Yahara River and Lake Kegonsa Watershed

Details

The 126 square mile Yahara River/Lake Kegonsa Watershed lies within the Lower Rock River Basin. The boundaries of this watershed stretches from just east of Madison southward to the Yahara River's confluence with the Rock River below Indianford in Rock County. The central feature of the watershed is the Yahara River, including Lower Mud Lake and Lake Kegonsa. Other waterbodies of importance are Door Creek and the wetlands of Door Creek, and Gibbs Lake.

Population, Land Use

The majority of the watershed is in Dane County and major municipalities within the boundaries of the watershed are the cities of Stoughton, the Village and Town of Cottage Grove, and the towns of Pleasant Springs, Dunn, Dunkirk, Fulton and Porter. At the time of the 2010 Census, the Wisconsin Population Lab has determined the Four Mile and Five Mile Creek Watershed to contain 37,211 inhabitants.

Population, Land Use

Today, the watershed is primarily agricultural, but is also urbanizing rapidly, especially in and around the Township of Cottage Grove. Huge tracts of wetlands have been ditched and drained for agricultural and development purposes, destroying habitat and decreasing water quality. Hydric soils, also known as wetland soils, demonstrate characteristics of long term hydrology and waterlogged conditions. Hydric soils show the previous extent of wetlands in the watershed. Although large tracts of wetlands remain, they comprise only 5.4 percent of the land use in the watershed, while agriculture accounts for 81 percent and urban land uses account for 6.9 percent. The loss of these important wetlands is one of the major issues facing the Yahara River/Lake Kegonsa watershed today. Wetlands are invaluable as wildlife and fishery habitat, and help to protect the water quality of lakes and streams.

Ecological Landscapes for Yahara River and Lake Kegonsa Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression. The Yahara-Kegonsa watershed is in the Eastern Glacial Plains Ecological Landscape where soil fertility is good to very good. A variety of soils have developed over the glacial material and range from shallow to very deep glacial till often with a thin layer of wind blown loess over them. Darker prairie soils that include loams and silt loams can be found in the river valley in Rock County and up the Yahara River through central Dane County. Stream bottoms and major wetlands consist of mineral soils and organic soils (mucks). The dominant soil types in this watershed are the Dodge-St. Charles McHenry association which are well and moderately well drained, deep silt loams; the Plano-Ringwood-Griswold association, which are also well and moderately well drained, deep silt loams and loams; and the Batavia-Houghton-Dresden association which ranges between well drained and poorly drained, deep silt loams and mucks that are underlain by silt, sand, and gravel. The majority of the soils in this region can be used for agricultural production.

Hydrologic Features

The geology of the area consists of Pre-Cambrian, Cambrian, Ordovician and Quaternary age rocks. The watershed obtains its water supply from sandstones, dolomites, and shales of Cambrian and Ordovician ages and sand and gravel deposits of the Quaternary. The rocks in Dane and Rock Counties dip gently to the south, southeast, and southwest, forming the central part of the southward-plunging arch, called the Wisconsin Arch. All major streams flow in a southerly direction due to this pitch in the underlying geology. Glaciation formed the topography of the Yahara-Kegonsa watershed, which is east of the Milton Moraine, a terminal moraine of the Green Bay Lobe of the last glacier. In the Yahara River Valley, the ice eroded the hilltops and valley bottoms. This erosion widened the river valley and deepened the lake basins. The deposition of the eroded material dammed up large valleys, and converted a graded, pre-glacial stream into a chain of large lakes and wetlands. The Yahara River valley physiographic area is primarily glacial ground moraine, with extensive areas of peat and marsh deposits. The current drainage system conforms to the pre-glacial drainage pattern, although present topography has much less relief than the pre-glaciated topography. Streams in this physiographic area are generally flatter and more sluggish than those in the Driftless Area, and fewer are spring fed.

Other threats to the Yahara River/Lake Kegonsa watershed include: 1) increased eutrification and pollution of lakes and rivers due to uncontrolled erosion and stormwater runoff; 2) the effect of dams on the water quality and habitat; 3) the declining baseflow of the Yahara River as a result of wastewater diversion to the Badfish Creek; 4) the declining groundwater level caused by overpumping and loss of groundwater recharge; 5) increased urbanization and the conversion of rural lands for urban uses; 6) the fragmentation and loss of wildlife habitat; and 7) wetland loss and degradation.

Rock River Coalition, Inc: Knotweed Eradication-Badfish Creek: The Rock River Coalition (RRC) proposes control of a population of Japanese Knotweed which occupies the bank of Badfish Creek at the Riley Road bridge crossing in Rock County. The Friends of Badfish Creek, a chapter of the RRC, will do the work of purchasing all the initial supplies, precisely delineating the boundaries of the clones, knocking down the old stalks, and doing herbicide treatments, all with the help of many volunteers. An educational program will be presented, and educational signs will be posted at the site. The overall goal of this project is complete eradication of this species in and around the existing clones, which are mapped in the application.

The deliverable for this grant will be a final report summarizing the work that was completed, dates of work, prompt treatment records for the permitted herbicide application, hours of volunteer time, turn-out at the educational program presented, and observed and photographed results of the control work. The report should include a concise set of photographs, including pre- and post- treatment shots, documentation of the work in progress and the restored condition. The report should also include a detailed map of the initial clones and the final area of knotweed population, if any.

A consultant will use established point intercept maps to survey current plant populations, and use those data to re-evaluate management plans, ensuring that the best management options are being implemented. Regular updates are presented in public meetings to Dane County staff and the Dane County Lakes and Watershed Commission. Updated plans are posted on the county website.

Dane County: Yahara Chain Apm And Ais Planning Updates: Dane County will update aquatic plant management plans for Lakes Mendota, Monona, Waubesa and Kegonsa. They will conduct aquatic plant surveys in following DNR protocol, and sample plants across transects in 5.7 miles of the Yahara River. Additional sampling using biobase will supplement information about plant density. They will update the control strategy for plants in these waters, including a public input opportunity. Deliverables include raw plant data and updated APM plans for these waters. They will post the final plans on their website, provide an informational meeting, press released, and direct emails and presentations to friends and stakeholder groups.

Dane County Parks: Acq-Fish And Mud Lakes-Marx Acquisition: The Marx property has already been purchased by Dane County. The property will protect the majority of the Mud Lake shoreline, which is connected to Fish Lake, a very important resource in NW Dane County. Rock-Koshkonong Lake District: Res-Lake Koshkonong/Mud Lake Wetland Restoration: The Rock Koshkonong Lake District will use dredge spoils from a nearby location on the lake to re-create an eroded barrier of land that protects the Mud Lake wetland from the main lake\2019s wave action, arm the barrier with riprap, and re-create a wetland behind the barrier. This restored wetland is the subject of the grant, as well as the Mud Lake wetland complex which is being protected. Another facet of protecting the Mud Lake wetland from carp congregating there, the District will also build a navigation-friendly carp barrier between the lake and the wetland. In the spring, without such a barrier, carp migrate in great numbers into Mud Lake, creating disturbance to aquatic plants and displacing other fish spawning.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Water quality will be monitored to track lake improvements. Project updates will be shared via social media, press releases, public meetings, and community volunteer workdays and celebration. Clean Lakes Alliance: Near Shore Water Quality Monitoring: Clean Lakes Alliance will run a program to increase near-shore water quality monitoring in the Madison Lakes in 2015 to help with beach closure timeliness, and improve ability of the public to make decisions about swimming. They will recruit, train and equip lifeguards or volunteers monitor a minimum of 6 and up to a maximum of 16 public beaches, with a focus on once per week E. coli sampling. In addition, up to 44 citizen volunteers will do weekly end-of-pier assessments of turbidity, temperature and blue green algae presence. Samples will be collected and delivered to the city-county health lab. Data will be analyzed and shared with researchers at UW Madison who are interested in modeling algae blooms within near-shore areas, and made available to the public on a mobile-ready website. Also, a community presentation will be given at the end of the season to discuss findings and recommendations, and a final report, including raw data, will be submitted to the department.

Clean Lakes Alliance: Yahara Lakes And Beaches Mobile-Ready Website Development: Clean Lakes Alliance will develop a website for mobile-phone use particularly by users of the Madison Lakes to get up-to-date information about lake water quality in the nearshore area, which has been collected and reported by an existing volunteer and municipal lifeguard network. This will allow the public to be better informed of risks and opportunities for lake recreation. They will deliver a user-friendly website that displays real-time information about public beaches and near-shore waters, and a final report with recommendations for improving monitoring, partner collaboration, data entry, user-interface, and information sharing. They will also hold meetings with various local entities to evaluate the program and strengthen partnerships. Data summaries will be shared with participants, researchers and other interested people. At least one community presentation will be given at the end of the season.

Dane County: Surveys Of Lake Kegonsa Nearshore Fish Populations: Dane County Department of Land and Water Resources is sponsoring a project to assess the nearshore fish of Lake Kegonsa as part of the county\2019s APM planning and implementation with the following goals: a) evaluate the fish species diversity and composition of sensitive species, evaluate factors that may be affecting these fish populations, and educate the public and local governments and recommend any needed actions that will protect the sensitive fish. Project deliverables include raw fish survey data from about 18 sites around the lake, and a report comparing results to previous surveys. Potential environmental factors affecting these fish will be assessed. This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist. If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Clean Lakes Alliance: Near Shore Water Quality Monitoring: Clean Lakes Alliance will run a program to increase near-shore water quality monitoring in the Madison Lakes in 2015 to help with beach closure timeliness, and improve ability of the public to make decisions about swimming. They will recruit, train and equip lifeguards or volunteers monitor a minimum of 6 and up to a maximum of 16 public beaches, with a focus on once per week E. coli sampling. In addition, up to 44 citizen volunteers will do weekly end-of-pier assessments of turbidity, temperature and blue green algae presence. Samples will be collected and delivered to the city-county health lab. Data will be analyzed and shared with researchers at UW Madison who are interested in modeling algae blooms within near-shore areas, and made available to the public on a mobile-ready website. Also, a community presentation will be given at the end of the season to discuss findings and recommendations, and a final report, including raw data, will be submitted to the department.

Clean Lakes Alliance: Yahara Lakes And Beaches Mobile-Ready Website Development: Clean Lakes Alliance will develop a website for mobile-phone use particularly by users of the Madison Lakes to get up-to-date information about lake water quality in the nearshore area, which has been collected and reported by an existing volunteer and municipal lifeguard network. This will allow the public to be better informed of risks and opportunities for lake recreation. They will deliver a user-friendly website that displays real-time information about public beaches and near-shore waters, and a final report with recommendations for improving monitoring, partner collaboration, data entry, user-interface, and information sharing. They will also hold meetings with various local entities to evaluate the program and strengthen partnerships. Data summaries will be shared with participants, researchers and other interested people. At least one community presentation will be given at the end of the season.

Dane County: Surveys Of Lake Kegonsa Nearshore Fish Populations: Dane County Department of Land and Water Resources is sponsoring a project to assess the nearshore fish of Lake Kegonsa as part of the county\2019s APM planning and implementation with the following goals: a) evaluate the fish species diversity and composition of sensitive species, evaluate factors that may be affecting these fish populations, and educate the public and local governments and recommend any needed actions that will protect the sensitive fish. Project deliverables include raw fish survey data from about 18 sites around the lake, and a report comparing results to previous surveys. Potential environmental factors affecting these fish will be assessed. This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist. If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.

River Alliance Of Wisconsin: Stebbinsville Dam Removal-Yahara River: River Alliance of Wisconsin is sponsoring a project to remove the Stebbinsville Dam on the Yahara River in Rock County. The removal of the Stebbinsville Dam and its impoundment will promote further fish migration and further the Yahara River's improvement as an aquatic riverine habitat. Removal of the dam will allow the river channel to return to its natural flow and course. This project will also include activities to stabilize, restore, and enahnce habitat.

The City of Stoughton is requesting amendment to the Stoughton USA. The area is located at the northwestern corner of the City, abutting Town of Dunn, Town of Dunkirk, and Town of Rutland. The majority of the area is currently within the City. Three town islands currently exist in the amendment area: a roughly 1.5-acre parcel in the Town of Rutland and two parcels totaling around 14 acres in the Town of Dunkirk. The amendment area is split in half by USH 51. Existing land use is primarily agriculture, woodlands, other open lands, and single-family. Proposed land use to the east of USH 51 includes large-scale multi-family and duplex residential, open space/park, and stormwater management. Proposed uses immediately west of USH 51 include commercial and stormwater management, while large and small-scale multi-family residential, single-family residential, open space/park, and stormwater management uses are proposed further west.

Yahara River and Lake Kegonsa WatershedWatershed History Note

The City of Stoughton, located within the Yahara River - Lake Kegonsa watershed, is home to the Stoughton Opera House, originally called the City Auditorium, which first opened on February 22, 1901. It is one of the largest second story theaters in the Midwest. For over 50 years, there was a wide variety of cultural experiences to be enjoyed within its walls including operas, musical productions, minstrel, theater and vaudeville shows, and temperance meetings. Governor LaFollette spoke here on several occasions. The Stoughton High School held graduation exercises here until 1938. There were Junior and Senior class plays until 1953, by which time the Opera House was painted over with a dull gray paint. Extensive damage from roof leaks caused the building to be shut down. In the early 1980's, a decision was made to save the building. The "Friends of' the Opera House" was established, and citizens came forward to fund and work on the project. A committee was established to plan and complete the restoration. The first undertaking was to restore the clock tower, which was removed from the building in 1961. This was completed in 1988, and an image that resemblances it is now logo for the City of Stoughton. Plaster, carpets, floor lights, dressing rooms, paint, handicapped accessibility and the latest in state-of-the-art equipment combine to make the Stoughton Opera House a wonderful mixture of Victorian and modern elements. The "crown jewel" of Stoughton has been restored, enhanced, and is now more beautiful than ever.
