Details

The Beaver Dam River Watershed is located primarily in Dodge County, with small segments lying in Columbia, Green Lake and Fond du Lac Counties. As in the basin's other watersheds, land use is primarily agricultural (64%), with dairy farming and cash grain cropping predominant. Water quality monitoring indicates that polluted runoff effects are severe on most streams and lakes. Because of this, WDNR selected the watershed as a priority watershed project in 1990 and it began in 1991. Communities with municipal wastewater discharges in the watershed are Beaver Dam, Fox Lake, Randolph, Lowell and Reeseville. The Fox Lake Correctional Institution and four industrial facilities also discharge in the watershed.

Population, Land Use

The Beaver Dam River Watershed drains 292 square miles of land in Dodge, Columbia, Green Lake and Fond du Lac counties in South Central Wisconsin. The watershed is part of the Upper Rock River Basin. The Beaver Dam River drains to Crawfish River. The Beaver Dam River Watershed was divided into 17 smaller drainage areas, called subwatersheds, for this planning effort. Land use in the watershed is mainly agricultural, and is currently dominated by dairy and cash grain farming. The watershed population is stable approximately 35,000 people. About half the population of the watershed lives in rural areas, while half live in the cities of Beaver Dam, Fox Lake, and Juneau.

Ecological Landscapes for Beaver Dam River Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Hydrologic Features

The topography of the watershed retlects the underlying eroded dolomite hedrock surface and glacial smoothing. Before glaciation, there were probably steep rolling hills cut by deep river valleys. The glaciers eroded the sleep hill tops and deposited material in the valleys smoothing the topography. Much of the watershed is covered by unsorted gravel, sand, silt, and clay deposited under moving glacial ice or as a residue from melting ice. The landscape, which is gently undulating with elongated hills (drumlins), is called ground moraine. Soils in the Beaver Dam River watershed include silty loams fom1ed from glacial deposits and loess and organic soils. The silty loam soils are present mainly on hilltops, and slopes and in broad glacial valleys. The silt loams are well to moderately drained and have high permeabilities and high available water capacity. These soils cover the majority of the watershed. Very poorly drained soils classified as "mucks" are present along the Beaver Dam River, along Beaver Creek and on the north shore of Fox Lake. Muck soils have formed in old glacial lake basins and on flood plains along meandering streams. Mucks have also formed in small wetlands present between drumlins. Muck soils generally have a lower permeability than the silt loams soils and a high available water capacity.

Wildlife and Habitat

The cities of Fox Lake, Beaver Dam and part of Juneau are located within the watershed, along with the villages of Randolph, Lowell and Reeseville. There are 16 civil townships in the watershed. The Fox Lake Inland Lake Protection and Rehabilitation District is a special purpose unit of government also within the watershed boundaries. State land holdings include four state wildlife areas (Westford Wildlife Area, Shaw Marsh Wildlife Area, Mud Lake Wildlife Area, and Paradise Marsh Wildlife Area) and the Fox Lake Correctional Institution. The northem half of the watershed is part of the Glacial Habitat Restoration Area, a wildlife management project that will work through the State Stewardship Porgram to improve wildlife habitat on privately owned lands. There are 13 named creeks and one river in the watershed: Alto Creek, Beaver Creek, Cambra Creek, Casper Creek, Cold Spring Creek, Crystal Creek, Drew Creek, Lau Creek, Mill Creek, Park Creek, Pratt Creek, Schultz Creek, Shaw Brook, and the Beaver Dam River. The Beaver Dam River is the major stream in the watershed, and with the exception of Beaver Creek, all other streams are relatively small. There are also 33 unnamed creeks. The Beaver Dam River and the majority of other streams in the watershed suppmt a warm water sport fishery. The streams of the watershed are not reaching their highest potential use due to pollution from point and nonpoint sources. Eroding croplands and streambanks and improperly managed livestock operations are the major source of nonpoint pollution in the watershed.

Lakes and Impoundments

The three lakes in the watershed, Fox, Beaver Dam and Lost Lakes are all eutrophic lakes, and although they support a productive fishery, are also plagued by problems including severe algae blooms, excessive weed growth, and low dissolved oxygen concentrations. The three lakes are shallow, fertile and biologically productive. Nutrients, especially phosphorous and nitrogen, are in excess concentration, resulting in high turbidity due to algae. Some uses of the lakes, particularly water contact recreation, are limited. Blooms of blue-green algae have been severe and aesthetic qualities are almost completely eliminated at times. Both external and internal sources influence the quality of these lakes. External sources include land runoff entering tributary streams and storm water outfalls. Internal sonrces may include carp recycling sediment and nutrients, lake sediments releasing nutrients under anoxic conditions, and occasionally, wetlands. Other sources that affect water quality are wind conditions, depth, anoxia, carp biomass and phosphorus being released from the sediment.

Wetland Health

Wetlands are valuable natural resource features for benefits to wildlife habitat, fish spawning and rearing, recreation. attenuation of mnoff and flood flows and removal of pollutants. Abundant wetlands once surrounded Fox Lake, and served as excellent habitat and hunting opportunities. These marshes have diminished in recent years, especially on the east end of the lake. Some wetlands in the watershed have been converted to agricultural uses. while others have been channelized, increasing the flow of water and associated pollutants from upland areas.

Groundwater

An assessment of groundwater quality was completed by sampling private wells for nitrate + nitrite and triazine. Results show that of the well samples collected, 22 percent had nitrate levels over the enforcement standard (health advisory level) of 10 milligrams per liter (mg/L), and 24 percent had nitrate levels between 2 mg/L, the preventative action limit, and I 0 mg/L. Nitrate + Nitrite levels greater than the 2 mg/L preventative action limit show that human activities are affecting groundwater quality. Results of the groundwater survey do not indicate a pattern of groundwater contamination that can be linked to specific sources of nitrate. Well sampling for triazine showed that less than I percent of the samples collectecl had triazine levels over 3 .0 micrograms per liter p.g/L, which is the enforcement standard for atrazine plus its breakdown components, called metabolites. Triazines are a family ofherbicides which include atrazine and its metabolites which when present in groundwater indicates groundwater contamination. 13 percent of the samples collected had triazine levels between 0.3 and 3.0 p.g/L. The preventative action limit for triazine is 0.3 p.g/L.

Beaver Dam Lake Improvement Association: Enum - Puckagee Springs Restoration: BDLIA will provide shoreline stabilization to an eroding fringe of wetland surrounding the Puckagee Springs Fisheries Property on Beaver Dam lake. BDLIA will work with WDNR fisheries property manager to secure a land-use agreement to conduct the work necessary to restore and protect wetland areas. BDLIA will conduct necessary field data collection needed to update technical restoration plans and provide them to DNR staff to ensure meeting management objectives for the property. BDLIA will work with EOR to develop plans, specs, an RFP; select a contractor; develop an approach for implementing the activities of the restoration; address both the North and South Segments; and determine best access points during construction phase.

BDLIA will work DNR staff to achieve the following deliverables:
1) Conduct site surveys to confirm current physical condition and location of project area.
2) Revise drawing, plans, specs, and scope of work with EOR, to ensure a robust restoration and protection of the spring wetland areas.
3) Secure a qualified contractor and competitively bid work to be performed and secure the necessary permits including a Chapter 30 permit, and work with Jeff Schure DNR-WMS.
4) Assess and determine feasibility of access from Sieske Rd is possible, if not BDLIA/EOR will need to determine other access options.
5) Reestablish parking area at Sieske Rd. determine if adequate funds exist and work with FM property mgr.
6) North segment: Repair and enhance existing stone rip rap to extend correctly above mean high water mark.
7) South segment: Repair and enhance existing stone rip rap to extend correctly above mean high water mark.
8) Complete all necessary final reporting to ensure grant compliance

Little Green Lake P & R District: Res-Little Green Lake Destratification Project: The Little Green Lake Protection & Rehabilitation District proposes to install a circulation system consisting of compressors, air delivery lines, filter system, and a housing structure. The circulation system is designed to ensure sufficient oxygen concentrations in the deep-water areas of the lake. Oxygen in deep-water areas of the lake will reduce the release of phosphorous from the lake sediment and decrease the level of lake fertilization. This will result in improved water clarity and algae conditions thereby improving water quality conditions for recreation and aesthetics.

Local resources to be provided include volunteer services during installatiotn, volunteer services regarding project management, and financial contribution from Green Lake County.

The project deliverables will include design and installation of a system of compressors and airline sufficient to circulate lake water in the deepest portions of the lake generally greater than 15 feet; report of evaluation monitoring of lake nutrient and mixing conditions after the system becomes operational; and, conduct pre and post operation public informational meetings and prepare fact sheets (current lake conditions, descriptions of circ system, goals/benefits/ecological effects).

Beaver Dam Lake Improvement Association: Hlk-Beaver Dam Healthy Lake 3: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Columbia County: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. Beaver Dam Lake Improvement Association: Hlk-Beaver Dam Healthy Lake 3: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Beaver Dam Lake Improvement Association: Comp - Rakes Bay Subwatershed Of Beaver Dam Lake Analysis:
Beaver Dam Lake Improvement Association is sponsoring a project to restore wetland hydrology and Rakes Bay, an important contributor of phosphorus to Beaver Dam Lake, Dodge County.

Specific project activities include: 1) data gap analysis, water quality and sediment monitoring, 2) use PC-SWMM model to predict water quality benefits, 3) community outreach opportunities provided, 4) evaluate upstream drainage area for specific bmps, 5) determine recommendations, funding and implementation schedule and present final report to a community public meeting.

Project final deliverables include: 1) all raw data collected under the grant in format acceptable to the department, a technical memo comparing existing model with monitored flows, summary of current flow and water quality data, a map of utilities in project area, topo maps with soils data; 2) results of PC-SWMM model with summary of resulting analyses, 3) summary of community outreach, 4) maps and graphics summarizing the evaluation of bmps and final recommendations to protect Rakes Bay, 5) final report including recommendations, funding and implementation schedule.

Fox Lake Inland Lake P & R District: Alum Treatment Ea-Fox Lake: The Fox Lake Inland Lake Protection and Rehabilitation District proposes to evaluate a spring alum treatment in Fox Lake as a method to clear the water column to facilitate and promote growth of submersed aquatic vegetation. This evaluation entails only researching literature and evaluation of this method of clearing spring water and alternatives such as water level management. It does not entail field sampling or in-lake pilot studies. The assessment would determine what conditions should trigger such a treatment, what the costs would be, and what the likelihood of success or risk of failure might be. Project Scope and Description of Deliverables
The Fox Lake Inland Lake Protection and Rehabilitation District is currently working on their 9 key element plan. They have asked RRC to expand volunteer stream monitoring into the Fox Lake area to monitor at locations identified for the 9-Key Element Plan. The City of Watertown has also requested monitoring in support of their proposed "Riverside Park Creek Improvement Project."

Project final deliverables include:
We will report a list of volunteer recruitment activities, such as lake group newsletters, local newspapers, and places where talks were given on volunteer stream monitoring. We will also report the number of volunteers recruited.

RRC will arrange and lead initial training for new stream monitoring volunteers in late April or early May. We will report the time and location of trainings, number of participants, and names of participants that commit to monitoring a station.

Report DNR station numbers for streams monitored. All data will be entered into SWIMS.

Host 2 paddling trips for people of color in the Rock River Basin. These trips will be approachable for those new to paddling, and pre-trip workshops on paddling skills may be offered. CITO will assist with outreach & recruiting participants, RRC will report locations of and number of participants who attend paddling trip and workshops. We will provide copies of promotional materials.

We will report the time and location of trainings, number of participants, and names of participants that commit to monitoring a station.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

The monitoring in 2017 indicate water quality in the tributaries of the Lake Weyauwega sub-watershed ranges from poor to excellent. Beaver Dam River WatershedWatershed History Note

The City of Beaver Dam is located within the Beaver Dam River Watershed in south central Wisconsin. Prior to European and Yankee settlement, Native American peoples, including the Chippewa, Fox, Kickapoo, Sauk, Sioux and Winnebago, lived in this area of rolling prairies and marshes. Native Americans hunted and fished the area, and paid a special reverence to a source of natural spring water which they called the Sacred Springs, found in what is now Swan Park. A number of archaeological sites have been discovered and are being preserved in the area. In the spring of 1841, Thomas Mackie and his family became the first permanent Yankee settlers to the area. The Mackies built a log cabin and were soon joined by other settlers. Beaver were abundant along the streams and river, constructing dams to provide their own habitat and food source. These early settlers recognized the value of damming the Beaver Dam River to use waterpower to run a gristmill and a saw mill, so in 1842 the first in a series of dams was constructed along the river. That year the shallow valley upriver began filling in to create Beaver Dam Lake. By the mid-1850s, local leaders initiated incorporation as the City of Beaver Dam, and in 1856 a city charter was granted. During this period European immigrants from Germany, Ireland, Poland and other nations began to arrive. These immigrants provided much of the workforce for many new industries including breweries, a woolen mill, brick makers, wagon makers, carriage makers and cotton mills, as well as the existing flour mill and saw mill. By the 1870s the opening of the American prairie to settlement brought about a surplus of grain and a sharp decline in the profitability of wheat farming. Wisconsin and neighboring states began a significant agricultural shift from wheat farming to dairying. During this period dairies and cheese factories began to be established throughout the area. In 1879 Dr. G.E. Swan rediscovered the natural spring once revered by local Indians and created a health spa. Beaver Dam hosted a WWII POW camp called Camp Beaver Dam in the summer of 1944. The POW camp held 300 German prisoners of war in a tent city encampment where the Wayland Academy field house now stands. Wayland Academy was founded as a Baptist university, though it is now a non-denominational high school. The cornerstone of Wayland Hall was laid in 1855, marking the beginning of a new institution aimed at increasing the number of Midwestern students at Baptist seminaries. During the 1960s, it became known as Wayland Junior College. After including a middle school in the 1980s, Wayland became the highly regarded college preparatory high school that it is today. It celebrated its sesquicentennial in 2005.
