Details

The Black Earth Creek watershed covers 103 square miles in western Dane County and the northeast corner of Iowa County. Although much of the watershed was not glaciated, the hydrologic characteristics were profoundly shaped by glaciation. While the majority of the watershed lies in the driftless area, the headwaters of the Black Earth Creek and its tributary, Halfway Prairie Creek lie in the smooth rolling landscape of glaciated land. The glaciated morainal landscape contains features such as depressions and kettles and encompasses the major spring areas that feed the Black Earth Creek. The forested slopes, plus some key internally drained areas, provide excellent infiltration of rainwater and subsequent groundwater recharge that are responsible for the baseflow dominated quality of Black Earth Creek and most of its tributaries. One notable area of geologic interest is in the Ice Age Reserve Cross Plains Unit where morainal rocks not present in other meltwater formations litter a deep ravine carved by glacial meltwater. A majority of the Black Earth Creek Watershed is rural but the eastern edge of the watershed is seeing increasing residential and commercial development as people look to move to more rural settings and commute to work. Increasing development in the watershed is a major threat to water quality and natural resource health in the watershed. Development increases the percentage of land that is impervious to water. Currently, the three municipalities in the watershed direct their stormwater runoff into Black Earth Creek. This influx of warm unfiltered water often picks up pollutants and can be detrimental to the aquatic community. Development can also increase the amount of sediment that enters the creeks as a result of construction site erosion.

Population, Land Use

The City of Madison has experienced only a 5.27 % growth, while surrounding villages and towns, including the villages of Cross Plains, Black Earth, and Mazomanie, have grown at a faster rate. The basin is largely dominated by agriculture. The major agricultural practices in the watershed are dairying and cash cropping. Other major land cover in the basin is deciduous forest and grassland. There are few wetlands in the watershed and those that do exist are concentrated along streams. Most of these wetlands are emergent/wet meadow, forested, open water, scrub/shrub, aquatic bed, and filled/drained wetlands and many of them have been modified due to agricultural drainage, channelization and construction. These areas are subject to flooding and seasonal high water tables. The Black Earth Creek Watershed actually has over 300 acres of mitigated or restored wetlands. Most of these are on private lands, although many of these are DNR wetland easement areas. Three of the mitigation/construction sites are in cooperation with the federal Wetlands Reserve Program (WRP). Dane County administers much of the federal and state programs that distribute money for wetland restoration.

Nonpoint and Point Sources

Agricultural practices are a major contributor of nonpoint source pollution and can have a major impact on water quality. Eroding agricultural lands, eroding stream banks, animal lots, and fields spread with manure are the main sources of pollution in the watershed. Best Management Practices (BMP's) such as conservation crop rotations, conservation cover crops, minimum tillage, contour strip cropping and grassed waterways have been employed to combat pollution in the watershed. Other conservation techniques include enrollment in the CRP or CREP program. This program pays farmers to leave marginal land in conservation easements. Drinking water and groundwater is also threatened by possible atrazine contamination and about half of the watershed lies in an atrazine prohibition area. These areas indicate that elevated levels of atrazine, an herbicide used on corn, has been found in some tested private water wells. Soils in these areas are permeable which has allowed atrazine to reach groundwater in some locations.

Ecological Landscapes for Black Earth Creek Watershed

Ecological Landscapes

The western two-thirds of the Black Earth Creek Watershed is located within the Western Coulee and Ridges Ecological Landscape, whiile the eastern third of the watershed is located in the Central Sand Hills Ecological Landscape. The Western Coulee and Ridges Ecological Landscape in southwestern and west central Wisconsin is characterized by its highly eroded, driftless topography and relatively extensive forested landscape. Soils are silt loams (loess) and sandy loams over sandstone residuum over dolomite. Several large rivers including the Wisconsin, Mississippi, Chippewa, Kickapoo and Black flow through or border the Ecological Landscape. Historical vegetation consisted of southern hardwood forests, oak savanna, scattered prairies, and floodplain forests and marshes along the major rivers. With Euro-American settlement, most of the land on ridgetops and valley bottoms was cleared of oak savanna, prairie, and level forest for agriculture. The steep slopes between valley bottom and ridgetop, unsuitable for raising crops, grew into oak-dominated forests after the ubiquitous presettlement wildfires were suppressed. Current vegetation is a mix of forest (40%), agriculture, and grassland with some wetlands in the river valleys. The primary forest cover is oak-hickory (51%) dominated by oak species and shagbark hickory. Maple-basswood forests (28%), dominated by sugar maple, basswood and red maple, are common in areas that were not subjected to repeated presettlement wildfires. Bottomland hardwoods (10%) are common in the valley bottoms of major rivers and are dominated by silver maple, ashes, elms, cottonwood, and red maple. Relict conifer forests including white pine, hemlock and yellow birch are a rarer natural community in the cooler, steep, north slope microclimates. The Central Sand Hills Ecological Landscape is located in central Wisconsin at the eastern edge of what was once Glacial Lake Wisconsin. The landforms in this Ecological Landscape are a series of glacial moraines that were later partially covered by glacial outwash. The area is characterized by a mixture of farmland, woodlots, wetlands, small kettle lakes, and cold water streams, all on sandy soils. The mosaic of glacial moraine and pitted outwash throughout this Ecological Landscape has given rise to extensive wetlands in the outwash areas, and the headwaters of coldwater streams that originate in glacial moraines. The growing season is long enough for agriculture but the sandy soils limit agricultural productivity somewhat. Historic upland vegetation consisted of oak-forest, oak savanna, and tallgrass prairie. Fens were common in this Ecological Landscape and occurred along with wet-mesic prairie, wet prairie, and rare coastal plain marshes. Current vegetation is composed of more than one-third agricultural crops, and almost 20% grasslands with smaller amounts of open wetland, open water, shrubs, barren, and urban areas. The major forested type is oak-hickory, with smaller amounts of white-red-jack pine, maple-basswood, lowland hardwoods, aspen-birch, and spruce-fir.

Hydrologic Features

In addition to increasing problems as a result of stormwater runoff, the rapid urban development in the headwaters of Black Earth Creek has raised concerns that groundwater flow to the creek may decrease, affecting water quality and habitat. Fish managers in the region state that one of the most the pressing issues facing the fish habitat in the watershed is the reduction of ground water withdrawal by encroaching development. Careful well planning throughout the watershed will protect the baseflow of the streams in the watershed. In addition, Best Management Practices (BMPs) can reduce the effects of stormwater. Some of these practices include extended detention basins, wet ponds, infiltration trenches and basins, porous pavement, water quality inlets, grassed swales, and filter strips. The Village of Cross Plains has installed infiltration basins, one of the most effective BMPs, near parking lots and streets. The water is directed to the basin where it is filtered through gravel and allowed to evaporate and soak into the ground before the excess is directed into the creek.

Dane County: Aquatic Mgmt Plan Amendment: Dane County Office of Lakes and Watersheds will update Aquatic Plant Management (APM) Plans on the following lakes: Crystal, Fish, Indian, Lower Mud, Upper Mud, and the Yahara River between Lakes Monona and Kegonsa. All these waters are sources of established populations of Eurasian watermilfoil, among other exotics, and are managed via county harvesting operations. In addition, the new Lake Belle View may require harvesting, so a new APM plan will be developed for that lake. Updated monitoring and amended plans are recommended by DNR for the other waters. A consultant will use established point intercept maps to survey current plant populations, and use those data to re-evaluate management plans, ensuring that the best management options are being implemented. Regular updates are presented in public meetings to Dane County staff and the Dane County Lakes and Watershed Commission. Updated plans are posted on the county website.

City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Deliverables include: a report summarizing the project work, results and recommendations, maps showing recharge areas, hydrologfical sensitive sites, and the final calibrated computer model.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Water quality will be monitored to track lake improvements. Project updates will be shared via social media, press releases, public meetings, and community volunteer workdays and celebration. Wolf Run Association, Inc: Lower Black Earth Creek Watershed Restoration & Capacity Building: Wolf Run Association, Inc. will sponsor a project on the Black Earth Creek (BEC) to protect and enhance the lower reaches of the creek downstream from the Village of Black Earth (including Lake Marion and the Village of Mazomanie). Part of the project includes making a decision about the future of the current dam structure on Lake Marion which derives its water supply from BEC. This decision point offers both a challenge to citizens and the communities, and a unique opportunity for a broader and more comprehensive environmental restoration of the lower BEC region and Lake Marion. Project deliverables include: gathering key information about the various management options available regarding the Lake Marion dam and Lake Marion, development of a Wolf Run Association website, facilitating restoration activities, land/stream corridor enhancement and protection, creation of signage along key access areas, conservation lands and trails, holding public meetings, and preparing other public information products.

Capital Area Regional Planning Commission: Usgs Monitoring Station On Lower Black Earth Creek: The Capital Area Regional Planning Commission is sponsoring a project to continue monitoring water quality and quantity at existing USGS station (05406500) on lower Black Earth Creek.

Activities: 1) Collect real-time discharge data at 15 minute intervals including gage height, discharge flow, and stream water level elevation on Black Earth Creek monitoring station and will display on website. 2) Collect continuous water quality data including temperature, conductance, dissolved oxygen, and turbidity using multi-parameter sondes. 3) Use automated water quality samplers to measure concentrations of total phosphorus (TP), total suspended solids (TSS), and ammonia during stormflow and baseflow periods to help calculate loads across a range of flows. 4) Combine annual discharge and water quality information to compute annual loads of sampled nutrients including TSS, TP, and Ammonia.

Deliverables: 1) Real-time, online water quality information will be posted on the web at the USGS National Water Dashboard (https://dashboard.waterdata.usgs.gov) and USGS WaterAlert (https://

Wolf Run Association, Inc: Black Earth Creek Streambank Improvement: Wolf Run Association, Inc. will undertake a River Management project on the Black Earth Creek. Project deliverables are as follows: 1.) Improve fish habitat and water quality by stabilizing eroding banks, narrowing the stream channel (thereby increasing velocity and oxygenation), improve substrate, and increase connectivity with floodplain on \00BD mile of BEC, 2.) Improve scenic and recreational values and public access along Black Earth Creek in concert with the Wolf permanent conservation easement and multi-use trail on the eastern side of the stream, 3.) Enhance outdoor educational opportunities in the watershed, 4.) Add to the regional economy by extending a high quality resource and the capacity for more users, 5.) Install structures as outlined in the grant application, cost estimate tables, 8.) Provide pre-restoration and post-restoration photos taken at several locations on each stream.

Otter Creek is impaired due to degraded habitat because of excessive sediment loading from surrounding agricultural lands to the Creek. Otter Creek is currently not meeting the applicable narrative water quality standard (WQS) that prohibits objectionable deposits on the shore or in the bed of a water in amounts that interfere with public rights in the water. To address the degraded habitat impairments, Wisconsin Department of Natural Resources (WDNR) determined that sediment, specifically TSS, is the pollutant that must be addressed to attain designated uses and meet WQS.

Wendt Creek was identified as one of five TMDLs selected by South Central Region. This stream is currently on the 303d list for habitat with sediment being the pollutant. Wendt Creek was part of the original Black Earth Creek Priority Watershed (1986-98), it has 6.0 miles listed as impaired. That area has had a significant amount of resources allocated towards sediment reduction. Data will be compared against pre-BMP work. Stream will be evaluated to determine if stream has the potential to be listed as trout water.

Black Earth Creek WatershedWatershed History Note

The Village of Mazomanie is located in the Black Earth Creek Watershed. Settlers first began moving into the area around Mazomanie in the 1840s. Many of these first pioneers were members of the British Temperance Emigration Society, popular in the Yorkshire and Lancashire regions of England. Dover, now a ghost town, was the first village they founded. This site was gradually abandoned after the arrival of the railroad. The village was named after an Indian chief whose name, when translated, means "Iron that Walks". Prior to the coming of the railroad, the area around the village was sparsely settled. By the time the first train arrived on June 7, 1856, Mazomanie contained over eighty buildings. Twenty years later it was the second largest city in Dane County with a population numbering over 1,100. It was large enough to attract the Ringling Brothers Classic and Comic Concert Company from nearby Baraboo for their first public performance in 1882. The railroad chose Mazomanie as a service area for its operations and built a water tower, turntable, and maintenance buildings along the track east of Brodhead Street. Only the coal sheds still survive. The railroad also created Lake Marion when it laid its tracks along Black Earth Creek, south of the village. Water impounded by the lake was harnessed to power the Lynch and Walker Flouring Mill, which continued to use water power into the 1950's. The village created a and operated an electric utility in 1885, one of the first of its kind. The slow growth experienced by the village, after 1880, resulted in remarkably well preserved buildings dating back to the 1850's. Thirty-four of the commercial buildings in the downtown have been named to the National Register of Historic Places. Most are of the commercial vernacular form with large glass windows and wood panel kick plates on the street level and second floor facades supported by iron columns. Nearly all of these details are still present in the remaining buildings, although some have been covered by later remodeling.
