Details

The Swan Lake Watershed is located in Green Lake and Columbia counties. It is 51,592 acres in size and contains 113 miles of rivers and streams, 943 acres of lakes and 6,862 acres of wetlands. The watershed is dominated by agriculture (48%), forest (19%), grasslands (16%) and wetlands (13%) and is ranked high for nonpoint source issues affecting groundwater and medium for nonpoint source issues affecting streams.

Ecological Landscapes for Swan Lake Watershed

Ecological Landscapes

The Swan Lake Watershed is located primarily in the Central Sand Hills Ecological Landscape which is located in central Wisconsin at the eastern edge of what was once Glacial Lake Wisconsin. The landforms in this Ecological Landscape are a series of glacial moraines that were later partially covered by glacial outwash. The area is characterized by a mixture of farmland, woodlots, wetlands, small kettle lakes, and cold water streams, all on sandy soils. The mosaic of glacial moraine and pitted outwash throughout this Ecological Landscape has given rise to extensive wetlands in the outwash areas, and the headwaters of coldwater streams that originate in glacial moraines. The growing season is long enough for agriculture but the sandy soils limit agricultural productivity somewhat. Historic upland vegetation consisted of oak-forest, oak savanna, and tallgrass prairie. Fens were common in this Ecological Landscape and occurred along with wet-mesic prairie, wet prairie, and rare coastal plain marshes. Current vegetation is composed of more than one-third agricultural crops, and almost 20% grasslands with smaller amounts of open wetland, open water, shrubs, barren, and urban areas. The major forested type is oak-hickory, with smaller amounts of white-red-jack pine, maple-basswood, lowland hardwoods, aspen-birch, and spruce-fir.

Columbia County: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. This phase will focus on continued monitoring along with the use of a graduate student to conduct water quality modeling to allow for final development of a TMDL for Park Lake, a 303(d) listed lake. The objectives of this study are to quantify P export from the watershed, and link water quality with nutrient loss from the land. Project deliverables include 1) monitoring of wetland effectiveness by measuring upstream and downstream flow and concentration; 2) Field-scale Snap-Plus and watershed-scale modeling; 3) simulating water quality changes caused by wetlands in this watershed using Army Corp PRE-WET model; 4) continuation of water quality monitoring/data collection along with targeting water sample collection adjacent to wetlands; 5) information/education efforts throughout project; and 6) compilation, documentation, and recommendations of findings. Education efforts include a news release, providing updates and final presentation through regular and annual meetings of the Lake District.

Columbia County: Hlk-Park & Swan Lake Fish Stick And Native Plantings: Columbia County will implement best practices described in Wisconsin\2019s Healthy Lakes Implementation Plan that include: implementation of fish sticks, 350 square feet native plantings, diversion practices, infiltration practices, or rain gardens on 3 properties. Best practices require a contract to remain in effect for 10 yrs & must include minimum operation & maintenance requirements & data collection as described in grant condition #16. If best practice(s) are implemented on land owned by grant Sponsor, this Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor & landowner that abides by grant condition #16 is required. The DNR may require repayment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the DNR may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location & design information, if not included in application; signed 10-yr landowner contract; pre & post project installation photos; summary of education activities & publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: State share of each best practice cannot exceed $1,000. State share of grant administration/technical assistance costs may not exceed 10% of grant award; technical assistance does not include implementation labor. Columbia County: Res- Park Lake County Park Shoreline Restoration: Columbia County is sponsoring a project to reconstruct the shoreline at the Park Lake boat launch on Highway 44. This will be a comprehensive restoration project with multiple elements.

Specific project activities include: 1) armor 160 feet of shoreline where it\2019s necessary to stabilize with riprap, which will then be backfilled with soil and planted with native species plugs; 2) install 13 natives species plantings per map/plan with seed and plugs, mulch and water; 3) Project will be shared via local media, and the site will become a stop on the Columbia Co. conservation tour.

Green Lake Sanitary District: Lmi-Df-Big Green Lake Loading Feasibility Study: The Green Lake Sanitary District proposes to conduct a feasibility study to assess nutrient loadings on Big Green Lake. The project will lay the foundation for reducing nutrient and sediment loads with the lake andits tributaries. Major components will be a watershed inventory, develop watershed/lake models for predicting trophic impacts, study long-term historical influences, develop objectives and public education and awareness alternatives.

AMENDMENT #1: The Green Lake Sanitary District proposes to conduct information/education workshops, compile a partnership resource list and develop pilot shoreland restoration on five demonstration sites. ADDS $30k TO TOTAL GRANT AWARD.

Little Green Lake P & R District: Res-Little Green Lake Destratification Project: The Little Green Lake Protection & Rehabilitation District proposes to install a circulation system consisting of compressors, air delivery lines, filter system, and a housing structure. The circulation system is designed to ensure sufficient oxygen concentrations in the deep-water areas of the lake. Oxygen in deep-water areas of the lake will reduce the release of phosphorous from the lake sediment and decrease the level of lake fertilization. This will result in improved water clarity and algae conditions thereby improving water quality conditions for recreation and aesthetics.

Local resources to be provided include volunteer services during installatiotn, volunteer services regarding project management, and financial contribution from Green Lake County.

The project deliverables will include design and installation of a system of compressors and airline sufficient to circulate lake water in the deepest portions of the lake generally greater than 15 feet; report of evaluation monitoring of lake nutrient and mixing conditions after the system becomes operational; and, conduct pre and post operation public informational meetings and prepare fact sheets (current lake conditions, descriptions of circ system, goals/benefits/ecological effects).

Columbia County: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. This phase will focus on continued monitoring along with the use of a graduate student to conduct water quality modeling to allow for final development of a TMDL for Park Lake, a 303(d) listed lake. The objectives of this study are to quantify P export from the watershed, and link water quality with nutrient loss from the land. Project deliverables include 1) monitoring of wetland effectiveness by measuring upstream and downstream flow and concentration; 2) Field-scale Snap-Plus and watershed-scale modeling; 3) simulating water quality changes caused by wetlands in this watershed using Army Corp PRE-WET model; 4) continuation of water quality monitoring/data collection along with targeting water sample collection adjacent to wetlands; 5) information/education efforts throughout project; and 6) compilation, documentation, and recommendations of findings. Best practices require a contract to remain in effect for 10 yrs & must include minimum operation & maintenance requirements & data collection as described in grant condition #16. Columbia County: Lake Management Plan Dev- Swan Lake: Columbia County Land & Water Conservation Department will develop a citizen-input based lake management plan for Swan Lake, Columbia County. Data collected includes near-shore fish survey, water chemistry sampling, and a shoreland health inventory. Columbia County: Lake Management Plan Dev- Swan Lake: Columbia County Land & Water Conservation Department will develop a citizen-input based lake management plan for Swan Lake, Columbia County. Data collected includes near-shore fish survey, water chemistry sampling, and a shoreland health inventory. The planning team will compile sport fishery data, water quality data, and other historical information. They will also draft a slow-no-wake emergency ordinance to help protect shorelines during high water events. A sociological survey and numerous public meetings will invite public input, as well as serve as a venue to share results. The final report will be posted on the Columbia County LWCD website.

Columbia County: Jerome Cigelski Farm Noi: To cost-share installation of manure management, barnyard runoff and streambank protection practices in order to satisfy the NOI written to cure violations of the performance standards and prohibitions dealing with prevention of overflow from manure storage facilities, prevention of direct runoff from a feedlot or stored manure into waters of the state and unlimited livestock access.

This project is a landowner installation of nonpoint source best management practices to contribute to the restoration of Wisconsin?s waters and was funded by the 319 grant. Specifically, the grantee will implement: a manure storage system, a barnyard runoff control system, critical area stabilization, roof runoff systems, a waste transfer system, wastewater treatment strips to remedy discharges of manure, sediment and phosphorus in runoff entering waters of the state and address the following NR 151 Agricultural Performance Standards and Prohibitions: sheet, rill, and wind erosion; manure storage facilities-new/significant alterations; process wastewater handling; clean water diversions; nutrient management; prevention of overflow from manure storage facilities; prevention of direct runoff from a feedlot or stored manure

Swan Lake WatershedWatershed History Note

The City of Pardeeville is located along the shores of Swan Lake in Columbia County. Pardeeville was named after the man who gave the village its start. In 1848, New York native and Milwaukee merchant, John S. Pardee, hired agents to oversee his Fox River land holdings and to establish business operations from this location. Yates Ashley, the most notable of Pardee's agents, managed the on-site operations and surveyed and platted the town in 1850. Although railroad tracks were laid here in 1857, real growth did not begin until after the 1870's. By 1899, Pardeeville boasted two hotels, a flour mill, a grain elevator, a creamery, several potato warehouses, a lumber yard and a bank. In 1901, the Belmont Hotel was built adjacent to Pardeeville's railroad depot, to serve travelers from the six daily trains that passed through the village at the time. The three-story Belmont Hotel is constructed of concrete block and is the most prominent example of Pardeeville's concrete block commercial buildings. In 1973, Mrs. Myrtle Lintner-Spear donated the 32-room building to the Columbia County Historical Society for use as a museum. The Belmont Hotel was listed in the National Register of Historic Places in 1993. In 1910, Angie Williams Cox donated books to the organization that eventually evolved into the public library that exists today. Angie W. Cox (1870-1955) played a continuing role through financial contributions to the development of the library that bears her name. A major milestone in the library's history was its legal establishment as a corporation (but not as a public library) in 1925. The Articles of Organization for the library were signed by the library board on October 24, 1925 and the State of Wisconsin granted it corporation status on November 5, 1925. A major controversy developed over a provision in the Articles of Organization that prohibited Catholics from serving on the library board. The controversy led to a legal battle over the support of the library by the City of Pardeeville. The legal issue was finally resolved by the Wisconsin Supreme Court in 1929. It determined that the provision prohibiting Catholics on the library board did not prevent support by the City as long as the library was open to all members of the public. In 1985 when Columbia County became a member of the South Central Library System, the Division for Library Services required that the Pardeeville library be established as a public library under Wisconsin Statutes in order to become a member of the library system. It complied with this requirement and an existing building was remodeled in 1934 with contributions from Angie Cox and was dedicated as a public library. The library continues to occupy this same building today.
