Details

The Upper Fox River Watershed is located almost entirely in Waukesha County, with a very small portion located in Washington County. The Upper Fox River is the principal perennial stream in the watershed. Other significant perennial streams include Brandy Brook, Deer Creek, Pebble Creek, Pewaukee River, Poplar Creek and Sussex Creek. There are many incorporated municipalities within the watershed including the Cities of Brookfield, Delafield, New Berlin, Pewaukee and Waukesha. Also included are the Villages of Hartland, Lannon, Menomonee Falls, Pewaukee, Sussex and Wales. The Upper Fox River Watershed contains over 80 miles of perennial streams exhibiting a wide range of quality. The Fox River, Frame Park Creek and Zion Creek are listed as impaired waters on the state's 303(d) list. Cocoa Creek, which flows into Pewaukee Lake, has the potential to support a cold water community. The Pewaukee River contains a fairly decent forage and gamefish population. Sussex Creek has been impacted by development and mining in the area. This area is severely impacted by development and by increases in the amount of impervious surfaces. This contributes to the flashy nature of the streams in this area. Impoundments contribute to decreased fish migration and degraded water quality. Today, both the mainstem and north branch of Frame Park Creek suffer from severe impairments. The majority of wet­lands originally present have been drained and filled. The combined effects of stream modifications like channel ma­nipulation, relocation, and enclosure have damaged water and habitat quality. These water bodies are included on WDNR’s statewide list of polluted and impaired waters for degraded habitat, chronic toxicity, temperature, and low dissolved oxy­gen due to point and non-point source discharges. At 2,493 acres, Pewaukee Lake is the only lake of significant size in the watershed.

Population, Land Use

The 2001 National Land Cover Data shows that the Upper Fox River Watershed is dominated by agricultural land use (37%), followed closely by urban and suburban land uses (30%).Frame Park Creek, which lies mostly in the City of Waukesha, with just under 10 % contained in the Towns of Brookfi eld and Waukesha. Data from the Southeastern Wisconsin Regional Planning Commission showed that in 2000, 75% of the land in the watershed was developed for residential, industrial and commercial uses or occupied by roadways and other utility corridors. Undeveloped open space accounted for 18% of the watershed with woodlands, wetlands and parklands rounding out the remaining 7%.

Ecological Landscapes for Upper Fox River - Illinois Watershed

Ecological Landscapes

The Upper Fox River - Illinois is located primarily in the Southeast Glacial Plains Ecological Landscape which makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Hydrologic Features

Frame Park Creek consists of a tributary and the mainstem; North Branch of Frame Park Creek and Frame Park Creek, respectively. Both the tributary and the mainstem are formed by springs, wetlands, and overland drainage, before receiving flow from urban stormwater runoff. Complicating matters, filled wetlands and leaching landfills are sus­pected of contributing contaminants to Frame Park Creek. After meeting the North Branch, Frame Park Creek flows northwest, then west, ultimately running underground for almost 600 meters, to emerge into a park managed by the City of Waukesha called, appropriately enough, Frame Park. The stream fl ows 100 meters through Frame Park before exiting into the Barstow Impoundment of the Fox River. In addition to Frame Park Creek, the water­shed has other significant water features. Despite decades of development happening all around them, marshes and streams in this watershed continue to provide habitat and natural stormwater detention.

The Upper Fox River Watershed contains over 80 miles of perennial streams exhibiting a wide range of quality. The Fox River, Frame Park Creek, Spring Creek / Sussex Creek, Poplar Creek, Zion Creek, and various perennial streams are im­paired. Cocoa Creek, which flows into Pewaukee Lake, has the potential to support a cold water community. The Pewaukee River contains a fairly decent forage and gamefish population. Sussex Creek has been impacted by development and mining in the area. This area is severely impacted by development and by increases in the amount of impervious surfaces. This contributes to the flashy nature of the streams in this area. Impoundments contribute to decreased fish migration and degraded water quality. Frame Park Creek Frame Park Creek is the unofficial name of a largely overlooked small stream located in the midst of a densely urbanized landscape. It consists of a 1.9 kilometer long tributary called the North Branch, and a 2.1 kilometer long Mainstem called Frame Park Creek. Both the tributary and the Mainstem begin as wetland and overland drainage before receiving the majority of their flow from urban stormwater runoff. After the Mainstem and North Branch meet, just downstream of Na­tional Avenue, Frame Park Creek flows northwest for approximately 480 meters, going under Main Street, before turning left under Cleveland Avenue. The creek then flows through a storm sewer that runs under Perkins Street. Frame Park Creek emerges from its underground enclosure west of the train tracks near Frame Park which borders the Illinois Fox River. The creek flows 100 meters through the park before pouring into the Barstow Impoundment of the Fox River. During the 1970’s the creek was diverted from under a factory to the storm sewer under Perkins Street. Frame Park Creek is severely impaired from historic stream modifications, including channel manipulations, relocations and enclosures, and polluted stormwater runoff, which have damaged both water and habitat quality. Both the mainstem and the North Branch are currently included on WDNR’s statewide list of polluted and impaired waters for degraded habitat, chronic toxicity, temperature, and low dissolved oxygen due to point and non-point source discharges. Pebble Creek, and its major tributary Brandy Brook, drain approximately 18 square miles located in the extreme southwest corner of the Upper Fox River Basin before flowing into the Illinois Fox River just north of State Highway 59. Pebble Creek has the potential to support a coldwater Class I and II brook and brown trout fishery. Although Brook trout have never been recorded in this urbanizing watershed, healthy populations of mottled sculpin, a coldwater indicator species, have been recorded in the headwaters of this stream system. Since the mid 1990s, the WDNR has annually stocked brown trout at CTH TT and the trout have responded well to this effort. While the upper portions of the watershed contain coldwater species, the lower portions of Pebble Creek extending from CTH D to the confluence with the Fox River contain northern pike among several other high-quality warmwater species (Pebble Creek Watershed Protection Plan, Southeastern Wisconsin Regional Planning Commission, Community Assistance Report No. 284, 2008).

Lakes and Impoundments

Fifty lakes are located in the Upper Fox Watershed, ranging from small unnamed lakes near an acre in size to large im­poundments of the Fox River, such as the Barstow Impoundment, which is 27 acres or the natural lake, Pewaukee, which covers 2493.0 acres in size. In the last 10 years 15 of these 50 lakes have been monitored, but only three have documented, confirmed condition information. Pewaukee Lake and Etter Lake are in ‘good’ condition, while Barstow Impoundment is in poor condition and is on the state’s impaired waters list.

Wetland Health

Wetland Status The Upper Fox River Watershed is located almost entirely in Waukesha County, with a very small portion located in Washington County. The watershed consists of primarily of wetland habitat. An estimated 11% of the current land uses in the watershed are wetlands. Only 54% of the original wetlands in the watershed are estimated to exist. Of these wetlands, a mixture of forested wetlands (43%), shrub wetlands (27%) and emergent wetlands (26%), which includes wet meadows and marshes dominate the landscape. Other unidentified types of wetlands make up 45% of the wetlands in the watershed. Wetland Condition Little is known about the condition of the remaining wetlands but estimates of reed canary grass infestations, an opportunistic aquatic invasive wetland plant, into different wetland types has been estimated based on satellite imagery. This information shows that reed canary grass dominates 62% of the existing emergent wetlands, which include marshes and wet meadows, and 23% of the remaining shrub wetlands. Reed Canary Grass domination inhibits successful establishment of native wetland species. Wetland Restorability Of the 8,850 acres of estimated lost wetlands in the watershed, approximately 53% are considered potentially restorable based on modeled data, including soil types, land use and land cover (Chris Smith, DNR, 2009).

Impaired Waters

The Upper Fox River Watershed contains eleven impaired waters, one of which is Frame Park Creek. Majority of the pollutants in these waters include: PCBs, phosphorus, sediment/total suspended solids; thus, leading to degraded habitat, contaminated sediment, low dissolved oxygen levels, and contaminated fish tissues.

Groundwater

The City of Waukesha, one of Wisconsin’s 10 most populous cities, gets most of its municipal water from the deep sandstone aquifer. This water frequently exceeds the federal standard for radium, a naturally occurring radioactive element. The City is currently under a state order to reduce the radium in its water by June 30, 2018 to comply with the federal standard. The City is currently investigating several options for reducing its radium concentrations including the increased blending of radium tainted water from the deep aquifer with radium free water from new shallow aquifer wells, the instal­lation of radium removal equipment, and procuring Lake Michigan water.

Lake Pewaukee Sanitary District: Floating Yellow Heart - Pewaukee: The Pewaukee Lake Sanitary District will hire a contractor to attempt an eradication of yellow floating heart, an exotic plant species, located in two ponds adjacent to Coco Creek. Coco creek drains to Pewaukee Lake. One pond will be dredged. The dredge spoils will be placed in a preexisting spoil pit. The other pond will be filled in with dredge spoils from a third pond that does not contain yellow floating heart. 50 cubic yards of clean top soil will be placed on top of any location containing dredge spoils from the yellow floating heart ponds. Filter fabric, erosion control mats and rocks will be placed on the banks of the dredged ponds to stabilize the slopes and prevent germination of yellow floating heart seeds in 2011. Equipment will be cleaned and the site will be staged to prevent the transportation of yellow floating heart seeds. Project deliverables include 1) before and after photographs of the project site with accompanying text to explain the photographs and 2) a daily activity journal to be completed by the landowner and contractor detailing the decisions made and the construction sequence during the project.

Lake Pewaukee Sanitary District: Cbcw Pewaukee Lake: The Pewaukee Lake Sanitary District will continue their Clean Boats, Clean Waters program in 2010. Elements of the report include 1) Results of the point intercept survey - raw data; 2) Summary tables that list the plants found, # sites found, overall % frequency of occurrence, % relative frequency of occurrence, overall average density rating and relative average density rating; 3) A discussion (text) that explains what the results mean and an overall assessment of the plant community in the lake; and 4) Point intercept maps for each exotic species and the top three to five native plants.

City Of Delafield: Hlk-Graham Street & Misc Private Property Hl Bmps: The City of Delafield will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan on Nagawicka Lake. Practices include: 350 ft2 native plantings, rain gardens, and diversion practices on 3 properties, including the City\2019s Graham Street demonstration site.
The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Big Muskego/Bass Bay P & R District: Lmi-Df-Lake Drawdown Diagnostic Feasibility Study: The Big Muskego/Bass Bay Protection and Rehabilitation District proposes to conduct an extensive water quality and aquatic plant diagnostic feasibility examination of the proposed drawdown and fish eradication at Big Muskego Lake. Project activities include determining rates of nitrogen and phosphorous release from sediments, analyzing sediment cores to determine moisture content, density, organic matter, total sediment nitrogen and phohphorous, porewater nitrogen and phosphorous, extractable phosphorous, and exchangeable sediment nitrogen, and evaluating changes in the distribution, abundance, and species composistion of aquatic macrophytes from aerial photography and field survey work before and after drawdown. This agreement covers the costs of the activities listed in the application as scheduled to be performed during 1995. The US Army Corps of Engineers will provide 50% cost share assistance in match to finance the study.

Cedar Lakes Conservation Foundation: Acq-Big Cedar Lake Land Acquisition - Hembel Property: The Cedar Lakes Conservation Foundation will acquire 103 acres of land situated within a major subwatershed of and that drains toward Big Cedar Lake. The stream that passes through the property has been identified as a major source of nonpoint pollution responsible for cropland sediment loading to the lake. The primary goals of the property's management plan are (1) existing wooded portions of the land will be preserved in their natural state (2) certain wetland areas will be restored; lands associated with the stream, buffer strips, and grassed waterways will be maintained and managed by the lake district and (3) rental of existing croplands will be conditioned on the implementation of practices contaiend in the LCD cropland management plan. Croplands no longer rented for agricultural purposes will be planted in native species of grasses, shrubs, and trees. Eligible costs aer outlined on the attached Cost Estimate Worksheet.

Waukesha County Land Conservancy: Acq-Wilson Parcel - Lily Lake: The Waukesha Land Conservancy wishes to purchase 60 acres of land in the SW corner of Waukesha County. Two lakes (Henrietta and Waterville) lie within 750 feet of the property and the parcel contains a 3.2 acre lake, named Lily Lake. The property is also adjacent to Scuppernong Creek. The parcel contains deep marsh, a bog and sedge meadow and is listed as Class 1 Wildlife Habitat. The Waukesha Land Conservancy will provide an area for canoe access and parking. The parcel is listed as a NA-2 by SEWRPC. The landowner is donating $55,000 of value and accepting an offer less than the certified value.
AMENDMENT: The Waukesha Land Conservancy will purchase a total of 60.68 acres, and the project also includes a 40 foot-wide easement and 35 foot-wide building setback extending around the edge of the property acquired and the eastern edge of the wetland complex for the purpose of protecting the wetland and the lake (see project file for legal description).

Village Of Lac La Belle: Acq- Canceled Lac La Belle Stream Corridor Easement: The Village of Lac La Belle will purchase conservation easements on three Alan Runyard properties in an effort to reduce sediment and phosphorus that flow into Lac La Belle through the Golf Course Stream on the north side of the lake by implementation of best management practices. BMPs include buffer strips planted with native vegetation, clearing of invasive species, and stream bank stabilization. Two properties will have a 75\2019 conservation easement on the east side of the property, along the west bank of the Golf Course Stream. A third conservation easement will be for the construction of a 2.2 acre water quality basin that will intercept runoff and allow pollutants to be removed through settling.

The conservation easements will be held in perpetuity by the Village of Lac La Belle, the grant application sponsor.

The site will be maintained by the easement holder (Village of Lac La Belle) or its designee. Public access is not part of the easement agreement, but as the easement holder, the Village will have the right to enter, construct, install, inspect, operate, maintain, replace and repair landscape and drainage features or improvements within the easement area. The Village will also retain the right to add or remove soils and/or vegetation within the easement.

Special conditions for submittal of recorded easement, canceled checks for purchase of easement and other eligible associated acquisition costs, and other documents will be detailed in the grant contract. Exact details for all deliverables are described in the project description of grant application.

Little Muskego Lake P & R District: Acq-Little Muskego Lake Land Acquisition - Bohn Property: The Little Muskego Lake P & R District will acquire 8.8 acres located in the SW 1/4 of Section 33 in the City of New Berlin, as part of the Little Muskego Lake Community's plan to purchase, reclaim, restore and preserve approximately 12 miles of stream corridor tributary to Little Muskego Lake. The property includes a segment of Calhoun Creek, wooded floodplain, wetlands, and uplands. Long term goals for this property include maintaining it in its present natural condition. Activities that will be considered for implementation per the property's land management plan include establishment of a prairie on the uplands, construction and placement of wood duck houses, developing a fish habitat improvement plan, and planning and construction of a stable formal trail system within the parcel.

City Of Muskego: Res-Little Muskego- Holz Island Restoration: The City of Muskego will install a number of shoreline restoration best management practices on Holz Island, located on Little Muskego Lake. These include vegetated rip rap, coconut logs, tree drops, emergent shoreline plantings and prairie plantings. Existing invasive plant species on the island will be cleared and eradicated to the extent possible. Quantities, lengths and methods have been outlined in the grant application. The project deliverables include implementation of the grant application as well as a short report detailing accomplishments, hours spent, materials placed and a picture essay. The picture essay should include before, during and after pictures. Two paper and one electronic copy of the report should be submitted.

City Of Muskego: Res-Little Muskego- Holz Island Restoration: The City of Muskego will install a number of shoreline restoration best management practices on Holz Island, located on Little Muskego Lake. These include vegetated rip rap, coconut logs, tree drops, emergent shoreline plantings and prairie plantings. Existing invasive plant species on the island will be cleared and eradicated to the extent possible. Quantities, lengths and methods have been outlined in the grant application. The project deliverables include implementation of the grant application as well as a short report detailing accomplishments, hours spent, materials placed and a picture essay. The picture essay should include before, during and after pictures. Two paper and one electronic copy of the report should be submitted.

Waukesha County Land Conservancy: Acq-Nagawicka Lake Land Acquisition-R&M Investments Property: The Waukesha Land Conservancy proposes to acquire 12.4 acres of land, including 411 feet of shoreline, situated on nagawicka Lake in the Village of Nashota, WUkesha County for lake protection purposes. The property includes approxi 5 acres of upland and 7 acres of wetland that is part of a larger Tamarack Bog. The primary goals of the property's land management plan are to maintain and enhance the natural state of the property, to control non-native and non-bog species, and to allow public access for recreational uses such as hiking, nature appreciation, and for educational purposes.

City Of Delafield: Hlk-Graham Street & Misc Private Property Hl Bmps: The City of Delafield will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan on Nagawicka Lake. Practices include: 350 ft2 native plantings, rain gardens, and diversion practices on 3 properties, including the City\2019s Graham Street demonstration site.
The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Lake Pewaukee Sanitary District: Acq-Land Acquisition For Gluth Property: The Pewaukee Lake Sanitary District (PLSD) will use this grant to pay for the recent purchase of the Gluth property, located in the City of Pewaukee. The parcel is 30.67acres, including 26 acres of wetland and 4.67acres of upland woods and prairie. The parcel is primarily located in the shoreland zone of Pewaukee Lake. A tributary to Pewaukee Lake runs through a portion of the parcel. The PLSD will manage the invasive species (primarily buckthorn) through yearly cutting and herbicide treatment. The prairie will be expanded by mowing and seeding. The prairie will also be maintained by periodic controlled burns. The parcel will be used as an educational classroom by the local school district. Posts will be installed on the perimeter of the property to prevent filling of wetlands by adjacent landowners. A trail will be maintained on the property for controlled access. The PLSD hopes to install habitat improvements on the Pewaukee Lake Tributary to improve northern pike spawning. All maintenance and improvement activities will be the responsibility of the PLSD in accordance with the submitted Land Management Plan, dated December 3, 2012.

Lake Pewaukee Sanitary District: Acq-Lake Pewaukee Sd Property Acquisition: The Pewaukee Lake Sanitary District (PLSD) will use this grant to pay for part of the purchase of the Ogden property, located in the Town of Pewaukee. The parcel is 56 acres, including 50 acres of wetland and 6 acres of upland. The site is about a mile upstream of Pewaukee Lake. It contains a spring fed pond and has a class \201CA\201D trout stream, Coldwater Creek running along its southern border. Coldwater Creek flows about a half mile to Coco Creek, which then flow a half mile to Pewaukee Lake. The parcel borders other PLSD lands under protection.

The PLSD will manage an invasive species, buckthorn through yearly removal or cutting, with the goal to remove a minimum of \00BC acre per year. A prairie on the parcel will be maintained by periodic controlled burns at least once every 3 years. The parcel will be used as an educational classroom by the local school district, the Pewaukee River Partnership and the Pewaukee Women\2019s Club. A new wetland delineation will be completed within the first year of ownership. The District will install an asphalt or concrete pad in the upland \201Cbuildable area\201D on the northeast corner of the property to provide for recycling/composting of aquatic plants harvested from Lake Pewaukee. Permanent posts will be placed every 100 feet along the wetland on the edge of the \201Cbuildable \201Carea\201D by the composting site.

A barn will be removed within the first year and a house will be removed within 2 years of PLSD ownership. A small existing garage will remain on site for storage of machinery and tools.

All maintenance and improvement activities will be the responsibility of the PLSD in accordance with the revised Land Management Plan, dated December 31, 2013.

Village Of Summit: Lco-Shoreland Ordinance Development/Update: The Village of Summit intends to update the existing shoreland ordinance to meet the revised standards of NR 115. The Village is proposing to create a separate Village floodplain ordinance. The Village is also proposing to combine the shoreland ordinance and current Village zoning code. The Village will identify representatives from the four lake management districts and several lake associations to assist in the ordinance review. Draft documents will be reviewed by Village staff and officials. Updates will be provided to the public during regularly scheduled public meetings. The project deliverables include 1) minutes and advertisements for the public informational meetings; 2) maps of the updated shoreland jurisdictional boundaries; 3) maps of groundwater recharge areas; 4) a new Village floodplain ordinance and 5) a new combined shoreland ordinance and zoning code. The process of updating the documents is expected to take one year from grant approval.

Town Of Delafield: Pewaukee Lake Water Quality Monitoring: Conduct baseline monitoring of flow, total phosphorus, and total solids to the lake and compare to data collected during storm events and during maximum boat usage over 2 year's time. Samples will be collected in spring, summer and fall along with flowmeasurements and analyzed for total solids and total phosphorus. Event monitoring will take place over the same time period and will be analyzed for total solids and total phosphorus. Boating impact will be determined by sampling at three sites in thelake during peak holiday boat usage and analyzing for total phosphorus, soluble phosphorus and total solids. A total of 132 total phosphorus, 132 total suspended solids and 12 soluble phosphorus samples will be analyzed all by the State Lab of Hygiene.Weather monitoring will be conducted and will include rainfall, snowfall, wind direction and speed, water temperature and evaporation rate. Information will be distributed to the public by newsletter mailings, entire report mailings, public meetings, andlocal newspaper articles. Project results will be reposited at the Delafield Town Hall and LPSD Office.

Lake Pewaukee Sanitary District: Lake Management Plan: The Lake Pewaukee Sanitary District will hire a contractor to analyze plant survey data collected in the summer of 2011, update the aquatic plant management plan and add two elements to the lake management plan. The final report will contain the following elements: 1) Results of the points sampled, including sediment type found and maximum rooting depth; 2) Results of a general lake survey to map general plant beds, map localized plant beds, map species distribution and a list of plant species found; 3) a table denoting number of sites found for each plant species, overall % frequency, % relative frequency, average density, and relative density; 4) maps showing the lake wide point intercept density for each exotic aquatic plant and the top 5 native aquatic plants; 5) results of the study of possible water level manipulation for the benefit of fish spawning; 6) identification of additional offloading sites with a discussion of feasibility; 7) identification of wetlands and critical sites for future acquisition; 8) results of the water chemistry comparison between the east and west basins of Lake Pewaukee; 9) a discussion of alternatives for aquatic plant management; 10) results of a flow quantification study for stream inlets into Pewaukee Lake; and 11) a summary of 3 public meetings to discuss the update of both the aquatic plant management plan and the lake management plan.

Two paper copies and one electronic copy of the final plan will be provided to the department. Exact details for all deliverables are described in the project description of grant application.

Pewaukee River Partnership: Pewaukee River Protection Plan: The goals of this project are preparation a comprehensive river protection plan.
The goals and final report will include:1) Management of river basin for human usage, while maintaining adequate flow while protecting the character and integrity of the water resources. 2) Promote the hydrological structure and function of the river. 3) Facilitate the maintenance of the wetland and wildlife habitat within the designated environmental corridors. 4) Encourage public knowledge and understanding of the Rivers component of the ecosystem.

The final report will include a documented watershed protection plan for the Pewaukee River.

Monitoring Studies

Monitoring efforts in the Upper Fox River Watershed include lakes baseline and trends monitoring, various fi sheries projects, AIS monitoring and prevention work, and citizen based lake monitoring network (CLMN) data collection. This watershed was part of a selected area studied by the USGS National Water Quality Assessment (NAWQA) program. The Citizen Lake Monitoring Network, the core of the Wisconsin Lakes Partnership, involves over 1000 citizen volun­teers statewide. The goals are to collect high quality data, to educate and empower volunteers, and to share this data and knowledge. Volunteers measure water clarity, using the Secchi Disk method, as an indicator of water quality. This information is then used to determine the lakes trophic state. Volunteers may also collect chemistry, temperature, and dissolved oxygen data, as well as identify and map plants, watch for the first appearance of Eurasian Water Milfoil near boat landings, or alert officials about zebra mussel invasions on Wisconsin lakes.

Watershed History Note

Duplainville, Wisconsin, an unincorporated community within the Township of Pewaukee, is located about 15 miles west of Milwaukee between Waukesha and Sussex, Wisconsin, in the Upper Fox River Watershed. In about 1855, the Milwaukee Road built its track west from Brookfield Junction toward Portage and Minneapolis for a faster route to the Mississippi River. In 1885-86, the Wisconsin Central Railroad built south from Rugby Junction to Chicago. Hence their tracks crossed in Duplainville. A tower was erected in the northwest quadrant of the diamond in 1890. William Alvord was the chief operator for many years. He lived a short distance from the crossing. With heavy winter snow, additional help was hired to keep the tracks and switches clear. The tower burned down on January 1, 1929. A new brick building was then built which was finally torn down in 1987. Today, there are numerous trains that cross the diamond at Duplainville. The Canadian National Railroad runs about 25 trains per day. The Canadian Pacific runs about 22 trains per day in addition to two Amtrak trains. One hundred and seventy years ago, before Waukesha County was settled, the Southeast Fox River Basin was much different than it is today. Native people-- the Fox, Winnebago, Potawatomi and Menominee--lived in a landscape that was rich with upland forests of maple, beech and basswood, and lowland areas dominated by tamarack, cedar and ash. In addition to the forests, the region was noted for being water and wetland rich. The abundant natural resources were catalysts for the first settlers’ attempts at economic development in the basin. Waukesha County was organized in 1846 and that same year the current City of Waukesha changed its name from Prairieville to the Village of Waukesha to become the county seat. Decades of city growth followed and the landscape that we now call the Frame Park Creek sub-watershed, transitioned from forests, prairies and wetlands to residential and industrial land uses with only minimal undeveloped open space Soon after, in August of 1869, Colonel Richard Dunbar changed the course of history. The Colonel, who had been suffering from incurable diabetes, drank from a spring in Bethesda and felt himself cured. This “miracle at Bethesda” generated a resort and tourist industry in Waukesha, the proclaimed “Saratoga of the West”. People traveled from all around to visit beautiful parks, resorts, and “spring houses” in an attempt to find relief and relaxation from the more than 50 established spring sites. In 1915, springs, as a panacea for healing, was replaced in large measure by modern medicine. Commercial water bottling continued four over 100 years, and was eventually discontinued in 1997.
