non-native phragmites (Phragmites australis) resulting in a negative impact on native fish recruitment and reduced migratory bird nesting success. In addition to the fish passage structures, we will chemically treat and manage 100 acres of existing stands of phragmites directly adjacent to Winegar Pond.

If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Pickerel Chain Lakes Association: Lmi - Little Pickerel Aeration Implementation Project: The Pickerel Chain Association proposes to install an aerator in Little Pickerel Lake. The project elements and deliverables are specified in the Pickerel Lake\2019s Protection Grant application, dated February 1, 2017.

This grant will fund the installation of an aeration system in Little Pickerel Lake. The aeration system will be installed in 2017 using PCLA members and assisted by the Oconto County WDNR fisheries staff for placing the airline and diffusers. Providing electric power and completing the on-shore preparation work to house the system compressors will occur in late summer/fall. Placement of the system airlines and diffusers into the lake will occur in the fall of 2017. Signing at all public access points to all three lakes of the chain will be placed prior to the ground freezing and the lake forming an ice cover. Open water safety fencing will be installed using the same type fencing system used on Pickerel Lake and will be placed by PCLA members once safe ice for foot travel is present.

If consultant is to provide the final report, it is recommended that the Grantee provide the DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR will be provided both paper and electronic .pdf copies of the final report along with, or prior to, submission of grantee\2019s final payment request. Chute Lake P & R District: Hlk - Chute Pond Healthy Lakes 2017: Partnering with property owners, Chute Lake Protection & Rehabilitation District #1 is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Priorities

Focus efforts to reduce non-point source impacts in the Trout and Bundy Creek Subwatershed and the small tributaries to Lake Michigan and the Peshtigo River below Hwy 64. Efforts should focus on landowners willingness to improve stream buffers, manage manure and inorganic nutrient application, improve tillage practices to prevent upland soils losses, and improve overall soil health in the watershed.

Winegar Pond is a 120-acre Lake Michigan coastal wetland located near the mouth of the Peshtigo River in the Green Bay of Wisconsin. We intend to install two fish passage structures that will prevent seasonal migration by carp but allow adult native gamefish to reproduce and annually recruit juvenile gamefish with access to the Peshtigo River and Green Bay. On the evening of October 8, 1971, the Lower Peshtigo River watershed was the location of the worst fire in North American history. Although the Great Chicago Fire, which occurred on the same day, is better known, the Peshtigo Fire covered about 2,400 square miles, or 1.5 million acres in Wisconsin and Upper Michigan, an area twice the size of Rhode Island, and took between 1,200 and 2,400 lives. At the same time, forest fires also ravaged vast areas of Lower Michigan. Many who survived had loved ones who did not. Some survivors suffered physical and mental scars for the rest of their lives. For a few, the personal and economic loss was so great that they had no other option but to live out their days at the county poor farm or asylum. Individuals who did not experience the tragedy first hand, but who came from outside to help clean up the town and bury the dead, were also deeply affected. The intensity of the fire was due to a prolonged and widespread drought and high temperatures, capped off by a cyclonic storm in early October. The fire was fueled by various settlement and industry practices such as: the clearing of hardwood growth for farm crops, piles of brush left in the woods which created dry tinder, railroad right-of-ways full of cleared trees and brush which could easily be ignited by sparks from the steam engines, sawmills with large supplies of bark and sawdust, and finally, the fact that almost all settled towns were built out of wood. When news of the tragedy at Peshtigo finally reached Madison on October 10, 1871, Governor Lucius Fairchild and other state officials were away at Chicago, helping the victims of that fire. The governor's wife Frances commandeered a boxcar of blankets and other supplies that was bound for Chicago and had it sent to Peshtigo instead.
