The Upper Door County Watershed is located in Door County and is 183,693 acres in size. It contains 102 miles of streams and rivers, 25,485 acres of lakes and 24,541 acres of wetlands. It is dominated by forest (34%), agriculture (31%), grassland (14%) and wetlands (13%), and is ranked high for nonpoint source issues affecting streams and groundwater.

Ecological Landscapes

The Door County Watershed is located in the Northern Lake Michigan Coastal Ecological Landscape which is located in northeastern Wisconsin, and includes Green Bay and the northern part of the Door Peninsula. Its landforms consist of the Niagara escarpment, a prominent dolomite outcropping along the east side of Green Bay, a lacustrine plain along the west side of Green Bay, and ground moraine elsewhere. Low sand dunes and beach ridges that support Great Lakes endemics and many other rare species are found along the Great Lakes shoreline. The influence of Lake Michigan moderates extreme temperatures. Soils are very diverse; in some areas, lacustrine sands are found overlying clays or bedrock within only a few feet of the surface. In the Door Peninsula, soils are typically stony loamy sands to loams. Poorly drained sands are common in the lake plain or in depressions between dunes and beach ridges. On the western side of Green Bay, the ground moraine is composed mostly of moderately well drained, rocky sandy loams, interspersed with lacustrine sands and clays, and peat and muck also common. Historic vegetation included maple-basswood-beech forest, hemlock-hardwood forest, northern white cedar swamp, hardwood-conifer swamp, wet meadows, and coastal marshes. Conifer dominated upland forests that resemble the boreal forest were present along Lake Michigan; they contain a significant component of white spruce and balsam fir. Cliffs, sinkholes, and dolomite ledges are associated with the Niagara Escarpment. Current vegetation consists of more than 60% non-forested land, most of which is in agricultural crops, with smaller amounts of grassland, wetland, shrubland, and urbanized areas. Forested lands are dominated by maple-basswood, with smaller amounts of lowland hardwoods, aspen-birch, and lowland conifers. High quality areas of exposed alkaline bedrock beach occur on the northern Door Peninsula, providing habitat for many rare plants. Several islands lie off the Door Peninsula and these also provide critical habitat for rare species and colonially nesting birds.

Kangaroo Lake Association, Inc.: Kangaroo Lake Aquatic Plant Management Plan - North Basin Phase1: The Kangaroo Lake Association is sponsoring a project to update the aquatic plant portion of the Kangaroo Lake Comprehensive Lake Management Plan.

Activities: 1) Collect current aquatic plant data on Kangaroo Lake north basin which includes a whole-lake point-intercept survey, an aquatic plant community survey and a late-season EWM mapping survey; 2) Development of a report describing the current aquatic plant community in Kangaroo Lake and changes based on comparisons with historic data with specific attention to assessing the effectiveness of the on-going aquatic plant protection and restoration efforts in Kangaroo Lake.

Deliverables: 1) all data collected 2) agendas and minutes for planning meetings 3) a report that includes methodologies, results, and management alternatives discussions.

Conditions:
1) Aquatic plant monitoring shall follow DNR approved protocols.
2) WDNR\2019s Aquatic Plant Management in Wisconsin guidance shall be followed for aquatic plant monitoring and aquatic plant management plan development.

Establishment Of Regional Rapid Method Test Facilities In Wi: This project would expand existing (Racine and/or Milwaukee Counties) and establish new rapid test method labs in the Lake Superior region (serving Ashland, Bayfield, Douglas, and Iron Counties), Door County (Serving Brown, Door, and Kewaunee counties), and Manitowoc (serving Manitowoc and Sheboygan counties). This project would provide all infrastructure required including all equipment and training needed to start using the qPCR rapid test methods. By leveraging current testing facilities (Ashland, Sturgeon Bay, Manitowoc, Racine, and Milwaukee) and using this capital investment all of Wisconsin's coastal waters would be able to get beach testing results within 4 hours.

The Nature Conservancy: Acq-Kangaroo Lake Land Acquisition - Michelsen Property: The Nature Conservany will acquire approximately 60 acres of land situated along the west side of the north end of Kangaroo Lake 1) to create a significant buffer for the large undisturbed wetland/shallow marl lake system, 2) to protect the north end of the lake from large scale development, and 3) to protect the property's dolomite planteau which is a probable recharge site of the shallow aquifer that feeds the lake through springs near share and in Peil Creek. Approximately 12 acres adjacent to County E (Maple Rd.) on the west edge of the property consists of an old field of predominately low herbaceous vegetation. The remainder of the property is forested. Shrubs grow on the lake edge of the shoreline ridge. The acquisition of this property is part of the sponsor's Kangaroo Lake/Piel Creek Complex plan. The primary goals of the property's management are contained in the Kangaroo Lake/Peil Creek Project Management Plan and include 1) to maintain or improve the water quality of Piel Creek and the integrity of the riparian corridor of the creek and the lake shoreline; to protect and restore as necessary, natural hydrologic systems, and 2) to preserve and enhance the site's native plant and animal communities, ensuring that the entire gradient of natural communities represented is protected; to protect the forest areas from further fragmentation or logging.

Kangaroo Lake Association, Inc.: Res-Kangaroo Lake Bulrush Restoration Project: The Kangaroo Lake Association proposes to conduct an experiment with the re-establishment of native bulrushes within the southern slow-no-wake area on Kangaroo Lake. Kangaroo Lake Association, Inc.: Hlr-Kangaroo Lake Fish Sticks 2022: Partnering with property owners, Kangaroo Lake Association\00A0is sponsoring a grant to implement best practices from Wisconsin\2019s 2019 Healthy Lakes & Rivers Action Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.
All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in the special conditions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required. The Department may perform site inspections and/or monitoring to ensure project success.
Deliverables include: a project summary including data requirements, pre/post photographs, and confirmation of completed design work and landowner contracts. A Healthy Lakes & Rivers Example Report is available to assist you.
Special conditions:\00A0 Project management and technical assistance cash costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. City Of Sturgeon Bay: Bradley Lake Coastal Resource Management Plan: The City of Sturgeon Bay is sponsoring a project to develop a long-term lake management plan that will address the designed habitat maintenance and water quality requirements for Bradley Lake.

Project final deliverables include: all data collected, agendas and minutes for planning meetings, presentations, water quality data reports, newsletters and educational materials provided to the public.

Specific project activities include: 1) Define the existing conditions of aquatic habitat types of the nearshore Sturgeon Bay area by conducting a bathymetric survey, topographic survey and aerial photography of the shoreline areas; 2) Involve the community with the lake management planning process and communication of project results through several public meetings and input opportunities; 3) Development of a final comprehensive lake management plan that addresses Bradley Lake\2019s water quality, fishery, and aquatic ecosystem habitat and recreational usage and management practices within Sunset Park.

Special Conditions: 1) Collection of water quality samples and laboratory analysis will not be funded by this grant.

Door County: Dunes Lake Watershed Study Ph 3: Door County Soil and Water Conservation Department proposes to continue to assess surface and groundwater impacts to Geisel Creek and Dunes Lakes in a multi-phased project. Phase 3 will focus on the role of groundwater in the water budget and nutrient loading in Geisel Creek and Dunes Lake through the delineation of the hydrologic connections between surface and groundwater in the watershed. Specifically, phase 3 will contract with UW-Madison graduate student to investigate the hydrology of the Dunes Lake watershed, determine a water budget for Dunes Lake, delineate the zone of groundwater contribution to at least three springs, evaluate the nutrients present in groundwater and surface water samples taken throughout the watershed, investigate the use of viral tracing from the treatment ponds, and develop a final report. Town Of Gibraltar: Restoring Fish Passage To Fish Creek At The Hwy 42 Culvert: The Town of Gibraltar is sponsoring a project to install fish passage improvements past the box culvert at State Highway 42 on Fish Creek in Door County.

Project final deliverables include: all design plans, an installed fish ladder and baffles and a final report summarizing the project.

Specific project activities include: 1) Installation of a fish ladder to the apron of the culvert at STH 42 on Fish Creek which will allow fish easier access to the culvert; 2) Installation of baffles inside the culvert which will help concentrate the water flow during times of low water and also provide a place for the fish to get out of the current and rest when needed; 2) Coordination with agencies such as WisDOT, WDNR, US Army Corps of Engineers (USACOA), and US Fish & Wildlife Service as identified in the selected design from Miller Engineers Scientists; 4) Hold at least one public meeting regarding this project; and 5) Summarize the project in a final report.

This project would expand existing (Racine and/or Milwaukee Counties) and establish new rapid test method labs in the Lake Superior region (serving Ashland, Bayfield, Douglas, and Iron Counties), Door County (Serving Brown, Door, and Kewaunee counties), and Manitowoc (serving Manitowoc and Sheboygan counties). This project would provide all infrastructure required including all equipment and training needed to start using the qPCR rapid test methods. By leveraging current testing facilities (Ashland, Sturgeon Bay, Manitowoc, Racine, and Milwaukee) and using this capital investment all of Wisconsin's coastal waters would be able to get beach testing results within 4 hours.

Restoring Fish Passage to Fish Creek

The Town of Gibraltar is sponsoring a project to begin implementing their 2017 Fish Creek Watershed Plan which involves stream restoration and fish passage improvements in Fish Creek in Door County. Project final deliverables include: all design plans and a final report summarizing the project. Specific project activities include: 1) Developing a conceptual design plan and cost estimate for State Highway 42 culvert fish passage; 2) Developing a conceptual design plan and completion of meander restoration and stream channel enhancement of Fish Creek upstream of State Highway 42; 3) Developing a conceptual design plan and cost estimate for Redmann dam fish passage. Special Conditions: 1) Prior to construction, the Town will obtain all requisite landowner access and permits as required from WDNR, the US Army Corps of Engineers (USACOE), Door County, and other regulatory agencies or municipalities.

The Village is proposing to repave an 18’ wide strip of pavement (the drive aisle) with a pervious strip that will reduce the volume of runoff leaving the parking lot. The Village would also make improvements to divert a greater portion of the runoff from the parking lot to the existing biofilter.

These seven beaches completed the preliminary and final design process for addressing storm water run off and discharge to their beaches and are therefore eligible to participate in the SWCD’s beach contamination reduction implementation project.

Upper Door County WatershedWatershed History Note

The three villages of Sister Bay, Egg Harbor and Ephraim are located in the Upper Door County Watershed. The watershed also includes Washington and Rock Islands. One of this area's most interesting residents was Chester H. Thordarson, who emigrated from Iceland to Milwaukee in 1873, at the age of six. He soon moved to Dane County, where he began his schooling, then moved to Shawano County for three years, and then on to North Dakota. Thordarson was an avid reader, first of books in the Icelandic language, but as his schooling opportunities increased, he read books in English and began to collect them. He started working in Chicago at the age of twenty, and learned electric skills at various jobs, until eventually he was able to build transformers. He founded the Thordarson Electric Manufacturing Company, which grew into a multi-million dollar company. In 1910 Thordarson bought a large portion of Rock Island. Over the next few years he added the rest of the available 778 acres to his estate. In 1924, his crew cleared 30 acres on the west side of Rock Island and during 1927 to 1931 the boathouse and other stone buildings were constructed. Also at this time the water tower on the east side was built. Thordarson constructed a total of 14 buildings, a wall, hilltop gate and lookout tower on Rock Island. Icelandic artist Halldor Einarson worked in Thordarson's library in Chicago carving the oak furniture and on Rock Island carving the runic and block letters above the huge fireplace in Viking Hall. Using the Prose Edda (1220) as a reference for Nordic myths, Einarson carved one scene from one myth on each of the 24 straight chairs. Names of principle characters were written in runic beneath each scene. The Thordarson family worked on improving the Rock Island retreat in all seasons and brought water and electricity to the buildings. Thordarson had an interest in botany and landscaping. In a green house attached to the Rock Island residence, he grew plants and conducted botanical research. He brought flowers and seeds from Iceland and other countries. For his management of this estate as a preserve for natural landscape, native animals and wild flowers, the University of Wisconsin conferred upon him the degree of Honorary Master of Arts in 1929. In the 1940's Thordarson and his family spent longer periods of time on Rock Island. He continued to add to his valuable rare book collection. In his lifetime Thordarson had over 100 inventions, most of them patented. These ranged from electrical transformers for radios, parts of cars, to other non-electrical ideas. Thordarson died of heart failure on January 6, 1945. His will provided the opportunity for the University of Wisconsin-Madison to purchase most of his rare book collection. In December 1946, university regents voted to buy the scientific library of 11,000 volumes for $300,000. The University added the rare book room to their Memorial Library to house the collection. Thordarson's two sons and their families continued to enjoy Rock Island until the early 1960's. In 1965 the State of Wisconsin purchased Rock Island, the land and buildings, from the heirs for $170,000. The Thordarson family sold off the carved furniture by piece to private people, but most pieces in the Great Hall today have been donated back to the Park to keep the pieces together.
