Pine and Willow Rivers Watershed

Details

The Pine River and Willow Creek watershed is the southernmost watershed of the Wolf River Basin and is located in Waupaca, Waushara and Winnebago counties. This watershed covers 286 square miles. This watershed drains directly to Lake Poygan, and the surface water drainage from the majority of this watershed is filtered by the Poygan Marsh Wildlife Area. The soils, geology and other physical resources of this watershed's western half indicate the area is highly susceptible to groundwater contamination from poor land use practices (WDNR and WGNHS, 1987) The Pine River Willow Creek Watershed was selected as a priority watershed in 1995, and will expire at the end of the year 2009. The priority watershed plan was prepared cooperatively by the WDNR, the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP), the Waushara County Land Conservation Department, the Winnebago Land and Water Conservation Department, with assistance from the University of Wisconsin-Extension, and the USDA Natural Resources Conservation Service (NRCS).

Population, Land Use

The City of Wautoma and the Towns of Dakota, Marion and Wautoma recently contracted with East Central Wisconsin Regional Planning Commission to develop a cooperative land use/development plan. The map based plan will inventory resources, identify patterns, trends and needs, and offer recommendations for areas for growth. The four communities recognize the benefits of joint planning as they deal with increasing concerns about municipal services (including sewer service) and future growth. This planning initiative provides the communities with an opportunity to take steps to protect the water resources in their area. Those portions of the watershed within Winnebago County are located in the Lower Fox River Designated Planning Area.

Nonpoint and Point Sources

There are five municipal point source dischargers and four industrial point source dischargers in the Pine River and Willow Creek Watershed. They are: Lauritzen Inc., Leach Farms, North Lake Poygan Sanitary District, Poygan Sanitary District No. 1, Poysippi Sanitary District, Redgranite Village, Ripon Pickle Company, Wild Rose Village, and the WDNR Wild Rose Fish Hatchery.

Nonpoint and Point Sources

Pine River and Willow Creek are clear, hardwater streams that drain the center two-thirds of Waushara County. Substantial critical animal waste problems affect the eastern half of this watershed, though detailed inventories are needed. Soil erosion, at rates above 2 tons per acre per year, combined with local animal waste delivery and in-stream erosion have accelerated the deterioration of trophic status of millponds on the Pine River and Willow Creek. WDNR Water Resources Management staff should conduct basin assessment trend stream monitoring on Willow Creek and Pine River to assess long term water quality trends in the Wolf River Basin, and to provide data for determining effluent limitations for the wastewater treatment plant and the fish hatchery. This watershed ranked "high" as a priority for streams and "medium" as a priority for groundwater under the Nonpoint Source Priority Watershed selection process. Insufficient data on lakes in this watershed prevented their inclusion in this round of priority watershed rankings. The Winnebago Comprehensive Management Plan rated this watershed a high priority for corrective measures due to critical animal waste problems and in-stream erosion. The data search for the Wolf River Basin Plan indicates polluted runoff-related problems, with excess vegetation and habitat deterioration.

Ecological Landscapes for Pine and Willow Rivers Watershed

Ecological Landscapes

The Pine and Willow Rivers Watershed is covered primarily by two ecological landscapes: the Central Sands Hills and the Southeast Glacial Plains. The Central Sand Hills Ecological Landscape is located in central Wisconsin at the eastern edge of what was once Glacial Lake Wisconsin. The landforms in this Ecological Landscape are a series of glacial moraines that were later partially covered by glacial outwash. The area is characterized by a mixture of farmland, woodlots, wetlands, small kettle lakes, and cold water streams, all on sandy soils. The mosaic of glacial moraine and pitted outwash throughout this Ecological Landscape has given rise to extensive wetlands in the outwash areas, and the headwaters of coldwater streams that originate in glacial moraines. The growing season is long enough for agriculture but the sandy soils limit agricultural productivity somewhat. Historic upland vegetation consisted of oak-forest, oak savanna, and tallgrass prairie. Fens were common in this Ecological Landscape and occurred along with wet-mesic prairie, wet prairie, and rare coastal plain marshes. Current vegetation is composed of more than one-third agricultural crops, and almost 20% grasslands with smaller amounts of open wetland, open water, shrubs, barren, and urban areas. The major forested type is oak-hickory, with smaller amounts of white-red-jack pine, maple-basswood, lowland hardwoods, aspen-birch, and spruce-fir. The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Bughs Lake Management District: Bughs Lake Hwm Control: The Bughs Lake District is sponsoring an AIS Control Grant to Manage Eurasian Water Milfoil (EWM). This will involve the initiation of a large-scale, system wide EWM control in 2021. Direct EWM whole-lake control measures will be taken on Bughs Lake in 2022. To assess results, annual point intercept surveys will be completed in 2021-2024. A comprehensive final report will summarize all project work and lay out management guidelines for the future based on project results.

Project deliverables include: This project will focus on establishing a baseline of the EWM population via a point intercept (PI) survey in 2021. In 2022 a targeted aquatic herbicide application to areas of HWM using ProcellaCOR EC. This application will be in conjunction with herbicide residual & water quality monitoring with protocols approved by the DNR. Whole Lake PI surveys will be completed in 2021-2024. Annual updates will culminate into a comprehensive project summary report in 2024.

Mt. Morris Lakes Management District: Mt. Morris Lk Ais Control & Prevention Project: The Mount Morris Lake Management District proposes to control curly-leaf pondweed (CLP) and Eurasian water-milfoil (EWM) through chemical treatment, mechanical and hand removal, and preventative measures in Mount Morris Lake during the period 2006 - 2011. The project elements and deliverables are specified in Mount Morris Lake Management District's Aquatic Invasive Species Grant application, dated January 22, 2006. The project includes monitoring the extent and density of CLP and EWM annually through pre-treatment and post-treatment surveys of known infested areas, and monitoring other lake areas for the presence of aquatic invasive species (AIS); treating CLP infested areas with an aquatic herbicide; conducting hand-removal of CLP and EWM by divers; mechanically harvesting CLP; conducting water quality monitoring; conducting an aquatic plant survey using the point-intercept method and updating the Mount Morris Lake Aquatic Plant Management Plan; and conducting volunteer activities to prevent further AIS infestations, including conducting watercraft inspections. Reimbursement for mechanical harvesting is limited to only CLP infested areas for the purpose of minimizing turion production; harvesting for purposes of nuisance relief or navigation lanes will not be reimbursed. Pine Lake Property Owners Assn: Pine Lake - Targeted Ewm Control Project: The Pine Lake Property Owners Association is sponsoring an ACEI grant on Pine Lake in the Town of Springwater to be completed in 2023 and possibly 2024. The project will focus on controlling EWM.

Town Of Springwater: Gilbert Lake Aquatic Plant Survey: The Town of Springwater proposes to address current and future management and status of EWM and to develop aquatic invasive species prevention strategy recommendations for Gilbert Lake, Waushara County, and the Gilbert Lake Advancement Association, Inc.

Objectives of the project include: 1) Determining locations and extent of Eurasian watermilfoil (EWM) in Gilbert Lake. 2) Preparation of an Annual Report/Gilbert Lake AIS Management Plan 2005-2009.
The report will include: A) The spring 2005 EWM survey map. B) Summary of past herbicide treatment results. C) Comparisons of aquatic plant survey data collected from 2000 through 2004. Species composition, percent frequency, and relative abundance will be analyzed for significant differences between surveys. D) Gilbert Lake's Self-Help Lake Monitoring Program data analysis for changes in water quality in response to EWM control. E) Recommendations for future EWM management and for aquatic invasive species prevention strategies for Gilbert Lake and the Gilbert Lake Advancement Association.

Copies of the EWM survey map will be provided to the WDNR and the Gilbert Lake Advancement Association prior to management implementation. Copies of the Gilbert lake AIS Management Plan 2005-2009 will be provided to Gilbert lake Advancement Association members and other supporting organizations. In addition to one hardcopy of the Gilbert Lake AIS Management Plan 2005-2009, all data gathered during the project and the Gilbert Lake AIS Management Plan 2005-2009 will be provided in an electronic format to the DNR. Porters Lake Management District: Porter'S Lake Monitoring & Prev.: Porters Lake Management District proposes to conduct education, prevention and planning activities to control and prevent the spread of aquatic invasive species (AIS) into Porters Lake during the period of 2011-2013. The project elements and deliverables are specified in Porters Lake Aquatic Invasive Species Grant application, dated 7/24/11.

The project incluldes the following: monitoring, education, shoreline restoration and boat landing modifications. The Porters Lake group will participate in the Fourth of July Landing Blitz, install new State AIS signs, provide garbage cans and a boat wash at their landing. Monitoring will be conducted by SCUBA surveys and by trained lakes people. 200 hours of CBCW will be conducted per year. Watercraft inspection and Citizen Lake Monitoring records will be entered into the State's online Watercraft Inspection Database (SWIMS). Porters Lake group will continue their biocontrol efforts to control purple loostrife around the lake and start working on shoreline restoration as outlined in their deliverables. This grant project will also develop an updated lake management plan.

Any publications or signs produced as part of this project will incorporate the "Stop Aquatic Hitchhikers" brand. University Of Wisconsin-Madison: Determining Fate Of The Novel Herbicide Florpyrauxifen-Benzy: The Board Of Regents of the University of Wisconsin System is sponsoring a project to conduct an aquatic invasive species research study on the degradation of florpyrauxifen-benzyl [FPB] following herbicide treatments conducted for aquatic plant management in Wisconsin lakes. The project aims to determine the mechanisms responsible for FPB breakdown in lakes by: 1) quantifying both direct and indirect photolysis of FPB in lake water using lab experiments; 2) quantifying FPB degradation in water-only and water-sediment environments; 3) determining the primary degradation pathway of FPB following in field applications; and 4) quantifying FPB persistence and degradation products post treatment in lakes.

Lake Poygan Sportsman'S Club: Res-Page'S Slough Carp Barrier Project: The Lake Poygan Sportsman's Club will build and install a mechanical carp barrier and rock berm at the mouth of Pages Slough, Lake Poygan. The rock berm will be approximately 300 feet in length with a fifty-foot base and 6 foot top deck. A ramp walk will be installed within the berm for access. This walk will be 50 feet in length and 24 feet wide. The mechanical barrier will be constructed of metal sheet piling and panels. A gated access will be built into the barrier for boats. The mechanical barrier will be approximately 100 feet in width. All materials and design will conform to the CH 30 permit requirements as isued by the WI DNR. Long Lake Association: Long Lake Comprehensive Lake Survey: The Long Lake Association proposes to conduct a comprehensive lake study on their lake. The project will conduct appraisals and develop the following products:

Pine Lake Property Owners Assn: Pine Lake Management Plan Phase I: The Pine Lake Property Owners Association proposes to begin development of a comprehensive lake management plan for Pine Lake. The study will take place in two phases. Pine Lake Property Owners Assn: Pine Lake Management Plan Phase Ii: The Pine Lake Property Owners Association proposes to finish development of a comprehensive lake management plan for Pine Lake. The study will take place in two phases. This is phase two of the study and will include the following: 1) complete the surface water sampling component of the study initiated in phase one; 2) collect and analyse samples from 60 private wells located within the Pine Lake groundwater watershed to provide information on the deeper groundwater discharging into the lake; 3) calculate nutrient and water budgets; and 4) conduct a fish population comparison using data collected in phase one and historic DNR data. Results from both phase one and phase two will be summarized in a final report that will describe the water quality and physical lake characteristics, its watershed and associated land uses, water and and nutrient budgets and modeling results, and interpretation of the data as well as recommendations. The final report will be provided to the DNR in both a paper copy and an electronic copy. This report will also be distributed to the Wautoma library, Fox-Wolf 2000, Fox-Wolf Basin Educator, Waushara County Land Conservation Department, and the Wisconsin Water Resources Center. Environmental Task Force Program staff will present the final results to the Association upon completion.

Pine and Willow Rivers WatershedWatershed History Note

The Village of Redgranite in Waushara County is located in the Pine and Willow Rivers Watershed. The area was called Sand Prairie in the late 1800s and had been settled as farm land. However, boulders of hard reddish rock, extending from the yellow sand, were found to be mahogany-red granite. In 1889, six quarrymen from Berlin, Wisconsin, investigated the granite ledge and decided to buy it. The stone turned out to be ideal for use as paving blocks in the cities of Chicago and Milwaukee, as it held up better than the brick or cedar blocks which were being used. In 1904 Redgranite was incorporated as a village and from 1905 to 1918, the village boomed as paving cutters and quarrymen of all nationalities descended on the village to work at the numerous quarries. During those boom days, Redgranite was the largest village in Waushara County and had close to 2,000 inhabitants. The school system was first class, including a high school with all college graduate teachers, before that was a requirement. About 25 railcar loads of paving blocks were shipped out each day during the spring and fall seasons. Eventually, concrete and asphalt took over the paving business and paving blocks became a thing of the past. By the 1920s only stone for buildings, monuments, and riprap for Great Lakes breakwaters was being quarried. When the Great Depression came, the "boom" village was hit hard and quarrying halted. But the old quarries now provide a swimming hole to cool off in on a hot summer's day.
