Lincoln County: Euraisan Water Milfoil Control & Information & Education, Seven Island Lake: Lincoln County in cooperation with the Seven Island Lake Association, will sponsor a project to manually remove approximately three acres of eurasian water-milfoil in Seven Island Lakel. During the spring of 2005, with the hope of early eradication, divers will remove EWM. The Association will also develop an EWM monitoring plan, to be used during summer and fall of 2005 to check for the spread of EWM. They will monitor for EWM throughout the summer and remove remaining milfoil during the fall of 2005. The Lincoln County Lakes Association and Seven Island Lake Association will partner to sponsor an aquatic invasive workshop. This workshop will provide an educational component to teach area residents of the dangers of aquatic invasive species, control/prevention measures, and will provide periodic project updates.

Products:

1) Pioneer beds of eurasian water-milfoil will be manually removed, using scuba divers, during the spring and/or fall of 2005.
2) Pre and post treatment surveys mapping the location and densities of EWM, will be conducted.
3) An AIS monitoring plan will be developed for Seven Island Lake.
4) An AIS workshop will be held to disseminate information to the public.
5) A final report will be made available to the DNR, Lincoln County Land Conservation Dept., local lake associations, districts, and media.

Fish Lake Property Owners Assoc: Aquatic Invasive Species Prevention: Fish Lake Property Owners Association is sponsoring a project to increase watercraft inspection and boat landing surveillance. Activities include installation of an automated camera system, approved watercraft inspection alternative (100 hours/year), AIS monitoring, and sign installation at the landing. Deliverables include: camera system results summary, CBCW data entered, monitoring results and maps, and photos of camera system and signs.

Special condition: DNR forms should be used for recording AIS monitoring results, including the absence of species.

The specific objectives, metrics, and deliverables for the listed activities are included in the application and supporting materials, and this scope is not intended to replace or supersede those documents. The Department may request quarterly progress reports.

Pesobic Lake Assoc: Pesobic Lake Aquatic Plant Management Plan Update - Phase 3: The Pesobic Lake Association (PLA) is sponsoring a project which will focus on updating aquatic plant and aquatic invasive species (AIS) information and collecting shoreland and shallows habitat data. This information will be used to create an Aquatic Plant Management Plan (APMP) for Pesobic Lake.


Project final deliverables include: 1) Data from aquatic plant survey, shoreland and shallows habitat surveys, AIS survey; 2) Education meetings and materials; 4) Annual reports; and 5) an APMP including a shoreland restoration and protection strategy and AIS rapid response plan.


Specific project activities include: 1) Conduct an aquatic plant point-intercept (PI) survey (following DNR protocol); 2) Conduct shoreland and shallows habitat surveys (following DNR protocol); 3) Conduct AIS survey (following DNR protocol); 4) Develop an (APMP) including a shoreland restoration and protection strategy and AIS rapid response plan.

Big Bearskin Lake Association: Res-Big Bearskin Lake Improvement Program: The Big Bearskin Lake Association will conduct a lake water quality improvement program with the goal of increasing water clarity and resulting sechi disc readings This project will use barley straw to inhibit blue-green algae growth in the lake. Anticipated results include improvement in water transparency and aquatic plant growth and distribution through out the lake.

Specific activities of this project include the installation of the straw bales, water quality monitoring, and aquatic plant survey, and development of a final report.

Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.
All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in the special conditions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required. The Department may perform site inspections and/or monitoring to ensure project success.

City Of Rhinelander: Acq-Hanson Lake Land Acquisition: City of Rhinelander will acquire ~16 acres of land with 428.65 feet of frontage on Hanson Lake. The acquisition will help protect the lake from some current shoreland erosion. This acquisition will also provide passive recreation when plans are completed to make the property part of the park system.

All required permits will be received prior to equipment installation.

Specific deliverables for this grant project include a final report describing project accomplishments.

Town Of Enterprise: Town Of Enterprise Land Use And Water Quality Mgmt Plan: The Town of Enterprise proposes to develop a land use plan with implementation strategies to address land and water issues in the Town. Project deliverables will include a Land Use and Water Quality Management Plan which will consider demographics, public participation planning, water management issues, planning considerations, and ordinance reviews. Other deliverables would include a poster plan version of the land use plan, and several maps for planning, to include a base map, existing and future land uses, soils, water resources, environmental sensitive areas, watershed boundaries, zoning and lake classifications, publicly owned lands, wetlands, floodplains, shorelands, and forest management.

Lake Alice Association, Inc: Lake Alice Stewardship Program Phase Ii - Understanding The Biota Of Lake Alice: Lake Alice Association is sponsoring phased large scale lake planning grants to study Lake Alice, in Lincoln County. The project will focus on developing and updating an Adaptive Lake Management Plan (LMP) for Lake Alice. Phase 2 was funded in this grant cycle and Phases 3-5 will be submitted for funding starting in 2011.

Long And Bass Lake Association: Long/Bass Lake Feasibility Study: The Long and Bass Lake Association will conduct a project, which will be the preliminary steps to a Comprehensive Lake Management Plan. The project will be used to conduct a property owner survey, for the development of a feasibility and action plan for a comprehensive lakes plan, will communicate critical shoreline issues and water quality issues to the lake residents, and enhance the leadership and knowledge of the lakes association leadership. A sediment core sample will also be completed for a historical view of the lake.

Deliverables:
1. Information and Education through Association meetings and newsletters regarding findings of project
2. Sending one representative to Lake Leaders Institute.
3. Sending representatives to the WAL convention. (this deliverable has been eliminated as of scope amendment dated 07/05/2002)
4. A website active and running with a plan for updating/use
5. Core sample and analysis
6. Feasibility study and action plan for a Comprehensive Lake Management Plan.

The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated to the public by newsletter(s), public meeting(s), and local newspaper articles.

Lincoln County: Prairie River Dells Scenic Area Land Acquisition: Lincoln County shall participate in the River Protection Program by acquiring 5 acres of land adjoining the Prairie River.
