Lake Superior Binational Forum Lamp Implementation And Outreach: The Forum proposes to complete five outreach activities that promote the goals of the Lakewide Management Plan (LaMP) and the Great Lakes Regional Collaboration (GLRC). These activities target multiple primary audiences: public stakeholders; local elected officials; the faith community; recreational kayakers/canoeists; marina owners and users; and several secondary audiences. All audiences are positively affected by these outreach activities as we inform lake stakeholders how to reduce negative impacts on their communities and promote sustainable lifestyle choices, thus improving the overall quality of life in the basin. These projects include the following:

1. Launch a Lake Superior Stewards Project to Build Watershed Capacity

2. Develop a Bernie the Burn Barrel Display

3. Promote Climate Change Outreach to Watersheds through Webinars and Collaborations

4. Expand Education/Outreach about LaMP Priorities: Outreach at Special Events

5. Hold Special Meetings with Local Elected Officials to Build Watershed Capacity

Ashland/Chequamegon Bay Shoreland Restoration Project: In this project, we propose to restore 4,100 feet of public shoreland in the City of Ashland, WI, to native plant communities, eliminate invasive species, and measure the ecological benefits by quantifying wildlife population responses as well as changes in non-point nutrient loading to Lake Superior. Industrialization of Ashland’s waterfront in the early 1900’s significantly altered the natural environment of the shoreline. Lumber mills, wharves for handling coal, ore, limestone, logs, and pulpwood directly and negatively impacted the ecology of this once pristine environment. While much of the industrial activity has ended, significant amounts of debris still pollute Ashland’s waterfront, including slab wood, large and small concrete sections with exposed rebar, and remnants of former dock facilities. What is now needed is restoration of these post-industrial lands to more natural shorelines to enhance scenic beauty, protect the region’s ecology, and provide opportunities for recreation and tourism. This proposed work is an extension of ongoing Wisconsin Department of Natural Resources (WDNR) research on inland glacial lakes in Vilas County, WI (the Wisconsin Shoreland Restoration Project), and represents a partnership between WDNR Bureau of Science Services, Michigan Technological University, the City of Ashland, Ashland County Land and Water Conservation Department, the Northwoods Cooperative Weed Management Area, University of Wisconsin Extension, and Northland College’s Sigurd Olson Environmental Institute, Ashland, WI. This partnership recognizes the ecological, economic and social values of a healthy shoreland habitat. The proposed project will merge with efforts coordinated through the Fish Creek Watershed Restoration and Management Plan funded through National Fish and Wildlife Foundation’s Great Lakes Watershed Restoration Program (GLWRP) to perform water quality assessments across the City’s waterfront, to minimize run-off entering the bay, and demonstrate the best management practices that protect or improve water quality.

Chequamegon Bay Area Partnership Beach Sanitary Surveys Project: The Chequamegon Bay Area Partnership requests funding to provide beach sanitary surveys on eight previously un-surveyed beaches on tribal lands and implement actions to target, reduce, and remove the contamination identified in the watershed. Two beaches in the region have been listed on Wisconsin DNR’s Impairment Water’s List based on Clean Water Act Section 303(d) due to the presence of E. coli. Tribal partners are concerned that contaminants may be present at the eight tribal beaches. Partners will conduct water sampling, surveys, and target contamination sources to implement remediation actions.

Nwrpc Toxic Waste Collection, Education And Mapping Project: This project will provide the following deliverables for the entire south shore of Lake Superior in Wisconsin and the Upper Peninsula of Michigan: 1) electronic device, toxic waste material, and petroleum based oil collection; 2) creation of a GIS data layer that identifies the locations of business and industry that contain hazardous materials in their MSDS and/or waste stream; and, 3) create/disseminate information to the public regarding the effect toxins have on the Lake Superior watershed - particularly the toxins contained in electronic devices.

Bayfield County: Res-Bony Lakewide Restoration & Conservation Project: Bayfield County in partnership with ABDI Land & Water Conservation, Sigurd Olson Environmental Institute, and Bony Lake property owners will implement a lake restoration project. More than 50% of the property owners (resulting in over a mile of linear shoreline) expressed a commitment to shoreline restoration, and additional lake protection activities, such as storm water best management practices (e.g. rain gardens), littoral habitat restoration (e.g. tree drops), and shoreline restorations exceeding minimum county and state standards will be strongly encouraged. Multiple partners will collaborate with the following: technical assistance; restoration cost-share assistance; promotion and education; recognition activities; and enrollment payments. The project also includes collecting pre- and post-restoration monitoring data for baseline and future comparison. These data may include bird, amphibian, terrestrial and aquatic plant community information, and a top/bottom paleoecological sediment core. Project leaders will continually promote media coverage and demonstration opportunities for the surrounding community.

All parcels require a department approved deed restriction that permanently establishes the vegetative buffer on the parcel. Restorations must follow standards set forth in NR 191.24(3).

Town Of Barnes: Eau Claire Lakes Management Plan - Middle Eau Claire Lake: In combination with two other planning grant applications for Upper and Lower Lake Eau Claire, the Town of Barnes proposes to develop a management plan for the lake system that integrates with the town comprehensive land use plan. The scope includes an investigation of shoreland buffer areas and recommend best management practices, review of town and county ordinances with recommendations for revisions, delineation and digital mapping of the lake watershed, watershed modeling, compilation of existing water quality and environmental information about the lakes, conducting and analyzing a social survey.

The deliverable will be a Lake Plan and Land Use document that identifies and lake and watershed management strategies, prioritizes needs and goals to reduce nonpoint source pollutant loading.

Town Of Barnes: Eau Claire Lakes Management Plan - Upper Eau Claire: In combination with two other planning grant applications for Middle and Lower Lake Eau Claire, the Town of Barnes proposes to develop a management plan for the lake system that integrates with the town comprehensive land use plan. The scope includes an investigation of shoreland buffer areas and recommend best management practices, review of town and county ordinances with recommendations for revisions, delineation and digital mapping of the lake watershed, watershed modeling, compilation of existing water quality and environmental information about the lakes, conducting and analyzing a social survey.

The deliverable will be a Lake Plan and Land Use document that identifies and lake and watershed management strategies, prioritizes needs and goals to reduce nonpoint source pollutant loading.

Town Of Delta: Town Of Delta Comprehensive Plan - Phase 1: Inventory & Analysis Of Existing Conditions: The Town of Delta will conduct a two-phase comprehensive planning project addressing resource protection for all lakes, streams, shorelands, wetlands, watersheds and other lands in the Township of Delta in Bayfield County. Phase I (Inventory and Analysis of Existing Conditions) includes the public outreach and data analysis that will become the foundation for Phase II. Phase II (Recommendations for Preferred Future Conditions) will result in recommendations for the future of the town relative to all of the required elements of a "Smart Growth" comprehensive plan.

Specific deliverables for this grant project (Phase I) include:
1. Review and analysis on survey questionnaire data
2. Attendance at and facilitation of 3 (of 7) Plan Commission meetings
3. Coordination of 1 (of 2) public informational workshops
4. Draft and final versions of Inventory and Trends Report
5. Copy of final inventory report map(s)

The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated to the public by newsletter(s), public meeting(s), and local newspaper articles.

City Of Ashland: Stormwater Master Plan & Utility: To cost-share formulation of a storm water plan, creation of ordinances, implementation of a public information/education program, and development of a storm water financing mechanism.
