Allen Creek and Middle Sugar River Watershed

Details

The Allen Creek and Middle Sugar River Watershed straddles the northeast corner of Green County, northwest Rock County, and south central Dane County. Agriculture dominates the land use in this watershed that also contains scattered woodlots and grasslands. Residential development is impacting the upper reaches of the watershed. The population of the watershed is expected to increase by over 14 percent, mainly as a result of the watershed's proximity to Madison. Municipal wastewater treatment plant discharges to surface water in the watershed come from Belleville, Brooklyn, and Evansville. The watershed is fortunate to have six exceptional resource waters within its borders. An atrazine prohibition area exists thoroughout most of Dane County, as well as portions of Rock County adjacent to Allen Creek and much of the Sugar River corridor in northeastern Green County.

Ecological Landscapes for Allen Creek and Middle Sugar River Watershed

Ecological Landscapes

The Allen Creek and Middle Sugar River lies primarily within the Southeast Glacial Plains Ecological Landscape which makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Hydrologic Features

There are two impoundments in the watershed: Albany Lake on the Sugar River, and Lake Leota on Allen Creek. Additionally, Lake Harriet is a small, drainage lake in the upper part of the watershed. Albany Lake and Lake Leota are typical impoundments on streams in this area. They are relatively shallow bodies of water that are trapping sediment. They will continue to fill in as nonpoint source runoff continues to erode the sediments from upstream.

Recreational Opportunities

This watershed contains significant portions of public lands which are open to hunting and other outdoor recreation. The Liberty Creek Wildlife Area covers 722 acres and contains sedge meadows, grasslands, and scattered woodlots. The primary wildlife species include pheasants, ducks, turkey, deer, and sandhill cranes. Liberty Creek itself offers trout fishing. Brooklyn State Wildlife Area offers 3,938 acres of lands for hunting, hiking, bird watching, and cross-country skiing. Part of the Ice Age Trail goes through the property. The area is home to a variety of wildlife including pheasants, ducks, quail, woodcock, deer, sandhill cranes and a myriad of songbirds.

River Alliance Of Wisconsin: Gambusia Infestation- Sugar River: The River Alliance of Wisconsin intends to test a technique to mechanically remove as many exotic Gambusia (mosquitofish) as possible from the slough where their population expanded this past summer. The goals of the project are to test this method of sequentially blocking sections of the slough from the mouth to the top, shocking, collecting, and netting, in a repeated fashion), and actually removing as many of these destructive fishes as possible in order to create a more favorable habitat for the return of the native topminnows. Without this action, the return of the native species would highly improbable after this drought year, which dried up most of their habitat in this and other river systems. Final results will be presented to DNR in a report, and via poster at the UW-Platteville poster day by another partner in the project from the UW.

City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Deliverables include: a report summarizing the project work, results and recommendations, maps showing recharge areas, hydrologfical sensitive sites, and the final calibrated computer model.

Rock-Koshkonong Lake District: Res-Lake Koshkonong/Mud Lake Wetland Restoration: The Rock Koshkonong Lake District will use dredge spoils from a nearby location on the lake to re-create an eroded barrier of land that protects the Mud Lake wetland from the main lake\2019s wave action, arm the barrier with riprap, and re-create a wetland behind the barrier. This restored wetland is the subject of the grant, as well as the Mud Lake wetland complex which is being protected. Another facet of protecting the Mud Lake wetland from carp congregating there, the District will also build a navigation-friendly carp barrier between the lake and the wetland. In the spring, without such a barrier, carp migrate in great numbers into Mud Lake, creating disturbance to aquatic plants and displacing other fish spawning.

Village Of Belleville: Res-Lake Belle View Associated Wetland Habitat Restoration: The Village of Belleville will conduct native habitat restoration activities in and around the restored Lake Belle View as a follow-up to the large lake restoration project. In order to protect the active eagles\2019 nest in the area, no work may be conducted within 330 feet of the nest from mid-January to August 1st. People should only enter that area for recreation, work or habitat evaluation between August 1 and mid-January. Weedy areas of new ground created by the lake restoration will be burned, chemically treated, or mowed, and native plants and trees planted to restore shoreline and upland savanna. Tree species may include a small number of upland species in accordance with a DNR forestry recommendation. An aerator will be installed in the lake to suppress common carp that are harming water quality and preventing establishment of native aquatic plants. Specific data that will be collected, and grant deliverables are detailed in the application. Annual monitoring summaries will be submitted to DNR and USACOE. Other project updates will be shared at the local Lakefest, and maintained at the Village Hall for public access.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. City Of Monona: Storm Water Treatment Devices: This grant provides funding and authorizes cost-share reimbursement by the department for the above-named project as described in the grant application submitted for calendar year 2015 for the eligible storm water construction activities listed in the application to address nonpoint sources of pollution. The cost-share reimbursement rate will be up to 18% of the actual eligible project costs, to the maximum amount contained in Part 2.

Upper Sugar River Watershed Association: Sugar River-Survey Of Floodplain Lakes & Watershed Community Outreach: The Upper Sugar River Watershed Association (USRWA) will sponsor a project and community outreach effort on the Sugar River in Green and Rock counties. This project focuses on collection of new scientific data on nongame fish and other aquatic life inhabiting backwater sloughs of the Sugar River. The findings of this project will fill important gaps in the database for off-channel fisheries and associated aquatic life along the river. Along with a final report, project deliverables include: 1) recommendation whether to encourage establishment of a new organization south of Dane county or expand USRWA reach to include areas south of Dane County; 2) document nad share results from the field work; 3) make recommendations for protection and management of offchannel lakes; identifying key resources that deserve protection from federal, state, or other non-profit groups.

Lower Sugar River Watershed Association: Capacity Building/Developing Watershed Plan: The Lower Sugar River Watershed Association (LSRWA) will sponsor a project building on its first year of organization development and community outreach. This project will seek to advance the conservation leadership capacity of the LSRWA, to continue to build strategic partnerships, to develop a five-year strategic plan, and to take steps in developing a watershed plan. Projects deliverables are as follows: 1) Hire a part-time staff member to assist with administrative duties, planning efforts and events, 2.) Continue to identify and build strategic alliance with important stakeholder groups and individuals in the watershed, 3.) Develop a long-term vision and five year strategic plan, 4.) Plan and implement a series of \201CGet to Know Your Watershed\201D education, outreach, membership, and fundraising events with a general membership campaign, 5.) Sponsor a non-competitive student design charrette in collaboration with art teachers throughout the watershed to develop a professional quality logo, 6.) Host a \201CConservation on the Farm\201D event to showcase local farmers who have successfully implemented BMP\2019s for enhancing water quality and wildlife habitat. 7.) Create a Watershed \201CGreen Map\201D to locate and identify watershed-sensitive and friendly businesses, food producers, recreational activities and individuals that support the culture of the watershed, 8.) Develop a restoration template or model using previously collected watershed assessment data to bring landowners, citizens and other strategic partners together in a collaborative watershed master planning process.

Allen Creek and Middle Sugar River WatershedWatershed History Note

The City of Evansville in Green County is located in the Allen Creek and Middle Sugar River Watershed. Evansville was first settled in the 1830s by New Englanders who were attracted to the area by its pristine wooded landscape and the placid Allen Creek. By 1845, this small group of homesteaders called the site "The Grove" because of a large stand of timber located just northwest of the small settlement. On Allen Creek, just north of the settlement, Erastus Quivey built a sawmill in 1847, followed soon after by a grist mill in 1848. By 1855, the city recorded its first plat and was complete with homes, shops, and churches. Most of the early land buyers in Evansville were settlers, not speculators, and the planned pattern of growth in Evansville provided an element of stability for the community in the early years. Agriculture was the solid foundation of economic and social growth for Evansville and the surrounding countryside. Wheat was the main crop during and after the Civil War, soon supplemented by tobacco. As the region grew and prospered, manufacturing became important for the local economy. Most of the businesses were related to serving the agricultural and domestic needs of area residents. By the late 1870s the pattern of city development was established. The residential, commercial and manufacturing districts and street grid from that period are clearly recognizable today. In the last decade of the 19th century, the town's population grew to nearly 1900 inhabitants, and in 1896 Evansville was incorporated as a city. By 1920, most of the building in the historic district was completed. The Evansville Historic District, which surrounds Main Street and stretches to the side streets of Garfield Avenue and Liberty Street, includes dozens of historic homes and other structures. The Wisconsin Historical Society called Evansville home to "the finest collection of 1840s to 1915 architecture of any small town in Wisconsin". Of particular note is the Eager Free Public Library building at 39 W. Main Street in the historic district. The building was built with the bequest of a leading citizen, Almeron Eager, in 1908. Designed by the architectural firm of Claude and Starck of Madison, Wisconsin, in the Prairie style, it features stained glass windows and plaster friezes just below the overhanging roof line. The Evansville Seminary was located near College Drive in the district. Its building was designed by architect August Kutzbock. In 1978, the historic district was placed on the National Register of Historic Places.
