Details

The Amnicon and Middle River Watershed is located in Douglas County and drains into Lake Superior. It is approximately 184,907 acres in size and contains 641 miles of rivers and streams, 7,915 acres of lakes and 42,307 acres of wetlands. The watershed is dominated by forests (55%) and wetlands (23%) and is ranked low for nonpoint source issues affecting groundwater. The upper reaches of this watershed are composed largely of sand deposits before crossing the Superior escarpment to drop into highly erodible red clays. Where the Amnicon River flows through bedrock and drops from the escarpment, many of the cataracts are protected within Amnicon State Park. The upper watershed is riddled with wetlands that feed many short rivers that drain to Lake Superior.

Ecological Landscapes

The Amnicon and Middle Rivers Watershed is located in two Ecological Landscapes: the Northwest Lowlands and the Superior Coastal Plain. The Northwest Lowlands Ecological Landscape forms a triangular wedge in northwestern Wisconsin, bounded on the north by the Superior Coastal Plain and on the south and east by the Northwest Sands. The major landforms are ground and end moraines, with drumlins present in the southwestern portion. Topography is gently undulating. Bedrock outcroppings are rare except in association with the basalt ridge that follows the Douglas County fault line and forms part of the northern boundary of the Northwest Lowlands. Maximum local relief is approximately 350'. Waterfalls, cliffs, exposed bedrock glades, and rock-walled gorges are associated with the bedrock features. Local exposures of sandstones and/or conglomerates occur in some of these gorges. Soils are predominantly loams, with significant acreages of peat deposits in the poorly drained lowlands. Significant portions of this landscape extend westward into the state of Minnesota. The historic upland vegetation of this landscape was almost entirely forest, composed mostly of paper birch, fir, sugar maple, aspen, and white spruce, with some white and red pine on the drier ridges. The lowlands supported extensive wet forests of black spruce and tamarack, and some white cedar and black ash swamps. The notes made by US General Land Office surveyors during the mid-nineteenth century indicate that overall tree densities were high in this Ecological Landscape; also, the witness trees included many large individuals. The landscape at that time was likely a mosaic made up of young, recently disturbed forests interspersed with patches of old-growth. The present-day forests remain extensive and relatively unbroken, occupying about 76% of the landscape. Forests consist of mainly of aspen, paper birch, sugar maple, basswood, spruce, and fir. Minor amounts of white and red pine and red oak are also present. Older successional stages are currently rare. The large undisturbed peatland complexes are composed of mosaics of black spruce-tamarack swamp, muskeg, open bog, poor fen, shrub swamp, and white cedar swamp. Among the important sensitive species occurring here are the timber wolf, moose, gray jay, lesser purple fritillary, subarctic darner, and bog bluegrass. Many birds and invertebrates with generally boreal ranges are found here. Road density is notably low in the western part of the landscape. The Superior Coastal Plain is Wisconsin's northernmost Ecological Landscape, bordered on the north by southwestern Lake Superior and on the south by the Northwest Sands, the Northwest Lowlands, and the North Central Forest. The climate is strongly influenced by Lake Superior, resulting in cooler summers, warmer winters, and greater precipitation compared to more inland locations. Exposed coastal areas are subject to significant disturbance from windstorms, waves, ice, currents, and periodic water level fluctuations. These disturbance regimes play a significant role in determining both the landform and vegetation characteristics of the shoreline ecosystems. The major landform in this Ecological Landscape is a nearly level plain of lacustrine clays that slopes gently northward toward Lake Superior. The clay plain is separated into two disjunct segments by the comparatively rugged Bayfield Peninsula. An archipelago of sandstone-cored islands, the Apostles, occurs in Lake Superior just north and east of the Bayfield Peninsula. Wave carved sandstone cliffs bracket stretches of the Peninsula and also occur along the margins of several of the islands. Sand spits are a striking feature of the Lake Superior shoreline, typically separating the waters of the lake from inland lagoons and wetlands. The spits support rare and highly threatened natural communities such as beaches, dunes, interdunal wetlands, and pine barrens, and these in turn are inhabited by specially adapted plants and animals. The mouths of many of the streams entering Lake Superior are submerged, creating freshwater estuaries. A ridge of volcanic igneous rock, primarily basalt, forms the southern boundary of portions of this Ecological Landscape. Historically the Superior Coastal Plain was almost entirely forested. A distinctive mixture of white pine, white spruce, balsam fir, paper birch, balsam poplar, trembling aspen, and white cedar occurred on the lacustrine clays. White pine was strongly dominant in some areas, according to mid-nineteenth century notes left by surveyors of the US General Land Office. Mesic to dry-mesic forests of northern hardwoods or hemlock hardwoods were more prevalent on the glacial tills of the Bayfield Peninsula and throughout the Apostle Islands. Large peatlands occurred along the Lake Superior shoreline, often associated with drowned river mouths and well-developed sand spits. The most extensive of these wetland complexes were on the Bad and St. Louis rivers. A few large peatlands also occurred at inland sites, such as Bibon Swamp, in the upper White River drainage, and Sultz Swamp on the northern Bayfield Peninsula. The present clay plain forest has been fragmented by agricultural use, and today approximately one-third of this landscape is non-forested. Most of the open land is in grass cover, having been cleared and then subsequently pastured or plowed. Aspen and birch forests occupy about 40% of the total land area, having increased in prominence over the boreal conifers. On the Bayfield Peninsula, second-growth northern hardwood forests are interspersed among extensive early successional aspen stands. Older forest successional stages are now rare throughout the Superior Clay Plain. WDNR's Natural Heritage Inventory indicates water-dependent endangered, threatened or special concern species and communities have been sighted in the last 20 years. In addition, a coastal wetlands evaluation in 1995 and 1996 identified species and habitats described in a comprehensive report, Wisconsin's Lake Superior Coastal Wetlands Evaluation (Epstein 1997). Black Spruce Swamp This forest wetland community occurs primarily in acid peatlands of insular basins. Black Spruce is the dominant tree. As the sphagnum peat accumulates, the canopy may break up and a very acid muskeg will result. Boreal Forest - Ericson Creek Boreal Forest Threats to these communities include logging, increased development, invasive species and suppression of natural disturbance regimes. Northern Dry-Mesic Forest - Ericson Creek Pines Threats to these communities include logging, increased development, invasive species and suppression of natural disturbance regimes. Open Bog - Mud Lake Bog This peatland type herbaceous wetland community is dominated by deep layers of Sphagnum mosses that isolate the other members of the community from the influence of nutrient-rich groundwater or runoff. In the muskeg phase trees are usually stunted. Mud Lake Bog/Ericson Creek This site encompasses a diverse assemblage of wetland and terrestrial features, including extensive open and forested acid peatlands, seepage lake, stream, mesic hardwood forest and dry-mesic pine forest. Ericson Creek is part of the Amnicon River system, while the peatlands to the west of Mud Lake drain to the Black River. County Trunk Highway A runs north-south between Ericson Creek and Mud Lake. The peatland communities include open bog, muskeg and black spruce swamp. Thick carpets of Sphagnum mosses support ericaceous (heathy) shrubs, sedges and swamp conifers. Peatland birds include Lincoln's sparrow, palm warbler, gray jay, Nashville warbler, white-throated sparrow and red crossbill. Near Ericson Creek, the wetlands are bordered by or surround scattered stands of mature trees, including mesic maple-basswood forest and dry-mesic red pine-white pine forest. VASCULAR PLANTS Arrow-Leaved Sweet Coltsfoot and Petasites sagittatus in Danielson Road Ditch. Fragrant Fern - Dryopteris fragrans var. remotiuscula, Flannagan's Crag, Way Crag, Little Amnicon River Crag, in Amnicon Falls State Park. Mingan's Moonwort, Botrychium minganense, Vasey Rush and Juncus vaseyi in Highway 13 Ditch, Middle River, Amnicon River Road Ditch, Walsh Road Ditch, 22nd Road/U.S 2, Amnicon Falls State Park, Clevedon Road Ditch.

Amnicon/Dowling Lake Management District: Amnicon/Dowling Ais Education And Prevention Project: The Amnicon/Dowling Lake Protective Association is sponsoring an AIS prevention & education project which includes inspection of boats at the public boat landings utilizing paid inspectors & volunteers; information brochures will be mailed to lake residents; maintaining AIS educational information at the landing.

Activities include: Boat inspections implementing a Clean Boat/Clean Water program; educational activites.

Deliverables include a paper and electronic copy of comprehensive Report including:
1) Final Report summarizing accomplishments/progress of the project including a watercraft inspection report including time and number of people reached; CB/CW survey results; daily results will be entered into the DNR CB/CW database.
2) Copy of brochures & educational materials sent in mailings.
3) AIS related materials generated or paid for by this grant.

Special conditions: The project sponsor shall immediately contact the DNR if a new aquatic invasive species infestation is found.

Amnicon/Dowling Lake Management District: Amnicon Dowling Aquatic Plant Management Planning: The Amnicon-Dowling Lake Management District is sponsoring a AIS prevention and education project to complete an aquatic plant management plan for both lakes including a point intercept (PI) plant study, paleocore study, expanded CLMN monitoring, Purple Loosestrife management, training, public awareness, lake user survey, and monitoring for invasive plants.

Deliverables include a comprehensive report with: 1) Summary of program accomplishments/progress; 2) Watercraft inspection report including time & number of people reached; 3) Report on expanded Citizen Lake Monitoring; results entered into the SWIMS database; 4) Report on early season CLP study and late season PI study; 5) Report on paleocore studies; 6) Report on PL management; 7) Verification of workshops and/or training such as agendas and attendance lists; 8) Details on public outreach with copies of project educational materials; 9) Report on monitoring observations of any detected invasive species with appropriate maps; 10) Aquatic Plant Management Plan; 11) AIS related materials generated or paid for by this grant.

Special project conditions: WDNR\2019s Aquatic Plant Management in Wisconsin guidance should be followed for point-intercept and/or aquatic management plan development. The sponsor shall immediately contact the DNR if a new aquatic invasive species is found.

Town Of Barnes: Eau Claire Lakes-Barnes Area Ais Education, Prevention, & Planning Project 2007-2008: The T. of Barnes will sponsor an AIS prevention project on the Eau Claire Chain & lakes in the Towns of Barnes, Highland & Gordon with boat monitoring inspections at three major landings on 11 Eau Claire Chain lakes, & one landing on 14 other lakes. Inspections will be performed Fridays between May 25 & Aug. 31, Saturday & Sunday between May 5 & Sept. 3 & July 2-4. The project includes a coordinator to train, schedule, & oversee paid & volunteer inspectors; CBCW workshops; a plant identification workshop; public education including public contact, distribution of education materials, informational meetings, articles in association & property owner newsletters & on T. of Barnes website, presentations to the T. of Barnes AIS Committee; surveys of boat landing signs & maintenance. Recommendations for local ordinances or changes will be submitted to the T. of Barnes AIS committee.

Project deliverables include a comprehensive report including: 1) Documentation of grant administration time and services. 2) Training session and workshop agendas. 3) Watercraft inspection report including time & number of people reached. CB/CW survey results data will be entered on the CB/CW database. 4) Sign survey report. 5) Aquatic plant survey report, graphs and maps. 6) Minutes of meetings with local ordinance reviewes. 8) Articles or newsletters. 9) AIS education materials.

Minong Flowage Association: Hlk-Minong Flowage: Fish-Sticks Dan Maxwell: Minong Flowage Association will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan. Practices include: fish sticks 1 lakeshore property.

The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #17 is required.

The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.

Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

Douglas County: Acq-Upper St Croix Flowage Land Acquisition-Bell Trust/Wilcox Is: Douglas County will acquire approximately 128 acres (six parcels) of land located on the Gordon/St. Croix Flowage to protect the headwaters of the St. Croix Scenic Riverway. The properties include primarily wooded acreage located along both the southern shore of the flowage and Wilcox Island along the northern shore. A legal description of the parcels is attached. The property will be managed by the County Forestry Department as either special use areas to preserve and protect the water quality and wildlife habitat of the flowage or as county forest lands. The primary goals of the property's management plan are 1) to preserve and protect the water quality of the flowage and the high quality fishery and wildlife habitat, rich in both aquatic and terrestial bio-diversity 2) to protect the southern shoreline of the flowage from further development, and 3) to protect and maintain as a unique benchmark stand the old growth red and white pine stand on Wilcox Island. The property will be open for public access and use but intensive access or recreational provisions are not planned.

Whitefish Lake Conservation Organization, In: Lmi-Whitefish Lake Diagnostic & Feasibility Study: The Whitefish Lake Conservation Organization, in cooperation with the US Geological Survey, Wis. Dept. of Nat. Res., and private consultants, will conduct a comprehensive diagnostic/feasibility study of Silver Lake and it's watershed and develop a lake management plan.

The project includes the following activities; (1) the USGS will conduct an assessment of the lake's hydrology and water quality and model lake responses to management scenarios, (2) the DNR [Integ. Sci. Serv.] will conduct a lake bottom sediment core study to determine historical conditions and changes in lake water quality over time, (3) consultant Susan Cray Borman will conduct an aquatic plant survey and develop management recommendations, and (4) consultant Eric Olson will coordinate and compile the results of these studies into planning reports and action plans as well as provide for project public communication, input (through surveys and working groups) and education.

Project deliverables include: l. Detailed hydrologic and nutrient budgets, including simulations of alternative development scenarios in a published technical report. 2. Detailed aquatic plant survey and report. 3. A lake core paleoecological study and report. 4. Two interim planning reports synthesizing and summarizing the findings of the other studies, and 5. A comprehensive lake management plan for Whitefish Lake.

Specific conditions for this project include: The installation of all stream and lake gauging stations must receive the approval and/or permit from the Department of Natural Resources water regulation section.

The Department of Natural Resources will be provided with electronic and paper copies of the annual and final reports of the results of this study and the lake management plan. The project results will be disseminated to the public by newsletter(s), public meeting(s), and local newspaper articles.

The Amnicon Dowling Lake Management District is sponsoring a project to develop a Strategic Plan. Activities include professional technical assistance & training for volunteer monitoring (AIS & BMPs), a gap analysis, public participation & strategic planning, and education & outreach.

Project final deliverables include: a summary of training & volunteer monitoring efforts; agendas and minutes for planning meetings; public engagement examples; and a strategic plan that includes methodologies, results, and management alternatives discussion.

Special Conditions: 1) Monitoring data shall be entered into the SWIMS database; and 2) Draft sociological/user surveys and shoreline/BMP assessments must be reviewed and approved by the Department before being initiated.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

This project is an installation of nonpoint source best management practices to contribute to the restoration of Wisconsin?s waters and was funded by the 319 grant. Storm water planning activities will be undertaken by the municipality and will result in the following products: updated low impact development/conservation subdivision ordinance; updated storm water management plan for the entire developed urban area; and an updated storm water management plan for new development.

Watershed History Note

The Village of Poplar is located in the Amnicon and Middle River Watershed, in Douglas County. The ace pilot, Richard I. Bong grew up with Swedish parents on a farm in Poplar, Wisconsin as one of nine children. He became interested in aircraft at an early age, and was a keen model builder. He began studying at Superior State Teachers College in 1938 and in 1941, Bong enlisted in the Army Air Corps Aviation Cadet Program. During the course of his military service as a fighter pilot, Bong was nicknamed "Ace of Aces". He was awarded numerous distinguished awards including Medal of Honor, Distinguished Service Cross, Silver Star, Distinguished Flying Cross and Air Medal. He died on August 6, 1945 near Burbank, California while performing as a test pilot. He is buried in the Poplar, Wisconsin Cemetery.
